HomeMy WebLinkAbout010323 mHARNETT COUNTY BOARD OF COMMISSIONERS Regular Meeting Minutes January 3, 2023 The Harnett County Board of Commissioners met in regular session on Tuesday, January 3, 2023 at 9:00 am, in the Commissioners Meeting Room, Hamett County Resource Center and Library, 455 McKinney Parkway, Lillington, North Carolina Members present: Matthew B. Nicol, Chairman William Morris, Vice Chairman Barbara McKoy, Commissioner W. Brooks Matthews, Commissioner Lewis W. Weatherspoon, Commissioner Staff present: Brent Trout, County Manager Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Melissa Capps, Clerk Chairman Nicol called the meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and provided the invocation. Chairman Nicol called for any additions or deletions to the published agenda. Commissioner Matthews made a motion to approve the agenda as published. Vice Chairman Morris seconded the motion. The motion carried unanimously. Commissioner McKoy made a motion to approve the consent agenda. Vice Chairman Morris seconded the motion. The motion passed unanimously. The items on the consent agenda were as follows: A. Minutes i. Regular Meeting Minutes of December 19, 2022 Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes for each presentation up to 30 minutes. The following people provided comments: 1. Alan Longman of 234 Hamilton Road, Bunnlevel, NC. 2. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC. 3. Linda Sundemum of 25 Spruce Lane, Lillington, NC. No one else spoke. The public comment period was closed. Brent Trout, County Manager, read a statement regarding recent comments made about Claire Jones, Elections Director. Harnett County Board of Commissioners January 3, 2023 Regular Meeting Minutes Pagel of 3 Mr. Trout shared an RFP was distributed in November, 2022 for the compensation study and four (4) proposals were received. The selection team reviewed all proposals received and a vendor was selected, Pontifex Consulting Group. Discussion included the length of time to complete the study and how the budget process may be effected. The study may take 4 to 5 months. A contingency amount for the implementation of the compensation study will be placed in the budget. Vice Chairman Moms made a motion to approve the budget amendments as requested by the Finance Director. The motion was seconded by Commissioner McKay and carried unanimously. (Attachment 1) Commissioner Matthews made a motion to adopt the tax rebates, refunds and releases as requested by the Tax Administrator. The motion was seconded by Vice Chairman Morris and carried unanimously. (Attachment 2) Mr. Trout reviewed a request from Harnett County Emergency Services seeking Board approval to accept the RFP Bid from Lee Hartmann & Sons (Winston Salem) for the upgrade of the EOC audio visual equipment. The bid is $76,379 the total grant funding available for the project is $90,633.61. This grant funding (CBCG previously approved by Board) is a zero county match, NCEM reimbursable grant. This project will enhance our response and recovery operations for the future and replace rapidly aging equipment. Commissioner Matthews made a motion to approve the acceptance of the bid from Lee Hartmann & Sons (Winston Salem) for the upgrade of the EOC audio visual equipment in the amount of $76,379. The motion was seconded by Vice Chairman Morris and carried unanimously. Mr. Trout also reviewed a request from Workforce Development regarding the contract for the performance periods of January 1, 2023 - June 30, 2023 and July 1, 2023 - June 30, 2024 with the Mid -Carolina Regional Council to provide Workforce Innovation and Opportunities Act (WIOA) grant services. The WIOA grant is a federal grand administered by the Mid -Carolina Regional Council. WIOA grant funding will enable the Workforce Development Department to provide employment and training services to the citizens of Harnett County enrolled in the WIOA Youth, Adult, and Dislocated Worker Programs. Vice Chairman Morris moved to approve the contract for the performance periods of January 1, 2023 - June 30, 2023 and July 1, 2023 - June 30, 2024 with the Mid -Carolina Regional Council to provide Workforce Innovation and Opportunities Act (WIOA) grant services. The motion was seconded by Commissioner Weatherspoon and carried unanimously. Vice Chairman Morris shared he would like to inform the Board that he had spoken with Mr. Trout and asked that staff look at the feasibility of the extension of water services to Old Hamilton Road and look at repairs needed in the Erwin area. Commissioner McKoy asked if Diversity and Inclusion training for employees is still on the agenda. Mr. Trout stated from my standpoint yes, it is still on my to do list.
