REGULAR MEETING
JULY 18, 2023
12:00 P.M.
Present were; Board Chairwoman Allison Fenderson, Secretary Jim Currin, Members: Betsy
McCormick, Lewis Bell and Bill McNutt
Also Present were; Director Claire Jones and Clerk of Court Renee Whittenton
Also present: See sign in sheet
Ms. Fenderson called the meeting to order at 12:00 pm with a moment of silence and Pledge of
Allegiance.
Organize:
Per NCGS 163-30, The Board's first priority was to take the oath of office and organize.
Governor Cooper appointed Mrs. Fenderson as Chair. Mrs. McCormick moved to nominate Mr.
Currin as Secretary. Mr. Bell seconded. Approved without dissent.
The Board reviewed the regular meeting date time and location. After some discussion, Bill
McNutt moved to hold all regular meetings at 5:00pm on the first Tuesday of each month at the
Harnett County Resource Center in lieu of the Board of Elections office. Mr. Currin seconded.
Approved without dissent.
Mrs. Jones submitted to the Board the list of Director Job duties to review. Mr. Currin moved to
approve the list. Mr. McNutt seconded. Approved without dissent.

Minutes:
The Board reviewed the minutes from June 6, 2023. Mrs. McCormick moved to approve the
minutes. Mr. Bell seconded. Approved without dissent.
Business:
Mrs. Jones gave a couple quick updates, some items discussed were:
• October- Dunn and Erwin Election
• November- Angier, Coats and Lillington Election
• Municipal Filing ends July 21 at 12:00 noon
• 2023 Election Calendar
• SBOE Conference August 13-15
• Legislative Bills
The Board discussed the early voting plan for the upcoming elections. Mr. Currin moved to
adopt the October one -stop plan below. Mrs. McCormick seconded. Approved without dissent.

Mrs. McCormick moved to adopt the November one -stop plan below. Mr. McNutt seconded.
Approved without dissent.

Saturday 8:00am — 3:00pm
Mrs. McCormick moved to enter into closed session per GS 143-318.11 (a) 6, to discuss
personnel. Mr. Currin seconded. Approved without dissent. The Board went into closed session
at 12:3 8 pm.
Mrs. McCormick moved to return to open session. Mr. Currin seconded. Approved without
dissent. The Board returned to open session at 12:50 pm.
The Board discussed two vacancies in the Board of Elections office. Mrs. McCormick moved to
have the Chair, Ms. Fenderson and Secretary, Mr. Currin, assist Mrs. Jones in interviewing and
selecting the Assistant Elections Director. Mr. McNutt seconded. Approved without dissent. Mrs.
McCormick moved to allow Mrs. Jones to interview and select the Election Specialist. Mr.
Currin seconded. Approved without dissent.
The Board recognized a service member, Lieutenant Colonel William A MacNaughton IV in the
audience, allowed him to introduce himself and thanked him for his service.
With no further business to discuss, Mr. Bell moved to adjourn. Mr. Currin seconded. The
meeting adjourned at 12:56 pm.
The next meeting of the Board will be the regular meeting on August 1 at 5:00 pm.
