HomeMy WebLinkAbout101122 wsHARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Work Session October 11, 2022 The Harnett County Board of Commissioners met in work session on Tuesday, October 11, 2022 at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library, 455 McKinney Parkway, Lillington,North Carolina. Members present: Lewis W. Weatherspoon, Chairman Matt B. Nicol, Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner W. Brooks Matthews, Commissioner Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout, County Manager Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Commissioner Johnson led the Pledge of Allegiance and invocation. The following agenda was before the Board of Commissioners: 1. Call to order— Chairman Lewis Weatherspoon 2. Adjourn Eric Truesdale, Veterans Services Director,provided information on Operation Green Light and a request to adopt a resolution supporting Operation Greenlight which encourages citizens in patriotic tradition to recognize the importance of honoring all those who made immeasurable sacrifices to preserve freedom by displaying a green light in a window of their place of business or residence. Consensus of the Board was to place this item on the next consent agenda. Tim Mathews, Cooperative Extension Director, provided information regarding a request for permission to receive the Child Care Block Grant in the amount of$27,423 from the Chatham County Partnership for Children to continue providing training and workshops for child care providers across Harnett County. Consensus of the Board was to place this item on the next consent agenda. Brent Trout, County Manager, reviewed a request from the Harnett County Health Department for approval of additional COVID 716 Vaccination funds in the amount of$166,568. These funds will assist the health department with COVID vaccine distribution and will ensure greater access to the vaccine in underserved populations. Harnett County Board of Commissioners Work Session Minutes October 11,2022 Page 2 of 5 Mr. Trout also reviewed a request from the Health Department for approval of COVID 546 Communicable Disease Pandemic Recovery funds in the amount of$413,124. These funds will assist the health department in expanding communicable disease surveillance, detection, control and prevention activities. The health department also requests approval to purchase a mobile medical unit to expand our communicable disease services within the county. This unit would have the ability to reach community members to provide immunizations, communicable disease testing and care,well care prevention exams and education to citizens of Harnett County. Consensus of the Board was to place this item on the next consent agenda. Barry Blevins, General Services Director, reviewed a request for approval of a FY24 grant application to CAMPO's UPWP for a transit demand and market analysis study for Northwest Harnett County area with focus toward a future fixed route to Fuquay-Varina from the Town of Angier via NC55 but may also include the Town of Lillington based upon UZA changes from the 2020 census. The estimated project cost is $100,000 to $125,000. If CAMPO determines and approves this project as a Local (non-core function)planning project there is a 20%local match. However, if CAMPO determines this project is Regional (core function)planning project there is NO local match required. Consensus of the Board was to place this item on the next consent agenda. Jay Sikes, Assistant Development Services Director/Manager of Planning Services, reviewed resolutions requesting NCDOT add Chesterton Court, Tanna Place, and Melody Lane in Forest Ridge and Emma Ct., Lumina Ct., Shepard Dr., and Kenlan Rd. in Kenlan Farm to the State's Secondary Road System. Consensus of the Board was to place this item on the next consent agenda. Mark Locklear, Development Services Director,reviewed a request to amend Harnett County's Planning Board by-laws. An amendment is requested in order to comply with North Carolina General Statute 160D. Consensus of the Board was to place this item on the next consent agenda. Mr. Sikes shared Land Use Map Amendment: Case#PLAN2206-0005 was tabled at the August 15, 2022 meeting. The applicant has pulled that application. They plan to go forward with a regular subdivision. They asked that I share, the Commissioners expressed a willingness to work with the applicant by tabling action on the Land Use Amendment and permitting the applicant to further define the scope of impact the project might have on the surrounding area. That degree of cooperation was duly noted and appreciated. However, the applicant noted that the Commissioners also have a concern about the impact any development. In an effort to work toward a mutually beneficial relationship,the applicant pulled the Land Use Amendment out of respect for those concerns. Additionally,the applicant is working with the County to solve critical infrastructure development issues in the area. Ally Fouts, Lead for North Carolina Fellow,provided information on a request for approval of a policy to provide premium pay to full-time Harnett County Emergency Medical Services(EMS) Employees for the risks they incurred due to the COVID-19 pandemic. The premium pay is also intended to assist with employee retention for Harnett County EMS. At the end of each timeframe a payment of$1,750 will be rewarded to each individual employed by Harnett County EMS for the entire duration of the 6-month timeframe. The total amount of premium pay provided will depend on the number of full-time employees during each period,but the total shall not exceed the $560,000 of American Rescue Plan funds that were allocated to premium pay for EMS employees. Ms. Fouts noted the first timeframe should be changed to June 1, 2022 to December 1, 2022 (instead of July 1, 2022). Consensus of the Board was to place this item on the next consent agenda. Christopher Appel, Senior Staff Attorney, reviewed the terms of the Monroe Lee Hanger Lease agreement. Consensus of the Board was to place this item on the consent agenda once a signed copy has been received. Attorney Appel clarified the name that will appear on the lease will be Lenora Johnson Holding Company, Inc. Attorney Appel stated regarding the proposed changes to the Animal Control Ordinance, I believe the discussion last time, we were down to the adoption section, to discuss spay and neutering. Lawrence Smith, Animal Services Manager,provided information regarding adoption fees, costs related to spay and neutering, daily housing rates, additional staffing needs and a foster to adopt program. Discussion also included euthanasia rates, the animal shelter, cremation and contacting local vets for assistance with spay and neutering. Mr. Trout recommended if it was the consensus of the Board, prior to adopting the proposed changes to the animal ordinance, do a motion to create the animal foster program and then do a motion to approve the ordinance as presented. Then staff could begin to work on a pilot program. Consensus was to place those as separate items on the agenda. Steve Ward, Harnett Regional Water Director, reviewed a request for the Board to award a construction repair contract for the above referenced project to Blakenship &Associates out of Raleigh, NC in the amount of$169,859. The funds for this project were budgeted for in the repair and maintenance expenditure object code within HRW's operating budget but due to the cost it required a formal bid. Consensus of the Board was to place this item on the next consent agenda. Harnett County Board of Commissioners Work Session Minutes October 11,2022 Page 4 of 5 Mr. Ward also reviewed a request for the Board to award the waterline construction contract for the above-reference project to ELJ, Inc. from Jacksonville,NC in the amount of$770,010. The bid was held on Tuesday, September 13, 2022 and four bids were received at that time. A letter of recommendation was received from the engineering consultants on the project, LKC Engineering, PLLC. Consensus of the Board was to place this item on the next consent agenda. The Board of Commissioners reviewed applications that had been received the various Boards and Commissions. The following recommendations were made for approval at the next Board meeting: Board of Adjustment—David Summers to fill the alternate in District 3 vacancy. Home&Community Care Block Grant Committee—Dr. Rosa Smith-Williams, District 1 was recommended and Diane Mangum, District 2 was also recommended. Harnett County Equalization& Review—Michael R. Jackson for District 3 vacancy. This appointment is suggested to be held until an appeal is completed. Jetport Committee—Roger Farnia, District 5 was recommended for the District 5 vacancy. Benjamin Slaughter, District 4 was recommended for the at-large vacancy. Jury Commission—Markita McCrimmon from District 5 and Cassandra Britt Jackson from District 2 were both recommended for(1)vacancy. Nominations and appointment to be determined at the October 17t regular meeting. Mr. Trout introduced Mike Morrow, Assistant County Manager. He also announced Natalie Pusser has been selected as the Airport Director. Vice Chairman Nicol moved to adjourn the meeting at 10:53 am.
