B. Adopt a Resolution requesting NC Department of Transportation (NCDOT) add Kotata Avenue,
Bramble Avenue and Boysenberry Lane in Blackberry Manor to the Secondary Road System.
C. General Services Director-Harnett Area Rural Transit System (HARTS) requests the Board of
Commissioners consider approving FY25 5311 Administrative grant preapplication documents
as requested by NC Department of Transportation / Integrated Mobility Division (IMD). These
pre-application documents will be reviewed by IMD as part of their pre-application activities.
Furthermore, these documents will be added to the combined FY25 5311 Administrative-Capital
whose estimated due date is October 6, 2023. The allocated amount for FY25 Administrative
allocation is $400,312 with a 15% local County match, estimated at $60,047.
D. Harnett County Health Department requests approval of ARPA funding in the amount of
$14,957. This funding will be used for testing and remediation for lead in water and inspection
and remediation for lead-based paint and asbestos at all NC public schools and licensed
childcare facilities.
E. Harnett County Health Department requests approval of Public Health Infrastructure funding
from NC Department of Health and Human Services in the amount of $419,270. These funds will
begin July 1, 2023, and be available through October 31, 2027. These funds are intended to
strengthen, support, and sustain the public health workforce to be able to respond to the
communities needs and emerging health threats.
F. The Library requests approval of a Resolution declaring furniture from the Erwin Public Library at
110 West F Street in Erwin and the Dunn Public Library located at 110 East Divine Street, Dunn
surplus and authorizing donation of the furniture to Harnett County Habitat for Humanity as

described in Exhibit A. and approval of a Resolution declaring outside book returns from the
Dunn Public Library located at 110 East Divine Street in Dunn and from the Coats Public Library
located at 29 East Main Street, Coats surplus and authorizing donation of the returns to Boy
Scout Troop 125 as described in Exhibit B.
G. Administration requests approval to accept $866,467 in funding provided through the Home
and Community Care Block Grant as well as approval of the County Summary and Agreement
for the provision of County-Based Aging Services.
H. Harnett Regional Water requests approval of chemical contracts with Oltrin Solutions, Inc. for
supply of 12% and 15% Trade Sodium Hypochlorite to Harnett County Regional Water
Treatment Plant.
I. Administration requests the Board of Commissioners adopt a Resolution to Support High
Performance and Government Innovation with the Harnett County TEAM Harnett Performance
Management Plan.
J. Administration requests the Board of Commissioners adopt an update to the Premium Pay
Policy that will reflect only one premium payout that was completed with ARPA-eligible funds
(December 2022). On October 17, 2022, the Board of Commissioners approved an EMS COVID-
19 Premium Pay Policy, featuring four premium payouts to EMS Staff in December 2022, June
2023, December 2023, and June 2024. However, on April 10, 2023, Congress ended the COVID-
19 National Emergency, which means that "premium pay" is no longer an eligible use of ARPA
funds.
K. Administration requests the approval of the EMS Retention Pay Policy. On October 17, 2022, the
Board of Commissioners approved an EMS COVID-19 Premium Pay Policy, featuring four
premium payouts to EMS staff in December 2022, June 2023, December 2023, and June 2024.
However, on April 10, 2023, Congress ended the COVID-19 National Emergency, which means
that "premium pay" is no longer an eligible use of ARPA funds. Instead of using ARPA-eligible
funds, Administration recommends the use of supplanted ARPA funds to complete the
remaining three payouts, promised in the original policy, as retention pay. The EMS Retention
Pay Policy would provide a retention payment of $1,750 to full-time EMS staff who were
employed by Harnett County EMS for the entirety of the following timeframes:
- December 1, 2022 to June 1, 2023
- June 1, 2023 to December 1, 2023 - December 1, 2023 to June 1, 2024 L. The Harnett County Board of Commissioners appoint Rosa Smith-Williams to the Mid-Carolina Aging Advisory Committee to fill the older consumer vacancy and appoint Crystal M. Morrison to the Juvenile Crime Prevention Council as the substance abuse professional member.

