Closed Session 19. Adjourn Larry Smith, Emergency Services Director, introduced the recent graduates of the Paramedic School; Jennifer Davis, Michael Borbas, Nathan Troutman and Andrew Slaughter. He stated Micah Ellington and Elana Melvin were unable to attend as they were staffing an EMS Unit. The Board of Commissioners congratulated the graduates. Mr. Smith also introduced the members of the Community Paramedicine Post Response Team; David Cowan, Assistant Medical Director, Leslie Owens, Community Paramedic and Jennifer Haney, Community Paramedic. Mr. Cowan provided an update on the Community Paramedicine program. Mr. Smith reviewed a request from the Angier Fire Department seeking approval of the Board of Commissioners to construct a new Fire Station in the 700 Block of Mangum Road on the Lillington side of new bypass, at a cost of 4 to 5 million dollars. The property has been purchased by the department. They are proposing the construction of a 8,000 sq ft station. Their contractor has estimated the cost per sq ft to be $450 to $525 per sq ft. This would put the cost of the station between $3,600,000 to $4,200,000. An additional $800,000 would be spent to purchase a rescue pumper and additional equipment. Their Board feels this will improve response times in the area of the new bypass. They will fund the project with a loan from the USDA. Consensus of the Board was to place this item on the next consent agenda. Commissioner Weatherspoon asked fellow commissioners join him in asking Harnett Regional Water (HRW) run the water and sewer line from Neills Creek Church Road to where the meter gets set for this property. Consensus of the Board was to place this item as a individual action item at the next meeting. Mr. Smith also reviewed a request for Board approval to receive a total of $56,890.90 in Homeland Security funding from North Carolina Emergency Management. We have been awarded $19,775.45 to purchase a new variable message board for Emergency Management and $37,115.45 for a swift water rescue trailer which will go to the Swift Water Team housed out of Buies Creek Fire Department. There is no cost share related to these awards for the county. Consensus of the Board was to place this item on the next consent agenda. Angela McCauley, Library Director, reviewed a request for permission to accept the American Library Association's Community Connect: Fostering Digital Access Grant on behalf of the Angier Public Library. This grant award includes 5 laptops, 5 hotspots, 1 year of cellular network service for each hotspot, and $2000 to go towards digital literacy programming, equipment, and supplies. No match required. Jay Sikes, Development Services Assistant Director/ Manager of Planning Services, reviewed the following upcoming public hearing for Development Services: Proposed Text Amendment: Case # PLAN2309-0001 Applicant: Applicant: Sarah Lukaszuk; Harnett County Unified Development Ordinance; Article V, Sections 1.2 (Table of Use Types & Regulations) & Section 7.7.4 (Vehicle, Sales, Leasing & Rental). Vehicle sales, leasing or rental activities are prohibited within approved residential subdivisions." Paul Polinski reviewed a request regarding Foster Care Room and Board payments. There have been two increases in Foster Care Room and Board rates by the state since December 2022. Last budget year we were able to work with Finance to move some funding inside our budget to cover Harnett County Board of Commissioners Work Session Minutes October 10, 2023 Page 4 of 7 this increase. The state increased foster rates again in July of 2023, this was after we had planned our budget for fiscal year 2023-24. Currently we have enough funding to start the year out, but we do need to increase our foster care room and board funds by $1,300,000 for state home foster care. We are reimbursed by 50% by the state. Part of that increase we have federal funds as well. We need to increase our 4E foster care which is our federal funds by $700,000. We do get reimbursed by the feds at 76%. The second thing is as of November 16d' unlicensed kinship foster care board payments go into effect. Reimbursement will be provided to counties at half the board rate. Harnett DSS currently has 75 children that are eligible for monthly payments. We are requesting $450,000 to cover the cost of these payments. The rates are based on the age of the child and range from $351 - $405 per month per child. Consensus of the Board was to place this