D.IT requests the Board approve the issuance of a letter to claim HarnettCountyNC.gov. All U.S.
governments are switching over to .gov domains for the websites and email addresses. This
letter allows Harnett County to claim the .gov domain for our local government entity.
HarnettCountyNC.gov will be Harnett County's .gov domain. To eliminate confusion we will
maintain our current domain Harnett.org along with the .gov domain for the foreseeable future.
E.Administration requests the Board of Commissioners approve the state appropriation non-profit
funding agreements for Angier Food Pantry, ARC of Harnett County, Blessing Box Ministry, Inc.,
Five N Two Ministries, Harnett Food Pantry, His Daily Bread Community Ministries, Project Not
Forgotten, Sandhills Antique Farm Equipment, Santa and Friends, and Shawtown High School
Alumni Association.
F.The Register of Deeds requests the Board of Commissioners approve the reorganization plan for
the Register of Deeds Department and approve the appropriation of $25,972.50 for the
additional staff member.
G.Approve the term extension of Commissioner Weatherspoon’s appointment to the Workforce
Development Board to June 30, 2023.
H.Approve the reappointment of Dr. Laura Smith as the Optometrist and Dr. Stacie Hogan as the
Pharmacist on the Board of Health; appointment of William Dan Andrews on the Harnett County

District H Tourism Development Authority; appointment of Lee Marshall and Emily Plemons’ for
a two-year term to serve on both the Angier Planning Board and Board of Adjustment; and
accept the resignation of Anitra Hart, District 2 representative on Harnett County Commission
for Women and Youth.
I. Adopt amended Capital Project Ordinance amendments for $75,000 for the condemnation of a
0.2-acre tract of land on behalf of Harnett County Schools and $37,915 for the installation of
additional security cameras at various school facilities.
5. Public Comment Period Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation. Speakers are requested to signup prior to the meeting. Speakers may sign up by contacting the clerk at mdcapps@harnett.org at least one hour prior to the start of the meeting or by utilizing the signup sheet at the back of the room. The signup form will be picked up by the clerk 5 minutes before the published meeting start time.

December 5, 2022
The Harnett County Board of Commissioners sitting as the governing body of the Northwest Water
and Sewer District met in special session on Monday, December 5, 2022 at 9:00 am, in the
Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney
Parkway, Lillington, North Carolina.

Chairman Nicol called the meeting to order at 9:50 am.
Christopher Appel, Senior Staff Attorney reviewed a request for approval of an assignment and
dedication of utility easement for water and sanitary sewer and bill of sale pertaining to the
Serenity Development.
Commissioner Weatherspoon made a motion to approve the assignment and bill of sale between
Greenfield – Serenity, LLC and Northwest Water and Sewer District. The motion was seconded
by Commissioner Matthews and carried unanimously. (Attachment 1)
Commissioner Weatherspoon made a motion to adjourn at 9:53 am. The motion was seconded
by Vice Chairman Morris and carried unanimously.

Regular Meeting Minutes
January 3, 2023
The Harnett County Board of Commissioners met in regular session on Tuesday, January 3, 2023
at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library,
455 McKinney Parkway, Lillington, North Carolina.
Members present: Matthew B. Nicol, Chairman
William Morris, Vice Chairman
Barbara McKoy, Commissioner

Chairman Nicol called the meeting to order at 9:00 am.
Commissioner Matthews led the Pledge of Allegiance and provided the invocation.
Chairman Nicol called for any additions or deletions to the published agenda. Commissioner
Matthews made a motion to approve the agenda as published. Vice Chairman Morris seconded the
motion. The motion carried unanimously.
Commissioner McKoy made a motion to approve the consent agenda. Vice Chairman Morris
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:
A.Minutes
i. Regular Meeting Minutes of December 19, 2022
Chairman Nicol opened the meeting for informal comments by the public, allowing up to 3 minutes
for each presentation up to 30 minutes. The following people provided comments:
1. Alan Longman of 234 Hamilton Road, Bunnlevel, NC.
2. Elizabeth Longman of 234 Hamilton Road, Bunnlevel, NC.
3. Linda Sunderman of 25 Spruce Lane, Lillington, NC.
No one else spoke. The public comment period was closed.
Brent Trout, County Manager, read a statement regarding recent comments made about Claire
Jones, Elections Director.

Mr. Trout shared an RFP was distributed in November, 2022 for the compensation study and
four (4) proposals were received. The selection team reviewed all proposals received and a
vendor was selected, Pontifex Consulting Group. Discussion included the length of time to
complete the study and how the budget process may be effected. The study may take 4 to 5
months. A contingency amount for the implementation of the compensation study will be placed
in the budget.
Vice Chairman Morris made a motion to approve the budget amendments as requested by the
Finance Director. The motion was seconded by Commissioner McKoy and carried unanimously.

Commissioner Matthews made a motion to adopt the tax rebates, refunds and releases as
requested by the Tax Administrator. The motion was seconded by Vice Chairman Morris and
carried unanimously. (Attachment 2)
Mr. Trout reviewed a request from Harnett County Emergency Services seeking Board approval
to accept the RFP Bid from Lee Hartmann & Sons (Winston Salem) for the upgrade of the EOC
audio visual equipment. The bid is $76,379 the total grant funding available for the project is
$90,633.61. This grant funding (CBCG previously approved by Board) is a zero county match,
NCEM reimbursable grant. This project will enhance our response and recovery operations for
the future and replace rapidly aging equipment. Commissioner Matthews made a motion to
approve the acceptance of the bid from Lee Hartmann & Sons (Winston Salem) for the upgrade
of the EOC audio visual equipment in the amount of $76,379. The motion was seconded by
Vice Chairman Morris and carried unanimously.
Mr. Trout also reviewed a request from Workforce Development regarding the contract for the
performance periods of January 1, 2023 - June 30, 2023 and July 1, 2023 - June 30, 2024 with
the Mid-Carolina Regional Council to provide Workforce Innovation and Opportunities Act
(WIOA ) grant services. The WIOA grant is a federal grant administered by the Mid-Carolina
Regional Council. WIOA grant funding will enable the Workforce Development Department to
provide employment and training services to the citizens of Harnett County enrolled in the
WIOA Youth, Adult, and Dislocated Worker Programs. Vice Chairman Morris moved to
approve the contract for the performance periods of January 1, 2023 - June 30, 2023 and July 1,
2023 - June 30, 2024 with the Mid-Carolina Regional Council to provide Workforce Innovation
and Opportunities Act (WIOA) grant services. The motion was seconded by Commissioner
Weatherspoon and carried unanimously.
Vice Chairman Morris shared he would like to inform the Board that he had spoken with Mr.
Trout and asked that staff look at the feasibility of the extension of water services to Old
Hamilton Road and look at repairs needed in the Erwin area.
Commissioner McKoy asked if Diversity and Inclusion training for employees is still on the
agenda. Mr. Trout stated from my standpoint yes, it is still on my to do list.
