HomeMy WebLinkAbout06011991 315 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR ~1EETING, JULY 1, 1991 The Harnett County Board of Commissioners met in regular session on Monday, July 1, 1991, in the County Office Building, Lillington, North Carolina, with the following members present: Mack Reid Hudson, Walt Titchener, Beatrice Bailey Hill, and Vice-Chairman Bill Shaw presiding. Chairman Lloyd G. Stewart was absent. Others present were Dallas H. Pope, County Manager, W. Glenn Johnson, County Attorney; Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Vice-Chairman Shaw called the meeting to order at 9:00 a.m. Commissioner Hill led the invocation. Commissioner Hill moved for approval of the minutes of the regular meeting, June 17, 1991. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Commissioner Hudson moved for approval of the minutes of the special meeting, June 24, 1991. Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissioner Hill moved for approval of the minutes of the special meeting, June 27, 1991. Commissioner Hudson seconded the motion and it passed with a unanimous vote. RESOLUTION OF Commissioner Titchener moved for adoption of a resolution of CO!vtMENDATION FOR commendation for May Marshbanks. Commissioner Hill seconded the MAY MARSHBANKS motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes as Attachment 1. Dallas H. Pope, County Manager read the resolution and Vice-Chairman Shaw presented it to Miss Marshbanks. Ray Stone, Highway Maintenance Engineer, North Carolina Department of Transportation, briefed the Board of current DOT activities. May Marshbanks, Director, Council on Aging, thanked the commissioners 20~H ANNIVERSARY OF for allowing the R. S. V. P. and Senior Citizens to become a county COUNCIL ON AGING department beginning July 1, 1991. Miss Marshbanks briefed the group on the history of Harnett County's Council on Aging which is celebrating its 20th year anniversary. PUBLIC HEARING ON Vice-Chairman Shaw called 1;0 order a. publ~c hearing on the close out CLOSE OUT OF RIVr::R- of the water and sewer proJect for Rl.versl.de Community. Mr. C. T. SIDE PROJECT ~ Clayton, P. E., McKim & Creed Engineers, provided comments and briefed the group that the purpose of the public hearing was to obtain comments from the public concerning the close out of the water and sewer project. Vice-Chairman Shaw opened the meeting for comments. No comments were offered and Vice-Chairman Shaw closed the public hearing. BRIEFING ON EXTPNDED Larry Kittrell, President, Angier Chamber of Commerce, briefed the AREA TELEPHONE ~ERVICE Board on a proposal for extended area telephone service which would allow the communities of Angier, Dunn, Coats, Erwin, Buies Creek and Lillington to call each other locally. Mr. Kittrell requested the the endorsment of the Board concerning this proposal. Commissioner Hill made a motion that the Board endorse the proposal. The motion died from lack of second. Mr. Kittrell requested a resolution from the Board stating that they support the proposal for extended telephone service for the communities in Harnett County. An appropriate resolution will be prepared for consideration at the next regular Board meeting. APPOINTMENT OF JACK George Jackson, Planning Director, requested the appointment of an SCALF TO BOARD OF addi tional member to the Board of Adjustment. Commissioner Hudson III ADJUSTMENT moved for the appointment of Mr. Jack Scalf, 6613 Cedar Street, Spring Lake to the Board of Adjustment. Commissioner Hill seconded the motion and it passed with a unanimous vote. BRIEFING ON H.C. Geoffrey N. Church, President, Harnett County Disability Awareness DISABILITY AWARENESS Committee, briefed the Board on the newly formed committee stating CilltMITTEE ~hat the purpose of the committee is to improve and enhance the quality of life of handicapped residents of Harnett County by offering aide and assistance in overcoming and resolving personal problems and conflicts and to create citizen awareness and understanding relative to the plight of disabled individuals. BRIEFING ON COUNTY Dallas H. Pope, County Manager, briefed the Board on steps required EMERGENCY SERVICES for appointment of the County Emergency Services Advisory Council and ADVISORY COUNCIL submi tted a list of proposed representation from various emergency and related agencies within the county for the commissioners to consider for appointment to the council. - --------- ---- - 316 W. Glenn JOhnson, County Attorney, provided an update briefing on Solid Waste Trust Fund Grant Application that was approved at the June 17, 1991, Board meeting. INTRA-DEPARTMENTAL Vanessa W. Young, Finance Officer, presented the Intra-Departmental BUDGET AMENDf.1ENT REPORi Budget Amendment Report for F.Y. 90-91. The report is copied in full FOR r.Y. 90-91 at the end of