6. Consider an amendment to the Tax Administrator Contract.
7. Public Comment Period
Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation. Speakers are
requested to signup prior to the meeting. Speakers may sign up by contacting the clerk at
mdcapps@harnett.org at least one hour prior to the start of the meeting or by utilizing the signup sheet at the back of the room. The signup form will be picked up by the clerk 5 minutes before the published
meeting start time.
8. Discuss and consider a request from General Services/Harnett Area Rural Transit System (HARTS)
to approve the North Carolina Department of Transportation (NCDOT) FY2024 Travelers Aid
Program Grant agreement. This grant provides transportation for disadvantaged individuals, victims
of domestic violence, individuals experiencing a major medical crisis, job loss, homelessness and
stranded travelers in need of transportation in times of distress. HARTS will provide administration of
the grant and the Harnett County Department of Social Services will provide citizen application and
service delivery. Total grant budget amount is $5,000 with a $2,500 local match.

June 19, 2023
The Harnett County Board of Commissioners met in regular session on Monday, June 19, 2023 at
6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.
Members present: Matthew B. Nicol, Chairman
William Morris, Vice Chairman

Chairman Nicol called the meeting to order at 6:00 pm.
Vice Chairman Morris led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Brent Trout, County
Manager asked that the Board add four budget amendments under Item 7E, copies of the additional
budget amendments were provided. Vice Chairman Morris made a motion to approve the agenda.
Commissioner Matthews seconded the motion. The motion carried unanimously.
Commissioner Matthews made a motion to approve the consent agenda. Vice Chairman Morris
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:
A.Minutes
i.Regular Meeting Minutes of June 5, 2023
ii.Work Session Minutes of June 13, 2023
B.JCPC requests permission to submit county plan program agreements for the NC
Department of Public Safety, Juvenile Crime Prevention Council programs for
FY2023-2024.
C.Adopt a Resolution requesting NCDOT add Braddock Drive, Vistas Court and Keller
Court in The Vistas to the State’s Secondary Road System. (Attachment 1)
D.General Services Director/Harnett Area Rural Transit System (HARTS) requests the
Board of Commissioners approve the North Carolina Department of Transportation
(NCDOT) FY2021 5307 CARES Act grant agreement in the amount of $185,167.

This requires NO ($0.00) local match. The grant provides funding for operating
services during and due to the COVID-19 public health emergency.
E. Legal requests the Board of Commissioners adopt a Resolution to direct the
expenditure of opioid settlement funds. The Resolution will authorize the County to
expend funds in the amount not to exceed $215,000 from July 1, 2023 through June
30, 2025 for the purposes of implementing addiction treatment for incarcerated
persons by hiring a Clinical Social Worker as part of the Medications for Opioid Use
Disorder ("MOUD") program at the Harnett County Jail. (Attachment 2)
F. The Jetport requests the Board of Commissioners to renew the hangar lease
agreement with Piper GT, LLC for an additional year. Tenant has been in good
standing with the Jetport and is eligible to extend the lease. Term will be from July 1,
2023 - June 30, 2024. The fees will continue to be paid at the rate of $375.00 per
month.
G. Administration requests the approval of a Memorandum of Understanding with I-
95/I-40 Crossroads of America Economic Development Alliance.
H. Finance requests the Board of Commissioners adopt a Capital Project Ordinance
Amendment to the General Obligation Bond Series 2021 and Capital Project
Ordinance Amendment to the General Obligation Bond Series 2017. (Attachment
3&4)
I. The County Attorney requests the Board of Commissioners give final approval of the
sale of County owned vacant real property tract composed of 13 acres located on
Lawrence Road in Upper Little River township to Holliespines, LLC for the
purchased price of $78,880 plus the Notice to Sell publication costs of $263.62 and
authorizes the Chairman to execute a special warranty deed.
J. Emergency Services is requesting the approval of the fireworks application from Pyro
Shows East Coast for a firework shoot for Carolina Lakes on July 3, 2023. This
display is scheduled for 9:15 p.m. Pyro Shows East Coast meets all requirements and
has met fire code compliance for the events.
Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes
for each presentation up to 30 minutes. The following people provided comments:
1. Jerry Bales of 236 Olde Ferry Lane, Dunn, NC.
2. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
3. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC.
No one else spoke. The public comment period was closed.
Commissioner Weatherspoon stated at the last meeting he asked the appointment of Kent Jeffries
to the Dangerous Dog Committee be deferred until July because I had not yet spoken to Mr.
Jeffries. Commissioner Weatherspoon stated I have since spoken to Mr. Jeffries. Commissioner
Weatherspoon made a motion to remove it from the table and to appoint Kent Jeffries to the
Dangerous Dog Committee. The motion was seconded by Vice Chairman Morris and carried
unanimously.

