HomeMy WebLinkAbout062822 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session June 28, 2022 The Harnett County Board of Commissioners met in work session on Tuesday, June 28, 2022 at 9:00 am,in the Commissioners Meeting Room,Harnett County Resource Center and Library,455 McKinney Parkway, Lillington,North Carolina. Members present: Lewis W. Weatherspoon, Chairman Matt B.Nicol,Vice Chairman Barbara McKoy, Commissioner Mark B.Johnson, Commissioner W. Brooks Matthews, Commissioner Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout, County Manager Melissa Capps,Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Johnson led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order—Chairman Lewis Weatherspoon 2. County Manager's Report-Brent Trout, County Manager July 5, 2022 Regular Meeting Agenda Review Upcoming meetings and invitations 15.Closed Session 16.Adjourn Jay Sikes,Assistant Development Services Director/Manager of Planning Services,reviewed a Resolution requesting NCDOT add Sherman Pines Drive to the secondary road system. Consensus of the Board is to add this item to the next Consent Agenda. Larry Smith, Emergency Services Director,reviewed a request to donate two small cargo trailers to the Harnett County Chiefs Association. These trailers will be utilized by the Swift Water Rescue Team and the Honor Guard. These trailers have aged out of our fleet and are excess items. The trailers will be registered and insured under the Harnett County Chiefs Association. Consensus of the Board is to add this item to the next Consent Agenda. Mr. Smith also reviewed a request on behalf of Buies Creek Fire Rescue for Board approval to move forward with the demolition of an old building and replacement of that with a metal 45x50x14 with three 12x12 bay doors on the street side of the building with an 8x8 bay door at rear of building. The total cost of the project will be$223,596,Demolition cost$89,810 and new construction cost$133,786. Consensus of the Board is to add this item to the next Consent Agenda. Angela McCauley, Library Director,provided an update on the current status of the library consolidation project and revised Library Consolidation Agreement. Additional discussion included maintenance and repair responsibilities of the County and municipality, salaries of employees and the mobile library. The Board requested additional information regarding employee salaries. This item will be added to the July 12, 2022 Work Session for additional discussion. Based on current budget information and needs this budget is projected to be up to$661,744 for year 1. These funds will be allocated to staffing and operating expenses for the Angier Public Library, Coats Public Library,Angier Public Library, Dunn Public Library, as well as consolidation support staff at the Main Library. Actual funding needed could potentially be less based on Municipal Commitment to joining the County Consolidation or more based on any atypical needs that have not yet been identified. This item will be added to the July 12, 2022 Work Session for additional discussion. Ms. McCauley also reviewed a request to continue our membership of the NC Cardinal consortium. As a member of this consortium,the Harnett County Library and affiliate/branch libraries have access to a shared catalog with other participating library systems as well as an integrated library system and shared library material. This collaboration with the North Carolina State Library and other member libraries leverages federal and local funds to achieve operational efficiencies and savings for the library while providing more effective use of public library resources. Consensus of the Board is to add this item to the next Consent Agenda. Joanna Cox, Assistant Library Director,reviewed a request to apply for the State Library of North Carolina's Bright Ideas Grant. The general goal for this grant is to inspire and galvanize libraries with an opportunity that will allow for the design and implementation of creative solutions and innovative ideas to solve unique problems in their communities. If awarded, the Harnett County Library will use grant funds to strengthen capacity,expand access, and engage the Harnett County community with services and programs that improve physical and mental health as well as nutritional education. This grant is for up to$15,000 with no matching funds nor recurring expenses. Consensus of the Board is to add this item to the next Consent Agenda. Barry Blevins, General Services Director,reviewed a request for the Board of Commissioners to consider and approve a project ordinance for the amount of$26,750 for Professional Services. The project ordinance will set up funding for the Needs Assessment Study& Conceptual Design project. Shelter Planners of America(SPOA)intends to begin project as soon as possible following Board approval. Consensus of the Board is to add this item to the next Consent Agenda. Kelly Kelly, Deputy Director of Social Services, reviewed a request to use the$125,212.64 of ARPA Funding allocated to Harnett County FNS (Food and Nutrition Services)to pay overtime to employees during the months of July and August of 2022. The funding is to be used to support the counties efforts of administering the FNS program due to the workload increases brought on by the pandemic. These employees will not have a total of 80 hours or more during those two months but need the extra time to work to bring their caseloads current. Since the money has to be spent within July and August and can be spent to administer the program, DSS is requesting a waiver of the 80 hour requirement. Harnett County Board of Commissioners Work Session Minutes June 28,2022 Page 3 of 5 Steve Ward,Harnett Regional Water Director,reviewed a request for the Board to approve an engineering consulting agreement(task order no. 2)with MBD Consulting Engineers PA out of Pinehurst,NC and Conway, SC. This agreement is for the North Harnett Wastewater Treatment Plant Capacity Upgrade Project. This is for the second engineering task order of the project which consists of the preliminary and final design phases. The agreement is attached for your review in the amount of$1,485,000. Consensus of the Board is to add this item to the next Consent Agenda. Chairman Weatherspoon asked that the Board add ARPA Grant Acceptance and resolution for NHWWTP Capacity Upgrade Project to the agenda. Mr. Ward reviewed a request for the Board to accept the ARPA grant funding in the amount of 3,800,000 for the North Harnett Waste Water Treatment Plant Capacity Upgrade Project. This requires a resolution from the Board agreeing to meet the conditions of the grant. These documents are enclosed for your review. Consensus of the Board is to add this item to the next Consent Agenda. Christian Lockamy,Economic Development Director,reviewed the recommendations from the Sanford Holshouser Organizational Restructuring Report. Consensus of the Board was to place a resolution dissolving the Harnett County Economic Development Council and appointment of two commissioners to serve on the Harnett County Economic Development Partnership on the next agenda. Staff will provide an update at the July 26th work session regarding the bylaws and business leader appointments. Mr. Trout reminded everyone the next meeting will be on Tuesday,July 5th as July 4th is a holiday. The July 5, 2022 Regular Meeting agenda was reviewed and a list of upcoming meeting dates and invitations was provided. Commissioner Matthews requested an update on the Riverside Project. Mr. Price provided an update on the project. We received notification yesterday that we did not receive the grants that we applied for, we have looked at putting a project ordinance together and bringing it back to the Board; $500,000 in ARPA funds has been earmarked for this project. Commissioner Matthews made a motion to go into Closed Session to discuss matters relating to the location or expansion of industries or other businesses in Harnett County. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(4). The motion was seconded by Commissioner McKoy and carried unanimously. Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting back into open session.