these minutes as Attachment 2. Reports for the month of June were filed with the Board from the Veterans' Service Office and the Tax Department. Bobby Wicker, Tax Administrator, requested the following tax refunds: TAX REFUNDS I. Linwood R. Jernigan, Rt. 3, Box 567, Dunn, NC $719.78. Commissioner Hudson moved that the tax refund for Linwood Jernigan be approved. Commissioner Hill seconded the motion and it passed with a unanimous vote. 2. Mary Ross Williams Heirs, c\o Att. W.A. Johnson Lillington, NC $ 93.94. Commissioner Hudson moved that the tax refund for Mary Ross Williams Heirs be approved. Commissioner Hill seconded the motion and it passed with a unanimous vote. Dallas H. Pope, County Manager, requested the following budget BUDGET AMENDMEI.JTS amendments: Public Utilities (Southwest) Code 68-9011-002 R.H. Moore - SW 1,344. decrease 68-9011-004 Hawley Construction II - SW 1,183. decrease 68-9011-080 Contingency - SW 2,527. increase Commissioner Hudson moved for the approval of the budget amendment. Commissioner Hill seconded the motion and it passed with a unanimous vote. Cooperative Extension Code 10-7300-045 Contracted Services 11,600. increase Revenue: 10-3990-000 Fund Balance Appropriated 11,600. increase Commissioner Titchener moved for approval of the budget amendment. Commissioner Hudson seconded the motion and it passed with a unanimous vote. At 10:15 a.m. Vice-Chairman Shaw recessed the meeting until 11:00 so the Board could attend a reception at the RSVP office honoring the 20th anniversary of the Council on Aging. At 11:00 a.m. Vice-Chairman Shaw called the meeting back to order and Commissioner Hill moved that the Board go into executive session. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved that the Board come out of executive session. Commissioner Hill seconded the motion and it passed with a unanimous vote. AGREEMENTS WITH SPECIAL Commissioner Hudson moved that agreements between Harnett County and DISTRICTS the following 19 Special Districts located within the County be approved in accordance with the provision of N.C. Gen. Sta. 69 and N.C. Gen. Sta. 13(a) : I. Angier-Black River Emergency Ambulance & Rescue District 2. Anderson Creek Fire District 3. Averasboro Fire District 4. Benhaven Fire District 5. Benhaven Rescue District 6. Black River Fire District 7 . Boone Trail Emergency Services, Inc. 8. Buies Creek Fire District 9 . Coats-Grove Emergency Ambulance & Rescue Service District 10., Grove Fire District II. Cypress Creek Fire District 12. Dunn-Averasboro Emergency Ambulance & Rescue District 13. Summerville Fire District Commissioner Hill seconded the motion and it passed with a unanimous vote. BUDGET ORD. AMENDMENT Commissioner Titchener moved that a budget ordinance amendment FOR AVERAS. FIRE DIST. - -. ---- --.---.-- - - - - - 317 concerning the F.Y. 91-92 tax rate for Averasboro Fire District be adopted. Commissioner Hill seconded the motion and it passed with a unanimous vote. The budget ordinance amendment is copied in full at the end of these minutes as Attachment 3 . HARNETT COUNTY NORTH CAROLINA RESOLUTION OF COMMENDATION THAT WHEREAS, May Marshbanks was named Director of the Harnett County Council for Senior Citizens in 1971, and she continues to serve in Director position today; and WHEREAS, May Marshbanks' service and job performance has been outstanding for over twenty years in her third career which has been spent working with and servicing the Senior Citizens of Harnett County; and WHEREAS, through her distinguished service she has provided needed services for older adults in Harnett County, kept local government officials appraised of the concerns and needs of older adults in Harnett County, and developed cooperative relationships among existing programs, both public and private; and WHEREAS, through her leadership in numerous older adult programs involving the Retired Senior Volunteer Program, the Nutrition Program, and services and information programs, many older adults have again become productive in their communities; and WHEREAS, through her exceptional achievements in managing the activities of the Harnett County Council for Senior Citizens, she has received many individual recognitions and has brought special recognition to Harnett County for its older adult programs. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS that May Marshbanks be and she is hereby commended on behalf of all the citizens of Harnett County for her valuable and immeasurable service through the Harnett County Council for Senior Citizens. That her overall dedication to public service, her leadership, and hard work serve as an example to all who provide service. That a copy of this resolution be presented to May Marshbanks and a copy spread upon the minutes of this Board. Duly adopted this 1st day of July, 1991.