Mr. Trout shared on July 26th there will be a Citizens Information Session at 6:00 pm in the
Resource Center’s Training Room.
Vice Chairman Morris made a motion to approve the budget amendments as requested by the
Finance Director. The motion was seconded by Commissioner McKoy and carried unanimously.

Commissioner Matthews made a motion to approve the Affinity Care NC, Inc. FY 23-24
contract. Affinity Care NC, Inc. provides staffing for the in-home aide program for the
Aging department as well as nursing assessments for the CAP program. The motion was
seconded by Vice Chairman Morris and carried unanimously.
Vice Chairman Morris made a motion to approve the NCAPHA FY 23-24 contract. The motion
was seconded by Commissioner Matthews and carried unanimously.
Mr. Trout stated the Salary Grade Table required changes in it to reflect the increases in salary
for employees were calculated by first providing for a 5% increase in salary for all employees as
a market adjustment and then applying a 3% increase as a cost-of-living adjustment. The
original table did a straight 8% increase which is not the way the approved budget ordinance
instructs the increases to be calculated. The change results in an approximate increase in salary
for all employees of 0.14%. Staff requests approval of the updated Salary Grade Table as an
amendment to the budget ordinance approved on June 5, 2023. Vice Chairman Morris made a
motion to approve the amendment to the Salary Grade Table previously approved in the budget
ordinance on June 5, 2023. The motion was seconded by Commissioner Matthews and carried
unanimously.
Vice Chairman Morris made a motion to adjourn at 6:16 pm. The motion was seconded by
Commissioner Weatherspoon and carried unanimously.

The Harnett County Board of Commissioners sitting as the governing body of the Northwest Water
and Sewer District met in special session on Monday, June 19, 2023 at 6:00 pm, in the
Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney

Easement between KLLB AIV, LLC, Lennar Carolinas, LLC and Northwest Water and Sewer
District of Harnett County.
Commissioner Weatherspoon made a motion to approve an Abandonment of Easement between
KLLB AIV, LLC, Lennar Carolinas, LLC and Northwest Water and Sewer District of Harnett
County. The motion was seconded by Vice Chairman Morris and carried unanimously.

COUNTIES OF HARNETT AND WAKE
ABANDONMENT OF EASEMENT
THIS ABANDONMENT OF EASEMENT is executed this _____ day of June, 2023, by
North West Water and Sewer District of Harnett County (hereinafter “Harnett WSD”).
WITNESSETH:
WHEREAS, KLLB AIV LLC, a Delaware limited liability company (“KLLB”), owns
certain real property in Harnett and Wake Counties, North Carolina as more particularly
described on Exhibit A attached hereto (the “Property”) on which Lennar Carolinas, LLC
(“Lennar”) intends to develop a residential community; and
WHEREAS, Harnett WSD possesses rights to that certain twenty foot (20’) water line
easement over and through a portion of the Property dedicated by that certain plat recorded in
Map Book 2019, Page 248, Harnett County Registry and generally depicted on Exhibit B
attached hereto (hereinafter the “Easement”); and
WHEREAS, KLLB has agreed to relocate a portion of water infrastructure located in the
Easement for the benefit of Lennar’s planned residential community on the Property; and
WHEREAS, KLLB, in consideration of the relocation of such water infrastructure, has
requested Harnett WSD to partially abandon and terminate a portion of the Easement; and
WHEREAS, Harnett WSD has agreed that a certain portion of the Easement will no
longer be required or used by Harnett WSD for any purpose upon KLLB’s relocation of the
water infrastructure and will thereafter have no value to Harnett WSD; and

