Minutes of Work Session
June 13, 2022
The Harnett County Board of Commissioners met in work session on Monday, June 13, 2022 at
9:00 am,in the Commissioners Meeting Room,Harnett County Resource Center and Library,455
McKinney Parkway, Lillington,North Carolina.

Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at
9:00 am.
Commissioner Johnson led the Pledge of Allegiance and invocation.
The following agenda was before the Board of Commissioners:

Barry Blevins, General Services Director,presented information on the Harnett Area Rural
Transit System.
Mr. Blevins also provided information regarding a request to consider approving the FY24 5311
Administrative grant pre-application documents as requested by NCDOT/IMD. Consensus of
the Board was to place this item on the next consent agenda.
Lynn Lambert,Natural Resources Director/Conservation Education Coordinator,provided
information on a request to revise the StRAP project area to target debris intensive areas along
Neills and Kenneth Creeks to make best use of the funds awarded($379,528)as a result of the
March 2022 application. Consensus of the Board was to place this item on the next consent
agenda.
Larry Smith,Emergency Services Director,provided information on a request to accept a
funding award for the NC Emergency Management Capacity Building Competitive Grant
CBCG). This grant is a zero county match,NCEM reimbursable grant. This grant is based on
NCEMs FY 22 Target Funding Priorities for response and recovery operations. We have
received$283,800 to fund two projects. The first project is the upgrade of our emergency
Operations Centers aging audio visual equipment($92,400.). The second project is for the
purchase of two rapid deployment multi use shelters ($191,400.) These projects will enhance

our response and recovery operations for the future. Consensus of the Board was to place this
item on the next consent agenda.
Mr. Smith also provided information on a request to move forward with the Motorola Notice to
proceed for the ARPA Chiefs Association VIPER Radio Upgrade. This letter to proceed provides
a set cost from Motorola for our project and we will not face a cost increase if this letter is
signed. Costs are expected to increase July 1st. Mr. Smith noted they would like to revise the
letter to include all VIPER radio projects upgrades. Consensus of the Board was to place this
item on the next consent agenda.
Jay Sikes,Assistant Development Services Director/Manager of Planning Services provided
background information on the 421 Ed/Med Overlay Project and introduced Chad Sary with
Stewart. Mr. Sary provided an update on the 421 Ed/Med Overlay Project.
Mr. Sikes provided a briefing on the following upcoming public hearings:

Thomas Royer,Assistant Staff Attorney,provided information on local appropriations for the
following targeted projects:
The Shaw House$50,000
Averasboro Battlefield $100,000
Harnett County Sheriffs Office$100,000
Harnett County Fire Chiefs Association$120,000 for a Smoke Trailer
Carvers Creek State Park$100,000 for a Harnett County entrance to the State Park
Agreements will be obtained from the agencies regarding these funds. Consensus of the Board
was to place this item on the next consent agenda.
Christopher Appel, Senior Staff Attorney,provided information on proposed amendments to the
Rules of Procedure for the Board of County Commissioners of Harnett County. The amendment
adds Rule 27. Decorum of Audience and amends Rule 29. Public Comment Periods. The
addition of Rule 27 amends the numbering sequence of the Rules. Consensus of the Board was
to place this item on the next consent agenda.

Coley Price, Assistant County Manager,reviewed a project ordinance for the Harnett County
Regional Jetport. Harnett County has worked over the past several years to develop a jetport
masterplan to promote future terminal site improvements,hangar construction and land
acquisition. The Harnett County Board of Commissioners on January 19, 2021,approved the
Harnett Regional Jetport Master Plan. This project ordinance will allow the county to continue
the planning and execution of expansion projects identified and approved in the masterplan.
Consensus of the Board was to place this item on the next consent agenda.
Brent Trout, County Manager,reviewed information regarding the FY 2022-23 Budget which
included proposed budget cuts to reduce the recommended budget by at least$650,000 to help
fund Harnett County School's expansion request for$1,278,222 to increase the supplement pay
for certified staff and increase the salaries of classified staff. Additional discussion included fire
tax and the School Board's expansion request and fund balance.
The draft agenda for the June 20,2022 meeting was reviewed. A list of upcoming meetings and
invitations was provided.
Commissioner Matthews moved to adjourn the meeting at 10:56 am. Vice Chairman Nicol
seconded the motion that passed unanimously.
