Minutes of Work Session
April 25, 2022
The Harnett County Board of Commissioners met in work session on Monday, April 25, 2022 at
9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455
McKinney Parkway, Lillington, North Carolina.
Members present: Lewis W. Weatherspoon, Chairman

Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at
9:00 am.
Vice Chairman Nicol led the Pledge of Allegiance and invocation.
The following agenda was before the Board of Commissioners:

Angela McCauley, Harnett County Public Library Director, shared information with the Board of
Commissioners regarding the consolidation of library systems in Harnett County into a single
county -wide library system. A copy of a draft agreement has been provided the Commissioners
and the managers for the Town of Angier, Town of Coats, the City of Dunn and the Town of
Erwin. Funding of the municipal library's operating budget is proposed to transition from the
municipality to the county over a period of three years. Vice Chairman Nicol asked if there are
any plans for the western part of the County. Ms. McCauley shared we have already started
plans for moving into the former Benhaven campus. We are renovating it to be a library similar
to what we have Boone Trail. Additional discussion included the budget and services provided.
John Rouse, Health Director, reviewed a request regarding the approval of Pandemic Recovery
Federal ARPA funding provided through NC DHHS in the amount of $206,562. These funds
will expand communicable disease surveillance, detection, control and prevention activities to
address COVID-19 and other communicable disease -related challenges impacted by the COVID-
19 pandemic. Consensus of the Board of Commissioners was to add this item to the next consent
agenda.
Mr. Rouse also shared information regarding a request for the approval of $1500 in Federal
funds provided by US DHHS thru Mid Carolina Agency on Aging. These funds are to be used to
increase virtual capacity among grantees. Consensus of the Board of Commissioners was to add
this item to the next consent agenda.
Larry Smith, Emergency Services Director, reviewed a request to zero balance 88 EMS billing
claims under the Federal HRSA COVID 19 Uninsured program. Our billing company EMS/MC,
contacted us in reference to the closure of the HRSA COVID-19 Uninsured program on March
22nd. As a result, we have 88 claims that were not paid through the portal, amounting in
$81,928.93. Per the COVID positive guidelines, EMS/MC has requested that these be adjusted to
a $0 balance, by applying the COVID contractual in their system. So, these will not show up as a
write-off. This program has been closed due to lack of federal funding. Future patient COVID
transports will follow our normal billing process. Consensus of the Board of Commissioners
was to add this item to the next consent agenda.
Coley Price, Assistant County Manager, reviewed a request to approve a contract with Bar
Construction in the amount of $1,717,000 for the Former Benhaven Parking Lot Project. The

Board awarded the bid to Bar Construction at the April 4, 2022 Board Meeting. Consensus of
the Board of Commissioners was to add this item to the next consent agenda.
Mr. Price also reviewed a request to upon the advice of the Jetport Committee, requests the
Board to award the proposal for the Jetport Fuel Supplier Agreement to Titan Aviation Fuels.
Following the opening of proposals on April 11, Titan Aviation Fuels was determined to be the
low bidder when factoring in an up -front $30,000 incentive, rental of a 3000 gallon Jet A truck
and a 1200 gallon Avgas truck at no charge to the County, complimentary uniforms,
complimentary fuel filters, and the lowest credit card processing fees of all proposals received.
Consensus of the Board of Commissioners was to add this item to the next consent agenda.
Mr. Trout reviewed the May 2, 2022 draft agenda, provided board and commission appointments
information and a list of upcoming meetings and invitations. He also shared the budget
presentation will be on the 10h.
Vice Chairman Nicol moved to adjourn the meeting at 9:35 am. Commissioner McKoy
seconded the motion that passed unanimously.