WHEREAS, Harnett WSD now desires to release and abandon that certain portion of the
Easement identified as “20’ Water Line Easement to be Abandoned” on Exhibit C attached
hereto (“Abandoned Easement Area”) in order to permit Lennar’s development of the Property.
NOW, THEREFORE, in consideration of the foregoing recitals, which are incorporated
herein by reference and for other good and valuable consideration, the receipt and legal
sufficiency of which is hereby acknowledged, Harnett WSD hereby abandons the Abandoned
Easement Area and forever releases and relinquishes any and all claims it may have thereto.
IN WITNESS WHEREOF, Harnett WSD has caused this instrument to be signed in its
name and its seal to be affixed hereto by duly authorized authority, the date and year set forth in
the acknowledgment block below.

The Harnett County Board of Commissioners met in work session on Tuesday, June 27, 2023 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.

Larry Smith, Emergency Services Director, provided an update on the Paramedic Academy
program. A graduation ceremony is tentatively scheduled for October 6th at 6:00 pm. More
information to come.
Mr. Smith also provided information regarding last night’s storm.
Steve Ward, Harnett Regional Water Director, provided information on a request for approval of
chemical contracts with Oltrin Solutions Inc. for supply of 12% and 15% Trade Sodium
Hypochlorite to Harnett County Regional Water Treatment Plant. Consensus of the Board was to
place this item on the consent agenda for the July 17th Board meeting.
Mike Morrow, Assistant County Manager, reviewed information regarding a request for
approval of a Resolution to Support High Performance and Government Innovation with the
Harnett County TEAM Harnett Performance Management Plan. The Board of Commissioners
finds that high performance and government innovation is grounded in transparency and
accountability which are critical in the public sector for the effective and credible functioning of
a healthy governance, and in fulfilling the government’s responsibility to citizens and taxpayers.
Transparent and reliable reporting to promote accountability, enhance the effectiveness of
government services to its citizens, and increase public confidence in their government. The
Board and staff share a duty to ensure that the actions of public officials, employees, contractors
and volunteers are carried out in the responsible manner possible and that the County policy,
budgets, goals and objectives are fully implemented. In February 2022, Harnett County Board of
Commissioners voted to approve the inaugural Strategic Plan. The Harnett County 2032
Strategic Plan is designed to provide a clear vision for the future along with direction for turning
that vision into a reality. Understanding what the County wishes to achieve by having a clear
focus is foundational for building a culture of high performance and essential for making a
positive impact in the community. Harnett County staff established a name, vision, and mission
statement for the performance management plan in November, 2022. Collaborative Goal teams
were established to identify Key Performance Indicators (KPI) and to ensure Key Strategic
Actions (KSA) were successfully completed. Two foundational reports will be provided to the
Board and the community: Quarterly updates of the Key Strategic Actions and an Annual
Performance Scorecard with Key Performance Indicator results and analysis. The intended
outcomes from the TEAM Harnett Performance Management Plan includes the following:
1. To ensure Key Performance Indictors are linked to the Strategic Plan
2. To ensure organizational buy-in with effective communication
3. To conduct an annual review of the the reporting process and performance results
4. To use results to empower, not punish, using the system for leadership and learning
5. To empower employees with strategy and performance to deliver high quality services
6. To focus on action and use project management tools to stay on track
7. To analyze results to make improvements to services with a customer focus
8. To automate the process when possible
9. To report results with transparency

