HomeMy WebLinkAbout092623 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session September 26, 2023 The Harnett County Board of Commissioners met in work session on Tuesday, September 26, 2023, at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Matthew B. Nicol, Chairman William Morris, Vice Chairman Lewis W. Weatherspoon, Commissioner W. Brooks Matthews, Commissioner Member absent: Barbara McKoy, Commissioner Staff present: Dwight Snow, County Attorney Brent Trout, County Manager Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Nicol called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Weatherspoon led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order — Chairman Matt Nicol 2. Adjourn Mark Locklear, Development Services Director, introduced Jake Petrosky with Stewart Engineering. Mr. Petrosky provided an update on the Comprehensive Land Use Plan Study. Brent Trout, County Manager, provided a brief update on the Edgerton Industrial Park Study. John Rouse, Health Director, reviewed a request for approval of additional COVID 716 Vaccination funds in the amount of $30,000 for FY 23-24. These funds are used in the aid of reducing barriers to accessing the COVID vaccine and to expand the COVID vaccination program. Consensus of the Board was to place this item on the consent agenda. Mr. Rouse also reviewed a request for approval of the fee increases for flu and pneumonia vaccines as approved by the Board of Health at their September 21, 2023 meeting. Consensus of the Board was to place this item on the consent agenda. Mr. Rouse also reviewed a request for approval of the 2023 Health Department Bad Debt Write- offs totaling $3,341.41. At the September 21, 2023 meeting, the Board of Health approved the patient fees to be written off in accordance with the Clinical Patient Fee Policy. In the event a patient returns to the Health Department for services, these fees will be reinstated. All Harnett County Board of Commissioners Work Session Minutes September 26, 2023 Page 2 of 4 appropriate attempts have been made to collect these past due fees, and enrollment in the NC Debt Set Off Program has helped to reduce our overall write-off amounts. Consensus of the Board was to place this item on the consent agenda. Coley Price, Deputy County Manager, reviewed a request for approval of the acceptance of funds from Sandhills Center for the Medication for Opioid Use Disorder Program in the Harnett County Detention Center. Consensus of the Board was to place this item on the consent agenda. Barry Blevins, General Services Director, reviewed a request for approval of the FY24 North Carolina Department of Transportation/Integrated Mobility Division (NCDOT/IMD) application for FY2024 Rural Operating Assistance Program (ROAP) Funds as well as authorize the County Manager and Finance Officer to sign aforementioned application. ROAP is a state funded public transportation program administered by NCDOT/IMD. ROAP funding includes project categories: Elderly and/or Disabled Transportation Assistance (EDTAP), Employment and Transportation Assistance Program (EMPL), and Rural General Public (RGP) programs. Programs are funded at 100%. Total FY24 ROAP Allocation is $285,588. Consensus of the Board was to place this item on the consent agenda. Steve Ward, Harnett Regional Water Director, reviewed a request for approval of two separate interlocal agreements between Harnett Regional Water and the Towns of Angier and Lillington. Both of the Town's respective governing bodies have approved these agreements which formalize the purchase of additional wastewater capacity in the planned expansion of the North Harnett Wastewater Treatment Plant. Consensus of the Board was to place this item on the consent agenda. Mr. Ward also reviewed a request for approval of a Resolution authorizing a grant and/or loan application to NC Department of Environmental Quality (NCDEQ) for PFAS Pilot Study for Harnett Regional Water Treatment Plant. The pilot study will help determine what possible treatment changes need to occur to successfully remove PFAS/PFOA and other chemicals from the raw water supply. Vice Chairman Morris made a motion to adopt a Resolution authorizing a grant and/or loan application to NC Department of Environmental Quality (NCDEQ) for PFAS Pilot Study for Harnett Regional Water Treatment Plant. The motion was seconded by Commissioner Matthews and carried unanimously. (Attachment 1) Kimberly Honeycutt, Finance Officer, reviewed a project ordinance amendment for Northwest Elementary School. The original project ordinance, approved by the Harnett County Board of Commissioners on May 16, 2022, consisted of the allocation of bond principle and premium from the sale of the 2021 General Obligation bonds. A portion of the bond principle is being utilized for the construction of the new Northwest Harnett Elementary School project. The remaining bond proceeds and premium from the sale of those bonds was placed into a separate project fund to be used for future remodel/renovation/upgrade projects on school facilities. This amendment appropriates funds which will be used for renovations and upgrades to Johnsonville Harnett County Board of Commissioners Work Session Minutes September 26, 2023 Page 3 of 4 Elementary School, and to allocate funds for Weapons Detection Systems for Harnett County schools. Consensus of the Board was to place this item on the consent agenda. Dwight Snow, County Attorney, reviewed a request regarding the acquisition of real property for the purpose of expanding the area and operations of the Harnett County Jetport. Consensus of the Board was to place this item on the consent agenda. Chairman Nicol shared a resignation has been received for Jennifer Parrish from the Harnett County Commission for Women and Youth. Consensus of the Board was to place this item on the consent agenda. Chairman Nicol shared following adjournment the Mobile Medical Unit is outside for commissioners to tour. Capps, Clerk Harnett County Board of Commissioners Work Session Minutes September 26, 2023 Page 4 of 4 Harnett C O U N T Y NORTH C A R O L I N A RESOLUTION NO.2023-42 ATTACHMENT 1 RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS TO SUPPORT THE HARNETT REGIONAL WATER TREATMENT PLANT PFAS TREATMENT EVALUATION AND PILOT TESTING STUDY WHEREAS, North Carolina Department of Environmental Quality's Division of Water Infrastructure is offering Emerging Contaminants funding, available to local government units, for planning or construction projects addressing Per- and Polyfluoroalkyl Substances (PFAS) in water or wastewater systems. WHEREAS, Harnett Regional Water has need for and intends to construct, plan for, or conduct a study in a project described as Harnett Regional Water Treatment Plant PFAS Treatment Evaluation and Pilot Testing Study; and WHEREAS, Harnett Regional Water intends to request a State loan and/or grant assistance for the project through the Emerging Contaminants funding that has been made available; and NOW, THEREFORE, be it resolved by the Harnett County Board of Commissioners as follows: That Harnett Regional Water, the Applicant, will arrange financing for all remaining costs of the project, if approved for a State loan and/or grant award. That the Applicant will provide for efficient execution and management of the project until it is completed. That the Harnett County Board of Commissioners agrees to include in the loan agreement a provision authorizing the State Treasurer, upon failure of Harnett County to make a scheduled repayment of the loan, to withhold from Harnett County any State funds that would otherwise be distributed to the local government unit in an amount sufficient to pay all sums then due and payable to the State as a repayment of the loan. That Harnett Regional Water Director, Steve Ward, the Authorized Representative and successors so titled, is hereby authorized to execute and file an application on behalf of the Applicant with the State of North Carolina for a loan and/or grant to aid in the study of or construction of the project described above. That the Authorized Representative, and successors so titled, is hereby authorized and directed to furnish such information as the appropriate State agency may request in connection with such application or the project: to make the assurances as contained above; and to execute such other documents as may be required in connection with the application. That the Applicant has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, ordinances, and funding conditions applicable to the project and to Federal and State grants and loans pertaining thereto.
