HomeMy WebLinkAbout063006s HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting June 30, 2006 The Harnett County Board of Commissioners met in special session on Friday, June 30, 2006, in the conference room, Human Resources Department, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Beatrice B. Hill, Vice Chairman Walt Titchener Tim McNeill Members absent: Teddy J. Byrd, Chairman Dan B. Andrews Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Jennifer Slusser, Staff Attorney Kay S. Blanchard Guests: Al Bain, Attorney Jerry Lewis (has current exterminator contract with County) Vice Chairman Hill called the meeting to order at 11:30 a.m. and called on Mr. Emory. Mr. Emory gave an overview of the agenda. Mr. Bain presented for the Board’s consideration closing documents for the county’s acquisition of the Town of Erwin water and sewer system. Commissioner Titchener moved to approve an amendment to the proposed agreement and two escrow agreements. Commissioner McNeill seconded the motion and it passed unanimously. Commissioner Titchener moved to authorize the county manager to execute all documents on behalf of the county at the closing concerning the water and sewer system acquisition. Commissioner McNeill seconded the motion and it passed unanimously. Jerry Lewis addressed the Board regarding the possible bidding process for a contract for extermination services for county buildings. The issue will be on the agenda at the next regular Board of Commissioners meeting. Mr. Emory presented several budget amendments for the Board’s consideration. Commissioner McNeill moved to approve the budget amendments listed below. Vice Chairman Hill seconded the motion and it passed unanimously. Mr. Emory noted that a letter has been sent to Senator Dole requesting her assistance to obtain a 137 acre farm which was part of the Overhills Estate in Anderson Creek Township for a possible school site. Commissioner McNeill moved for the Board to go into closed session for the following purposes: (a) To consult with the county attorney regarding the handling or settlement of certain litigation, namely the County Airport condemnation case of “County of Harnett vs B.C. Property, Inc.” Harnett County File No. 05 CvS 1678; and (b) To discuss matters relating to the location or expansion of industries or other businesses in Harnett County; and (c) To instruct the county staff concerning the position to be taken on hehalf of the county in negotiating the acquisition of real property by lease/purchase. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(3)(4) & (5). Vice Chairman Hill seconded the motion and it passed unanimously. Commissioner McNeill moved that the minutes to the closed session be sealed. Commissioner Titchener seconded the motion and it passed unanimously. Commissioner McNeill moved to come out of closed session. Commissioner Titchener seconded the motion and it passed unanimously. There being no further business, the Harnett County Board of Commissioners special meeting, June 30, 2006 adjourned at 1:00 p.m.