10. To integrate the performance management with the strategic planning and budget process
With these Goals in mind, Harnett County commits itself to a journey toward becoming a
superior performing organization. Consensus of the Board was to place this item on the consent
agenda for the July 17th Board meeting.
Ally Fouts, Lead for North Carolina Fellow, provided information on a request for approval of
an update to the EMS Premium Pay Policy. On October 17, 2022, the Board of Commissioners
approved an EMS COVID-19 Premium Pay Policy, featuring four premium payouts to EMS
staff in December 2022, June 2023, December 2023, and June 2024. However, on April 10,
2023, Congress ended the COVID-19 National Emergency, which means that "premium pay" is
no longer an eligible use of ARPA funds. The updated Premium Pay Policy will reflect only one
premium payout that was completed with ARPA-eligible funds (December 2022). Consensus of
the Board was to place this item on the consent agenda for the July 17th Board meeting.
Ms. Fouts also provided information on a request for approval of the EMS Retention Pay Policy.
On October 17, 2022, the Board of Commissioners approved an EMS COVID-19 Premium Pay
Policy, featuring four premium payouts to EMS Staff in December 2022, June 2023, December
2023, and June 2024. However, on April 10, 2023, Congress ended the COVID-19 National
Emergency, which means that "premium pay" is no longer an eligible use of ARPA funds.
Instead of using ARPA-eligible funds, Administration recommends the use of supplanted ARPA
funds to complete the remaining three payouts, promised in the original policy, as retention pay.
The EMS Retention Pay Policy would provide a retention payment of $1,750 to full-time EMS
staff who were employed by Harnett County EMS for the entirety of the following timeframes:
December 1, 2022 to June 1, 2023; June 1, 2023 to December 1, 2023; December 1, 2023 to June
1, 2024. Consensus of the Board was to place this item on the consent agenda for the July 17th
Board meeting.
Brent Trout, County Manager, reminded everyone no Board Meeting will be held on July 3rd.
The Board approved canceling that meeting. The next work session will be July 11th and the
next action meeting will be July 17th.
Additional discussion included funding for the Riverside Project and broadband in the western
part of the county.
Commissioner Weatherspoon made a motion to convene into Closed Session for the following
purpose: to instruct the County staff concerning the position to be taken by the County in
negotiating a contract for the acquisition of real property. This motion is made pursuant to NC
General Statute Section 143-318.11 (a)(5). The motion was seconded by Commissioner
Matthews and carried unanimously.

Following a motion to come out of Closed Session, Chairman Nicol called the meeting back into
open session.
Vice Chairman Morris made a motion to adjourn at 9:41 am. The motion was seconded by

HARNETT COUNTY, NORTH CAROLINA, SUPPORTING HIGH
PERFORMANCE AND GOVERNMENT INNOVATION WITH THE
HARNETT COUNTY TEAM HARNETT PERFORMANCE
MANAGEMENT PLAN; PROVIDING AN EFFECTIVE DATE; AND
FOR OTHER PURPOSES.
WHEREAS, the County desires to be data driven and results focused with a robust
strategic plan and high performance framework; and
WHEREAS, the County proactively encourages resident and business
participation in government and also seeks to inform and empower those entities buy
providing diverse engagement opportunities and easy and open access to public data
and information; and
WHEREAS, it is the desire of the County to increase transparency with regard to
County revenues, expenditures, budgets, contracts, leases, grants, and organizational
performance; and
WHEREAS, the County is committed to timely and consistent publication of data
which is essential to open and effective government and using technology to foster open,
transparent, and accessible government; and
WHEREAS, the County official website, social media channels and performance
and open data portals provide exceptional vehicles for dissemination of important County
information and data to the public, 24 hours and day, 7 days a week; and
WHEREAS, the County is committed to providing superior services to its residents,
and therefore desires to create and sustain a high performance management plan
through visionary planning, operational results, continuous improvement, empowered
employees and a customer orientation; and
WHEREAS, the Board of Commissioners deems approval of this Resolution to be
in the best interests of the health, safety, and welfare of the residents and citizens of
Harnett County and the public at large.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE COUNTY OF HARNETT, NORTH CAROLINA, that:
SECTION 1. The foregoing recitals are hereby affirmed and ratified.
SECTION 2. The Board hereby pledges to establish and maintain appropriate
customer, resident, stakeholder and employee engagement efforts.

