HomeMy WebLinkAbout071723 mHARNETT COUNTY BOARD OF COMNIISSIONERS Regular Meeting Minutes July 17, 2023 The Harnett County Board of Commissioners met in regular session on Monday, July 17, 2023 at 6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina. Members present: Matthew B. Nicol, Chairman William Morris, Vice Chairman Barbara McKoy, Commissioner W. Brooks Matthews, Commissioner Lewis W. Weatherspoon, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Nicol called the meeting to order at 6:00 pm. Commissioner Matthews led the Pledge of Allegiance and provided the invocation. Chairman Nicol called for any additions or deletions to the published agenda. Commissioner Matthews made a motion to approve the agenda as published. Vice Chairman Morris seconded the motion. The motion carried unanimously. Vice Chairman Morris made a motion to approve the consent agenda. Commissioner Matthews seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A. Minutes i. Regular Meeting Minutes of June 19, 2023 ii. Northwest Harnett Water and Sewer District Special Session Minutes of June 19, 2023 iii. Work Session Minutes of June 27, 2023 B. Adopt a Resolution requesting NC Department of Transportation (NCDOT) add Kotata Avenue, Bramble Avenue and Boysenberry Lane in Blackberry Manor to the Secondary Road System. (Attachment 1) C. General Services Director -Harnett Area Rural Transit System (HARTS) requests the Board of Commissioners consider approving FY25 5311 Administrative grant pre -application documents as requested by NC Department of Transportation / Integrated Mobility Division (IMD). These pre -application documents will be reviewed by IMD as part of their pre -application activities. Furthermore, these Harnett County Board of Commissioners July 17, 2023 Regular Meeting Minutes Page 1 of 4 documents will be added to the combined FY25 5311 Administrative -Capital whose estimated due date is October 6, 2023. The allocated amount for FY25 Administrative allocation is $400,312 with a 15% local County match, estimated at $60,047. D. Harnett County Health Department requests approval of ARPA funding in the amount of $14,957. This funding will be used for testing and remediation for lead in water and inspection and remediation for lead -based paint and asbestos at all NC public schools and licensed childcare facilities. E. Harnett County Health Department requests approval of Public Health Infrastructure funding from NC Department of Health and Human Services in the amount of $419,270. These funds will begin July 1, 2023, and be available through October 31, 2027. These funds are intended to strengthen, support, and sustain the public health workforce to be able to respond to the communities needs and emerging health threats. F. The Library requests approval of a Resolution declaring furniture from the Erwin Public Library at 110 West F Street in Erwin and the Dunn Public Library located at 110 East Divine Street, Dunn surplus and authorizing donation of the furniture to Harnett County Habitat for Humanity as described in Exhibit A. and approval of a Resolution declaring outside book returns from the Dunn Public Library located at 110 East Divine Street in Dunn and from the Coats Public Library located at 29 East Main Street, Coats surplus and authorizing donation of the returns to Boy Scout Troop 125 as described in Exhibit B. (Attachments 2 & 3) G. Administration requests approval to accept $866,467 in funding provided through the Home and Community Care Block Grant as well as approval of the County Summary and Agreement for the provision of County -Based Aging Services. H. Harnett Regional Water requests approval of chemical contracts with Oltrin Solutions, Inc. for supply of 12% and 15% Trade Sodium Hypochlorite to Harnett County Regional Water Treatment Plant. I. Administration requests the Board of Commissioners adopt a Resolution to Support High Performance and Government Innovation with the Harnett County TEAM Harnett Performance Management Plan. (Attachment 4) J. Administration requests the Board of Commissioners adopt an update to the Premium Pay Policy that will reflect only one premium payout that was completed with ARPA- eligible funds (December 2022). On October 17, 2022, the Board of Commissioners approved an EMS COVID-19 Premium Pay Policy, featuring four premium payouts to EMS Staff in December 2022, June 2023, December 2023, and June 2024. However, on April 10, 2023, Congress ended the COVID-19 National Emergency, which means that "premium pay" is no longer an eligible use of ARPA funds. K. Administration requests the approval of the EMS Retention Pay Policy. On October 17, 2022, the Board of Commissioners approved an EMS COVID-19 Premium Pay Policy, featuring four premium payouts to EMS staff in December 2022, June 2023, December 2023, and June 2024. However, on April 10, 2023, Congress ended the COVID-19 National Emergency, which means that "premium pay" is no longer an Harnett County Board of Commissioners July 17, 2023 Regular Meeting Minutes Page 2 of 4 eligible use of ARPA funds. Instead of using ARPA-eligible funds, Administration recommends the use of supplanted ARPA funds to complete the remaining three payouts, promised in the original policy, as retention pay. The EMS Retention Pay Policy would provide a retention payment of $1,750 to full-time EMS staff who were employed by Harnett County EMS for the entirety of the following timeframes: - December 1, 2022 to June 1, 2023 - June 1, 2023 to December 1, 2023 - December 1, 2023 to June 1, 2024 L. The Harnett County Board of Commissioners appoint Rosa Smith -Williams to the Mid -Carolina Aging Advisory Committee to fill the older consumer vacancy and appoint Crystal M. Morrison to the Juvenile Crime Prevention Council as the substance abuse professional member. Dwight Snow, County Attorney, administered the Oath of Office to Christine Wallace, Tax Administrator. Brent Trout, County Manager, reviewed a request to amend the Tax Administrator contract under Section 7 to provide Tax Administrator with a county provided cellphone in lieu of a stipend. Vice Chairman Morris made a motion to approve the amendment to the Tax Administrator contract. The motion was seconded by Commissioner Weatherspoon. The motion carried unanimously. Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following people provided comments: 1. Wes Newell with Resource Environmental Solutions (RES)in Raleigh, NC. 2. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC 3. Alan Longman of 234 Hamilton Road, Bunnlevel, NC. No one else spoke. The public comment period was closed. Bary Blevins, General Services Director, reviewed a request for approval of the North Carolina Department of Transportation (NCDOT) FY2024 Travelers Aid Program Grant agreement. This grant provides transportation for disadvantaged individuals, victims of domestic violence, individuals experiencing a major medical crisis, job loss, homelessness and stranded travelers in need of transportation in times of distress. HARTS will provide administration of the grant and the Harnett County Department of Social Services will provide citizen application and service delivery. Total grant budget amount is $5,000 with a $2,500 local match. Paul Polinski, Social Services Director, also provided information regarding the application process for an individual to receive grant funds. Vice Chairman Morris made a motion to approve the North Carolina Department of Transportation (NCDOT) FY2024 Travelers Aid Program Grant agreement. The motion was seconded by Commissioner McKoy and carried unanimously. Vice Chairman Morris made a motion to approve the budget amendments as requested by the Finance Director. The motion was seconded by Commissioner Weatherspoon and carried unanimously. (Attachment 5) Harnett County Board of Commissioners July 17, 2023 Regular Meeting Minutes Page 3 of 4 Vice Chairman Morris made a motion to approve the tax rebates, refunds and releases as requested by the Tax Administrator. The motion was seconded by Chairman Nicol and carried unanimously. (Attachment 6) Commissioner Weatherspoon stated at the last meeting, I made a motion to table appointment to the Nonprofit Committee indefinitely as the committee has been basically extinct for a couple of years. Commissioner Weatherspoon made a motion to remove from the table, the nomination regarding the Nonprofit Committee. The motion was seconded by Vice Chairman Morris and carried unanimously. Chairman Nicol stated it is off the table. There was no further discussion. Christopher Appel, Senior Staff Attorney, reviewed a request from NCDOT regarding Buddy Barefoot Road. NCDOT received a petition to close Buddy Barefoot Road. Concerns regarding the closure of Buddy Barefoot Road was discussed. Vice Chairman Morris made a motion to request NCDOT make needed repairs and reopen Buddy Barefoot Road. Commissioner Weatherspoon made a motion to table this item until August I' work session due to information presented tonight. The motion was seconded by Commissioner McKoy and carried unanimously. Mr. Trout shared the Chairman brought to me the need of an appointment to the Sandhills Center Board of Directors. An application was received from Representative Howard Penny who meets the qualification of having a family member that have a disability. Legal has reviewed the statute and bylaws to determine if an elected official can serve on this Board and their review stated that he could serve on the Board. Vice Chairman Morris made a motion to appoint Representative Howard Penny to the Sandhills Center Board of Directors. The motion was seconded by Chairman Nicol. Chairman Nicol shared we had a resignation a couple of months ago from the Sandhills Center Board. Representative Penny has previously served on this Board. The motion carried unanimously. Commissioner Weatherspoon made a motion to go into Closed Session to discuss certain economic development matters. This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(4). The motion was seconded by Commissioner Matthews and carried unanimously. Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into open session. Capps, Clerk ATTACHMENT 2 Harnett COUNTY NORTH CAROLINA HARNETT COUNTY RESOLUTION NO.2023-23 NORTH CAROLINA RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS DECLARING PERSONAL PROPERTY AS SURPLUS AND AUTHORIZING THE DISPOSITION OF PERSONAL PROPERTY BY DONATION WHEREAS, the furniture identified on the attached Exhibit A is no longer in use and is surplus to the needs of the County; and WHEREAS, pursuant to North Carolina General Statute § 153A-176 and § 160A- 280, the County may convey surplus personal property to a nonprofit organization which carries out a public purpose; and WHEREAS, the Harnett County Board of Commissioners desires to convey the surplus property to Habitat for Humanity of Harnett County to assist in their mission to bring people together to build homes, communities, and hope in Harnett County; and NOW, THEREFORE BE IT RESOLVED by the Harnett County Board of Commissioners as follows: 1. That the furniture identified in Exhibit A is hereby declared surplus property. 2. That the County Manager is authorized to transfer and execute any documents necessary to transfer the property to Habitat for Humanity of North Carolina. 3. That the property or subsequent sale thereof shall be used by Habitat for Humanity of North Carolina for a public purpose that benefits the citizens of Harnett County. 4. That the County of Harnett makes no express or implies warranties of merchantability of any surplus property, or part thereof, or its fitness for a particular purpose regardless of any oral statements that may be made concerning the surplus property or any part thereof. 5. Strategic Goals Harnett County's Strategic Plan is designed to provide a clear vision for the future along with direction for turning that vision into a reality. KPIs are vital pieces of data which influence and inform management and policy decisions so improved results will be realized overtime. Additionally, customer and employee priorities and satisfaction are an important aspect to performance management. Surveys and engagements will be conducted as resources allow to incorporate the customer and employee perspective.
