Regular Meeting Minutes
January 17, 2023
The Harnett County Board of Commissioners met in regular session on Tuesday, January 17, 2023
at 6:00 pm, in the Commissioners Meeting Room, Harnett County Resource Center and Library,
455 McKinney Parkway, Lillington, North Carolina.
Members present: Matthew B. Nicol, Chairman
William Morris, Vice Chairman
Barbara McKoy, Commissioner
W. Brooks Matthews, Commissioner
Lewis W. Weatherspoon, Commissioner
Staff present: Brent Trout, County Manager
Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Melissa Capps, Clerk
Chairman Nicol called the meeting to order at 6:00 pm.
Commissioner McKoy led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Commissioner
Weatherspoon made a motion to approve the agenda as published. Vice Chairman Moms seconded
the motion. The motion carried unanimously.
Commissioner McKoy made a motion to approve the consent agenda. Vice Chairman Moms
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:
A. Minutes
i. Special Meeting Minutes of December 5, 2022 for Northwest Water and
Sewer District of Harnett County
ii. Regular Meeting Minutes of January 3, 2023
B. Adopt a Resolution requesting NCDOT add Magnolia Lane in Rolling Springs
Subdivision to the State's Secondary Road System. (Attachment 1)
C. Adopt a Resolution requesting NCDOT add Old Salem Drive and York Court in
Country Squire Estates to the State's Secondary Road System. (Attachment 2)
D. IT requests the Board approve the issuance of a letter to claim HameltCountyNC.gov.
All U.S. governments are switching over to .gov domains for the websites and email
addresses. This letter allows Harnett County to claim the .gov domain for our local
government entity. HamettCountyNC.gov will be Harnett County's .gov domain. To

eliminate confusion we will maintain our current domain Hamett.org along with the
.gov domain for the foreseeable future.
E. Administration requests the Board of Commissioners approve the state appropriation
non-profit funding agreements for Angier Food Pantry, ARC of Harnett County,
Blessing Box Ministry, Inc., Five N Two Ministries, Harnett Food Pantry, His Daily
Bread Community Ministries, Project Not Forgotten, Sandhills Antique Farm
Equipment, Santa and Friends, and Shawtown High School Alumni Association.
F. The Register of Deeds requests the Board of Commissioners approve the reorganization
plan for the Register of Deeds Department and approve the appropriation of $25,972.50
for the additional staff member.
G. Approve the term extension of Commissioner Weatherspoon's appointment to the
Workforce Development Board to June 30, 2023.
H. Approve the reappointment of Dr. Laum Smith as the Optometrist and Dr. Stacie Hogan
as the Pharmacist on the Board of Health; appointment of William Dan Andrews on
the Harnett County District H Tourism Development Authority; appointment of Lee
Marshall and Emily Plemons' for a two-year term to serve on both the Angier Planning
Board and Board of Adjustment; and accept the resignation of Anitra Hart, District 2
representative on Harnett County Commission for Women and Youth.
1. Adopt amended Capital Project Ordinance amendments for $75,000 for the
condemnation of a 0.2-acre tract of land on behalf of Harnett County Schools and
$37,915 for the installation of additional security cameras at various school facilities.

Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes
for each presentation up to 30 minutes. The following people provided comments:
1. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC.
2. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
No one else spoke. The public comment period was closed.
Brent Trout, County Manager, stated next Tuesday, at 9:00 am is our annual Planning Retreat,
we will start the meeting downstairs in the Training Room.
Vice Chairman Moms made a motion to approve the budget amendments as requested by the
Finance Director. The motion was seconded by Commissioner Matthews and carried
unanimously. (Attachment 5)
Vice Chairman Morris made a motion to adopt the tax rebates, refunds and releases as requested
by the Tax Administrator. The motion was seconded by Commissioner Matthews and carried
unanimously. (Attachment 6)
Vice Chairman Morris made a motion to adjourn at 6:12 pm. The motion was seconded by
Commissioner Matthews and carried unanimously.

GENERAL OBLIGATION BOND SERIES 2021
CAPITAL PROJECT ORDINANCE AMENDMENT
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina, sitting as the
governing board for Harnett County.
Section 1. The original project ordinance, approved by the Harnett County Board of Commissioners on
May 16, 2022, consisted of the allocation of bond principle and premium from the sale of the
2021 General Obligation bonds. A portion of the bond principle is being utilized for the
construction of the new Northwest Harnett Elementary School project. The remaining bond
proceeds and premium from the sale of those bonds was placed into a separate project fund to
be used for future remodel/nmovation/upgrade projects on school facilities.
Section 2. The following amounts are appropriated for the project and authorized for expenditure:

To budget an allocation to the Sheriffs Capital Fund. At their April 18, 2022 meeting, The Barnett County Board of
Commissioners approved use of the fund balance as part of their agreement to receive $630,000.00 in Local Infrastmture Grant
funds (SCIF S.L. 2021.180 Section) from the Once of the Slate Budget and Management. The county will accept the full
allocation of $630,000.00 and in return, provide funds (from fund balance) to the entities named in an amount equal to the

governing board for Barnett County.
Section 1. The original project ordinance, approved by the Barnett County Board of Commissioners on
May 16, 2022, consisted of the allocation of bond principle and premium from the sale of the
2021 General Obligation bonds. A portion of the bond principle is being utilized for the
construction of the new Northwest Barnett Elementary School project. The remaining bond
proceeds and premium from the sale of those bonds was placed into a separate project fund to
be used for future remodel/renovation/upgrade projects on school facilities.