Performing Framework
In February 2022, Harnett County Board of Commissioners voted to approve the County's
inaugural Strategic Plan. Harnett County’s 2032 Strategic Plan is designed to provide a clear vision
for the future along with direction for turning that vision into a reality.
Understanding what the County wishes to achieve by having a clear focus is foundational for
building a culture of high performance and essential for making a positive impact in the
community. That is what a strategic plan provides.
Once a strategic plan is in place, it is not meant to be a static document that sits on a shelf. It is a
living document that must be evaluated and updated as priorities and needs change.

Performance Management incorporates a wide variety of techniques to achieve desired results.
Harnett County will proactively and intentionally work to develop and integrate beneficial
processes.
Departments will measure performance using Key Performance Indicators (KPIs) that are
carefully aligned to the overall strategic plan and outcome focused. KPIs are vital pieces of data
which influence and inform management and policy decisions so improved results will be realized
overtime. Tracking and reporting performance will increase accountability and transparency.
KPIs should provide accurate and timely information about the state of County services and
operations.
Harnett County staff had the opportunity for deep dive training sessions on performance
management. Overtime, the County will continue to work to expand and improve the set of
performance measures, and County processes and tools used to track and analyze the data.
County departments will work to update and align their business plans to the overall County
Strategic Plan. Departmental budget requests will consider strategic priorities and performance
results.
Additionally, customer and employee priorities and satisfaction are an important aspect to
performance management. Surveys and engagements will be conducted as resources allow to
incorporate the customer and employee perspective. The County will consider strategic
alignment as it develops future employee performance systems and processes and recognition
programs.
Harnett County is committed to continuous improvement. Staff is deploying Rapid Improvement
Teams to increase the quality and efficiency of services provided to the community.

and the community: Quarterly updates of the Key Strategic Actions and an Annual
Performance Scorecard with Key Performance Indicator results and analysis.

completed with ARPA-eligible funds (December 2022).

EMS COVID-19 Premium Pay Policy
Effective October 17, 2022
Updated July 17, 2023
I. Purpose
This EMS COVID-19 Premium Pay Policy will provide prospective monetary payments to
eligible Harnett County Emergency Medical Services (“EMS”) employees for the risks they
incurred due to the COVID-19 pandemic. The Coronavirus State and Local Fiscal Recovery
Funds (“SLFRF”), a part of the American Rescue Plan, allows local governments to provide
premium pay for eligible workers who have performed essential work during the COVID-19
pandemic, which ended on April 10, 2023, when Congress ended the COVID-19 National
Emergency. The SLFRF Final Rule provides specific requirements for providing premium pay
to workers, including the documentation of eligibility for all premium payouts.
II. Applicability
This policy applies to EMS employees who meet eligibility requirements for COVID-19
premium pay, as outlined below. According to the SLFRF Final Rule, emergency responders
qualify as eligible workers.
III. Policy
A. Eligibility Requirements
Harnett County EMS employees that are active at the time of COVID-19 premium
payouts (see Section III C) and also meet the following criteria may be eligible for
COVID-19 premium pay:
1) Performed essential in-person work which, as established by the SLFRF Final
Rule, must include:
i. Regular in-person interactions with patients, the public, or coworkers of
the individual that is performing the work; or
ii. Regular physical handling of items that were handled by, or are to be
handled by, patients, the public, or coworkers of the individual that is
performing the work;
2) Full time employee; and

3) Employee earns less than or equal to 150% of the North Carolina state average
annual wage for all occupations after COVID-19 premium pay is allocated or the
employee is not exempt from FLSA overtime provisions.
B. Reporting Requirements
All information relating to COVID-19 premium payments, including recipient counts
and dollars allocated, will be reported to the federal government per ARPA guidelines.
COVID-19 premium payments will also be subject to public records law and relevant
documents will be maintained for five (5) years.
C. Payout Calculation
Full-time employees that meet eligibility requirements and are employed by Harnett
County EMS for the entire duration of the timeframe listed below will receive payments
as follows:
1) Full-time employees employed from June 1, 2022 to December 1, 2022 will
receive $1,750 for the pay period ending December 15, 2022 which will be paid
in the employees’ December payroll
Payments will be direct deposited into the account on record for each employee along
with their regular paycheck and will be treated as wages for tax, retirement, and
withholding purposes. Employees shall not be entitled to partial payments if they leave
their employment with EMS or fail to meet any of the eligibility requirements during any
of the premium pay timeframes listed above.
IV. Implementation of Program
It shall be the duty of the Harnett County Finance Department to implement the premium pay
program and to follow all reporting requirements per the ARPA guidelines.
V. Policy Non-Compliance
Employees willfully violating the terms and conditions of this policy may be subject to
appropriate disciplinary action.
VI. Audit
All policies for Harnett County will be subject to audit or review.

