HomeMy WebLinkAbout053122 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session May 31, 2022 The Harnett County Board of Commissioners met in work session on Tuesday, May 31, 2022 at 9:00 am,in the Commissioners Meeting Room,Harnett County Resource Center and Library,455 McKinney Parkway, Lillington,North Carolina. Members present: Lewis W. Weatherspoon, Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner Absent: Matt B. Nicol, Vice Chairman W. Brooks Matthews, Commissioner Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout,County Manager Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner McKoy led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order— Chairman Lewis Weatherspoon 2. Pledge of Allegiance and Invocation—Commissioner Barbara McKoy 3. Discuss FTA Alcohol& Drug Policy;Barry Blevins, General Services Director 4. Discuss Resolutions to request Amarillo Lane in Buffalo Lakes Business Park, Paige Stone Way, in Cross Link Place Ph.3 and Tupelo Road and Raintree Lane in Hidden Lakes be added to the State's Secondary Road System;Jay Sikes, Assistant Development Services Director/Manager of Planning Services 5. Discuss EMS Franchise Ordinance;Larry Smith, Emergency Services Director 6. Discuss extension of temporary fire inspections and plan review agreement;Larry Smith, Emergency Services Director 7. Discuss an agreement to provide building inspection services as requested by the City of Dunn;Mark Locklear, Development Services Director and Coley Price, Assistant County Manager 8. Discuss a request to accept a donation of fifty dollars to the Harnett County Sheriff's Office to be placed in the 22-23 budget in Athletic & Program Supplies; Wayne Coats, Sheriff 12. Discuss a request to accept the awarded North Carolina Department of Transportation, Division of Aviation State Fiscal Year 2022 for State Aid to Airport Block Grant Program for the Aircraft Apron and Helipad Construction Project, an amendment to the Capital Project Ordinance and allowing the County Manager to sign state grant agreement and construction contract with Zachery Construction Corporation; Coley Price, Assistant County Manager 15. Closed Session 18. Recess—The Board of Commissioners will convene in Joint Session with The Board of Education at 11:00 a.m. in Training Room 103A. 19. Adjourn Barry Blevins, General Services Director reviewed a request for the Board of Commissioners to consider approving a revised Drug and Alcohol (D&A) Policy for HARTS employees as requested by NCDOT/IMD. The revised policy is consistent with new Federal Transportation Administration(FTA) guidelines required for transit organizations receiving federal funding and NCDOT/IMD as a block grant recipient is ensuring compliance from rural transit organizations. Federal grant assurances requires compliance as a condition of receiving federal funding. If approved, this policy will be effective immediately. Consensus of the Board was to place this item on the next consent agenda. Jay Sikes, Assistant Development Services Director/Manager of Planning Services,reviewed Resolutions requesting Amarillo Lane in Buffalo Lakes Business Park, Paige Stone Way, in Cross Link Place Ph. 3 and Tupelo Road and Raintree Lane in Hidden Lakes be added to the State's Secondary Road System. Consensus of the Board was to place this item on the next consent agenda. Commissioner McKoy shared concerns received by citizens regarding Gilchrist Road. Harnett County Board of Commissioners Work Session Minutes May 31,2022 Page 2 of 6 Larry Smith, Emergency Services Director, reviewed proposed changes to the Ambulance Service Ordinance. Consensus of the Board was to place this item as an individual action item at the upcoming meeting. Mr. Smith also reviewed a request to extend the current Dunn Fire Inspections/Plan Review Temporary Agreement. The Harnett County Fire Marshal's Office is providing Fire Inspections and Plan Review to the City of Dunn on a reimbursable hourly rate while they seek to hire a new inspector. This temporary agreement will not extend beyond June 30, 2022. Consensus of the Board was to place this item on the next consent agenda. Mark Locklear, Development Services Director, reviewed an agreement to provide building inspection services as requested by the City of Dunn. Discussion included the length of time for the agreement and if additional staff would be required. Consensus of the Board was to place this item on the next consent agenda. Steve Ward, Harnett Regional Water Director,reviewed a request to award the chemical supply contract for Harnett Regional Water for FY 2022-23. Consensus of the Board was to place this item on the next consent agenda. Kimberly Honeycutt, Finance Officer,reviewed a request from Northwest Harnett Fire Department requesting the Board approve its issuance of"qualified volunteer fire department" obligations under the Internal Revenue Code of 1986, as amended to finance the costs of a new fire truck and a new Station#3 to be located at 8300 US 401 N, Fuquay-Varina,North Carolina. A Public Hearing is scheduled for June 6, 2022. John Rouse, Health Department Director, reviewed a request to approve updates to the Clinical Patient Fee policy. The policy was updated to a new format provided by NC DHHS to provide a more efficient way to locate items within the policy. Policy changes also reflect Family Planning Title X rule changes as well as addressing charges for medical record requests. Consensus of the Board was to place this item on the next consent agenda. A request received from the Sheriffs Office to accept the donation of fifty dollars to the Harnett County Sheriff's Office from David W. Barner was reviewed. It is requested that the funds be placed in the 22-23 Budget in Athletic& program supplies(1104310-528010). Consensus of the Board was to place this item on the next consent agenda. Christopher Appel, Senior Staff Attorney, reviewed proposed changes to the Rules of Procedure. Discussion included sizes and materials