0653-40-2393 Parcel - General Rezoning Narrative
Property owner MVI GROUP, LLC. is requesting a general rezoning of parcel number 0653-40-2393.
The request is to rezone from RA-30 to COMM.
The total acreage to be rezoned to COMM is approximately 31.023 acres.
This property is currently surrounded by rural uses but is designated to be an “Employment Mixed
Use” node as defined in the Land Use Plan. Our proposed general rezoning is to COMM.
Specifically stated below:
2.1 The proposal will place all property similarly situated in the area in the same category, or in
appropriate complementary categories. The proposed rezoning will provide uses
complimentary to other existing and planned uses within the area
2.2 There is convincing demonstration that all uses permitted under the proposed district
classification would be in the general public interest and not merely in the interest of the
individual or small group. The US 401 corridor and Harnett Central Road area is experiencing
significant growth. Uses identified within COMM are beneficial to support the existing and
planned growth.
2.3 There is convincing demonstration that all uses permitted under the proposed district
classification would be appropriate in the area included in the proposed change. (When a
new district designation is assigned, any use permitted in the district is allowable, so long as it
meets district requirements, and not merely uses which applicants state they intend to make
of the property involved.) Uses identified within COMM are consistent the intent of the EMU
node.
2.4 There is convincing demonstration that the character of the neighborhood will not be
materially and adversely affected by any use permitted in the proposed change. A well
planned project will compliment existing residential uses and planned future non-residential
uses.
2.5 The proposed change is in accordance with the comprehensive plan and sound planning
practices. The proposed zoning is consistent with the adopted land use plan