item as an individual action item, so that additional information can be provided regarding funds needed. Ira Hall, Chief Information Officer, provided an update on C1oudWyze Phase 1 Agreement. He also reviewed a request for approval of the 2nd phase agreement from C1oudWyze for broadband expansion derived from our Harnett County Broadband Initiative RFP in 2020. The 2nd phase will cover part of western Harnett County from Highway 87 towards Lillington around the Highway 27 corridor. This phase will be entirely a fiber implementation and will cover around 2800 locations. The goal is to reach as many unserved homes and close gaps between potential grant opportunities in this area as possible. Consensus of the Board was to place this item on the next consent agenda. Eric Truesdale, Veteran Services Director, introduced Zane Campbell, Veterans Court Director. Mr. Campbell reviewed a request for approval and acceptance of BJA Grant funds for Veterans Treatment Court. This grant is for a four-year period in the amount of $950,000. Consensus of the Board was to place this item on the next consent agenda. Steve Ward, Harnett Regional Water Director, reviewed a request for the Board to adopt a resolution authorizing a grant and/or loan application to NCDEQ to address the USEPA required Lead & Copper Rule Revisions Compliance Project. The project will construct a lead service line inventory for HRW and its customers. Consensus of the Board was to place this item on the next consent agenda. Christopher Appel, Senior Staff Attorney, reviewed a request for approval of a Jetport ground lease for CAD Enterprises. Consensus of the Board was to place this item on the next consent agenda. Ally Fouts, Management Analyst, provided an update on the following ARPA Projects: • EMS Premium Pay • VIPER Radios • DSS Second Floor Upfit • Broadband Matches Harnett County Board of Commissioners Work Session Minutes October 10, 2023 Page 5 of 7 • North Harnett Wastewater Treatment Plant • Displaced Funding o EMS Retention Pay o ARPA Administration o IT Cybersecurity and Broadband Projects o Riverside Community Flood Remediation o Funding for Harnett Regional Jetport Ms. Fouts also reviewed a couple of proposed projects for consideration of funding also using displaced funding: Shawtown Alumni Association Water and Sewer Project (will return for consideration at a later time with cost estimate) Digital Literacy Class — partnership with C1oudWyze to provide two sets of digital literacy classes to the community. Estimated cost is $5,000 Consensus of the Board was to place the approval of the Digital Literacy Class on the next consent agenda. Commissioner Weatherspoon reviewed a request for the Board to consider writing a letter to North Carolina Department of Environmental Quality regarding the permit modification for Martin Marietta Materials. Consensus of the Board was to place this item as an individual action item on the next agenda. The Board reviewed applications for the various Boards and Committees. Consensus of the Board was to appoint Rose Ferguson as a County Commissioner Appointee to the Juvenile Crime Prevention Council and Stephanie Taylor as a District 2 Representative to the Historic Properties Commission. Commissioner McKoy shared interest had been expressed by Mr. Desi Campbell to serve on the Historic Properties Commission and she will ask that he submit an application. Brent Trout, County Manager, reviewed a request from NCDOT asking the Board to consider adopting a resolution regarding the partial road abandonment of SR1422 (Ausley Road). Consensus of the Board was to place this item on the next consent agenda. Vice Chairman Morris made a motion to go into closed session to consult with the County's legal staff in order to preserve the attorney -client privilege concerning the handling of certain litigation including the following case: "In the matter of the appeal of Jackson Family Enterprises, LLC, Appellant," before the Property Tax Commission sitting as the State Board of Equalization and Review, File No. 22PTCO259 (2 parcels) and to discuss certain personnel matters. This motion is made pursuant to NC General Harnett County Board of Commissioners Work Session Minutes October 10, 2023 Page 6 of 7 Statute Section 143-318.11 (a)(3) and (6). The motion was seconded by Commissioner McKoy and carried unanimously. Following a motion to come out of closed session, Chairman Nicol called the meeting back into open session.