of signs. Consensus of the Board was to bring this back to the next work session to for additional discussion. Attorney Appel also reviewed proposed changes to the Personnel Ordinance. Consensus of the Board was to place this item on the next consent agenda. Coley Price, Assistant County Manager reviewed a request to accept the awarded North Carolina Department of Transportation, Division of Aviation State Fiscal Year 2022 for State Aid to Harnett County Board of Commissioners Work Session Minutes May 31,2022 Page 3 of 6 Airport Block Grant Program for the Aircraft Apron and Helipad Construction Project; to approve the amended Capital Project Ordinance for the Aircraft Apron and Helipad Construction Project; to approve the budget amendment to transfer county's required 10% local match; to authorize the county manager to sign and accept the North Carolina State Department of Transportation, Division of Aviation grant agreement associated with the project and to authorize the county manager to sign and accept the construction contract with Zachary Construction Corporation associated with the project. Consensus of the Board was to place this item on the next consent agenda. Brent Trout, County Manager, stated since the last discussion, we have done additional research based on questions received regarding FY2022-23 Budget. Discussion items included: Property Tax o Total Taxable Real - 2022 - $ 11,146,223,065 o Total Taxable Real - 2021 - $ 7,544,509,090 Fire Districts o The County Manager is recommending a 30 increase for Boone Trail Fire District and a 20 increase for Angier/Black River Fire District. Department Expansion Requests o Should the Harnett Regional Jetport Manager position be budgeted at a higher starting salary? It could be depending on the applicant and prior experience. If it a higher starting salary is warranted,we will submit a budget amendment. o Has a project been identified by the Sheriff's Office to be funded by the SCIF grant? Not currently. o Could the Sheriff's Office request for an additional $100,000 for new vehicles be covered by the SCIF grant? Yes o Discuss the possibility of funding the additional Board of Elections Specialist position which was requested by the Board of Elections director. o Could CCCC help fund the EMS Paramedic Academy? Not at this time. This is a new program initiated by the County. School Funding o Certified supplement increase&classified staff salary increase o Teacher Supplements o Electronic door locks o Security camera upgrades o CCCC capital projects Other Items o Golden Adventures o Salary& Benefits o Performance Based Reviews o Community Outreach o Proposed Fees Harnett County Board of Commissioners Work Session Minutes May 31,2022 Page 4 of 6 Appointments were reviewed. Commissioner McKoy moved to go into Closed Session for the following purpose: To consult with the County's Legal Counsel in order to preserve the attorney-client privilege concerning the handling of certain litigation including the following case: Sustain, LLC vs. Harnett County and the Harnett County Board of Adjustment"Harnett County Superior Court File No. 22CVS896. This motion is made pursuant to NC General Statute Section 143-318.11 (a)(3). The motion was seconded by Commissioner Johnson and carried unanimously. Following a motion to come out of Closed Session the Board reconvened into open session and recessed until 11:00 am in order to meet in Joint Session with The Board of Education at 11:00 a.m. in Training Room 103A. Chairman Weatherspoon called the meeting back to order at 11:00 am. Members present: Lewis W. Weatherspoon, Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner Absent: Matt B. Brooks Matthews, Commissioner Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Allen Coats,Assistant Finance Officer Brent Trout, County Manager Melissa Capps, Clerk Coley Price, Assistant County Manager Christopher Appel, Senior Staff Attorney Lisa McFadden, Budget Director Chairman Jaggers called the Board of Education meeting to order at 11:01 am. Chairman Jaggers called upon Vice-Chairman Godfrey to lead the invocation. Chairman Jaggers called upon Mr. Powell to lead the Pledge of Allegiance. Harnett County Board of Education Members Present: Duncan Jaggers, Chairman Don Godfrey, Vice Chairman Harnett County Board of Commissioners Work Session Minutes May 31,2022 Page 5 of 6 Jason Lemons, Board Member Joey Powell, Board Member Staff Present: Dr. Aaron Fleming, Superintendent, and Secretary to the Board Charlie Bullock, Board Attorney Tammy Johnson, Board Clerk Dee Crea, Administrative Assistant to Deputy Superintendent Chairman Jaggers asked for any amendments to the agenda. Being none, Mr. Powell motioned to approve the agenda as presented. Vice-Chairman Godfrey seconded the motion. Motion carried. Dr. Fleming presented the 2022-2023 local appropriation fund request for Harnett County Schools. Chairman Jaggers expressed concern about keeping quality staff in Harnett County Schools and the vital need for additional schools to support the anticipated growth in Harnett County over the next several years. Chairman Jaggers and Vice-Chairman Godfrey both thanked the Board of Commissioners for all of the support and communication that has been shown over the past year. Both acknowledged the relationship the two boards have built and expressed appreciation for all the commissioners do for the students and staff in Harnett County. Commissioner McKoy stated that the boards would have to continue to put their heads together and work collectively to find ways to attract and retain quality staff. Chairman Weatherspoon also commended both boards for their working relationship and collaboration efforts. Mr. Trout shared information regarding a plan over the next 20 years to fund school projects. Vice-Chairman Godfrey motioned to adjourn. Mr. Lemons seconded the motion. The Harnett County Board of Education adjourned at 12:05 pm. Commissioner Johnson moved to adjourn the meeting at 12:05 pm.
