C.The Harnett County Health Department requests approval of additional COVID 716 Vaccination funds in the amount of $30,000 for FY 23-24. These funds are used in the aid of reducing barriers to accessing the COVID vaccine and to expand the COVID vaccination program. D.The Harnett County Health Director requests the Board approve the fee increases for flu and pneumonia vaccines as approved by the Board of Health at their September 21, 2023 meeting. E.The Harnett County Health Department requests the Board approve the 2023 Health Department Bad Debt Write-offs. At the September 21, 2023 meeting, the Board of Health approved for the attached patient fees to be written off in accordance with the Clinical Patient Fee Policy. In the event a patient returns to the Health Department for services, these fees will be reinstated. All appropriate attempts have been made to collect these past due fees, and enrollment in the NC Debt Set Off Program has helped to reduce our overall write-off amounts. F.Harnett Regional Water requests the Board to approve two separate interlocal agreements between Harnett Regional Water and the Towns of Angier and Lillington. Both of the Town's respective governing bodies have approved these agreements which formalize the purchase of additional wastewater capacity in the planned expansion of the North Harnett Wastewater Treatment Plant. General Services/Harnett Area Rural Transit System (HARTS) requests the Board of Commissioners consider and approve the FY24 North Carolina Department of Transportation/Integrated Mobility Division (NCDOT/IMD) application for FY2024 Rural Operating Assistance Program (ROAP) Funds as well as authorize the County Manager and Finance Officer to sign aforementioned application. ROAP is a state funded public transportation program administered by NCDOT/IMD. ROAP funding includes project categories: Elderly and/or Disabled Transportation Assistance (EDTAP), Employment and Transportation Assistance Program (EMPL), and Rural General Public (RGP) programs. Programs are funded at 100%. Total FY24 ROAP Allocation is $285,588. H. Finance requests the Board approve a project ordinance amendment for the Northwest Elementary School. I. Administration requests the Board approve the acceptance of funds from Sandhills Center for the Medication for Opioid Use Disorder Program in the Harnett County Detention Center. J. The County Attorney requests approval of the acquisition of real property for the purpose of expanding the area and operations of the Harnett County Jetport which said action shall include the following directives: 1.That Harnett County as Buyer enter into an Offer To Purchase and Contract For Vacant Land (Contract) with the Sellers being The Mueller-Townsend, LLC and certain members of the R.D. Lee family for a 52.963-acre real property tract which is contiguous to the northern boundary of the County Jetport property on Airport Road (SR 2015) in Neill's Creek Township as shown on that survey map dated August 30, 2022, by David L. Clark, PLS which is recorded in Map Book 2023, Page 465, Harnett County Registry (see attached map copy). 2. The agreed upon purchase price for said real property is $35,000.00 per acre for a total purchase price of $1,853,705.00. The funding for the purchase price and all the Buyer's closing costs associated with this transaction shall be taken from the Jetport Capital Project Fund. 3.That the Harnett County Manager, Brent D. Trout, is given authority to execute all documents on behalf of the County in closing this land acquisition transaction. K. Finance requests the approval of the budget amendment associated with the acquisition of real property for the purpose of expanding the area and operations of the Harnett County Jetport. The budget amendment will approve the transfer of revenue replacement funds to the Harnett County Jetport Fund. Because these funds are from approved revenue replacement activity, additional approvals or requirements associated with ARPA grant funding will not be needed. To remain consistent with planning documents, this budget amendment reflects an appropriation of $2,500,000 but only the actual funds needed to cover the purchase price of $1,853,705 plus closing costs will be moved. L. Harnett County Board of Commissioners accept the resignation of Jennifer Parrish from the Harnett County Commission for Women and Youth. Commissioner Weatherspoon made a motion to go into closed session in order to preserve the attorney/client privilege regarding the handling of certain litigation matters pursuant to NC General Statute §143-318.11 (a)(3). The motion was seconded by Vice Chairman Morris and carried unanimously. Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into open session. Vice Chairman Morris made a motion to adjourn at 10:29 am. (hereinafter the “Landowner”) desires to develop a certain parcel of land (hereinafter referred to as the “Parcel”) into a RV Repair Business; and WHEREAS, the Parcel predominately lies within the City of Dunn’s ETJ with a portion located in the County of Harnett’s planning jurisdiction; and WHEREAS, the Parcel is located within the City of Dunn’s Land Use Plan and the City of Dunn desires to have exclusive planning and development regulation jurisdiction over the Parcel; and WHEREAS, the Landowner submitted a written request and consents to assign exclusive planning and development regulation jurisdiction to the City of Dunn; and WHEREAS, on September 12, 2023, the City of Dunn adopted a resolution requesting exclusive planning and development regulation jurisdiction for the Parcel; and WHEREAS, The Harnett County Board of Commissioners agrees that it would be beneficial and efficient for the Landowner to adhere to one local government’s planning and development regulations and that such jurisdiction should be granted to the City of Dunn. NOW, THEREFORE, BE IT RESOLVED THAT that the Harnett County Board of Commissioners, pursuant to § 160D-203 of the North Carolina General Statutes, consents and agrees to assign to the City of Dunn, North Carolina the exclusive planning and development regulation jurisdiction for the area shown on the attached map and more specifically, the applicable parcel as listed below and that such assignment shall be effective upon the adoption of this Resolution by the Board of Commissioners. Our staff have had an opportunity to participate in the opioid planning work being done locally and had indicated a request would be submitted. For Year 1 of the proposal, we understand Sandhills Center is requested to contribute $182,000 in treatment costs along with 2 Peer Support Specialist positions at $37,740 each, for a combined Year 1 cost of $257,480.