EMS Retention Pay Policy
Effective July 17, 2023
I. Purpose
This EMS Retention Pay Policy will provide prospective monetary payments to eligible
Harnett County Emergency Medical Services (“EMS”) employees to effectively retain
employees in this critical sector.
II. Applicability
This policy applies to EMS employees who meet eligibility requirements for this retention
bonus, as outlined below.
III. Policy
A.Eligibility Requirements
Full-time employees of Harnett County EMS during the entirety of the timeframes
listed below are eligible for retention bonus.
B.Payout Calculation
Full-time employees of Harnett County EMS for the entire duration of the 6-month
timeframes listed below will receive payments as follows:
1)Full-time employees employed from December 1, 2022 to June 1, 2023 will
receive $1,750 for the pay period ending June 15, 2023 which will be paid in the
employees’ June payroll
2)Full-time employees employed from June 1, 2023 to December 1, 2023 will
receive $1,750 for the pay period ending December 15, 2023 which will be paid
in the employees’ December payroll
3)Full-time employees employed from December 1, 2023 to June 1, 2024 will
receive $1,750 for the pay period ending June 15, 2024 which will be paid in the
employees’ June payroll
Payments will be direct deposited into the account on record for each employee along
with their regular paycheck and will be treated as wages for tax, retirement, and
withholding purposes. Employees shall not be entitled to partial payments if they leave

of the premium pay timeframes listed above.
IV.Implementation of Program
It shall be the duty of the Harnett County Finance Department to implement the premium pay
program.
V.Policy Non-Compliance
Employees willfully violating the terms and conditions of this policy may be subject to
appropriate disciplinary action.
VI.Audit
All policies for Harnett County will be subject to audit or review.

RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
TO OPPOSE THE ABANDONMENT OF A PUBLIC ROAD FROM NORTH CAROLINA’S
SECONDARY ROAD SYSTEM
WHEREAS, pursuant to North Carolina General Statute §136-63, citizens may, on petition,
request the North Carolina Department of Transportation to change or abandon any road in the
Secondary Road System when the best interest of the people of the county will be served thereby;
and
WHEREAS, the North Carolina Department of Transportation, upon petition, investigated
and recommended the abandonment of SR 2049 (Buddy Barefoot Road) from the State’s Secondary
Road System; and
WHEREAS, the North Carolina Department of Transportation requested the Harnett County
Board of Commissioners to adopt a resolution approving the abandonment from the State System if
the Board of Commissioners concurred with the Department of Transportation’s recommendation;
and
WHEREAS, SR 2049 (Buddy Barefoot Road) provides a significant and essential connection
between SR 2048 (Bethel Baptist Road) and SR 2050 (Shady Grove Road) and as such,
abandonment of said road would not serve the best interest of the people of Harnett County; and
WHEREAS, the Board of Commissioners do not support the abandonment of SR 2049
(Buddy Barefoot Road).
NOW, THEREFORE, be it resolved by the Harnett County Board of Commissioners as
follows:
The Harnett County Board of Commissioners hereby OPPOSES the recommendation of
the North Carolina Department of Transportation to abandon from the State’s Secondary
Road System SR 2049 (Buddy Barefoot Road) as shown on the attached Exhibit A and
requests that the North Carolina Department of Transportation make the necessary repairs
to said road.
Duly adopted by the Harnett County Board of Commissioners this 17th day of July, 2023.
