Minutes of Work Session
August 30, 2022
The Harnett County Board of Commissioners met in work session on Tuesday, August 30, 2022
at 9:00 am, in the Commissioners Meeting Room, Harnett County Resource Center and Library,
455 McKinney Parkway, Lillington,North Carolina.

Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at
9:00 am.
Vice Chairman Nicol led the Pledge of Allegiance and invocation.
Chairman Weatherspoon shared Item 16. Discuss North Carolina Arts Council 2023 Grassroots
Arts Program Grant,needs to be removed and placed on the September 13th work session.

Mark Locklear, Development Services Director provided information regarding a request to
amend the policy regarding updates to the Land Use Plan. The timeline for changing the Future
Land Use Map varies,however, the processes should be thorough.
Durham City/County: minimum of 4 months
High Point: approximately 3 months
Orange County: once a year,minor amendments can be on a quarterly basis
Person County: approximately 2 months(45 day PB review)
Pitt County: approximately 3 months(45 day PB review)
Zebulon: minor amendments every other year,major
amendments/updates/evaluation every 5 years
Moore,Johnson, Cumberland: no specific mention of an updating/amending
timeline in Comprehensive Land Use Plan.

Mr. Locklear shared the Development Services staff recommends:
Minor amendments twice a year; and
Major amendments/updates every 5-7 years.
Discussion included the difference between minor and major amendments, low density versus
medium density and the process on how to update the policy. Mr. Locklear stated staff will work
through the process to amend the Unified Development Ordinance(UDO), it will come back to
Board at a later date.
Larry Smith, Emergency Services Director reviewed a request to terminate the March 16, 2020
COVID State of Emergency(SOE). The Governor terminated the North Carolina COVID SOE
on August 15th. The FEMA event will remain open for any outstanding COVID related
reimbursement applications and current approved payments. Harnett County Emergency
Services has one FEMA Reimbursement approved($106,000) awaiting funds and our last
project request is in final data gathering stages($30,000 approximately). Terminating the SOE
will not affect the projects. Consensus of the Board was to place this item on the next consent
agenda.
John Rouse, Health Director,reviewed a request for approval of COVID 716 Vaccination funds
in the amount of$299,331. These funds will assist the health department with COVID vaccine
distribution and will ensure greater access to the vaccine in underserved populations. We request
approval to install handicap accessible doors at the main entrance to the Health Department as
well as the front and rear entrances to the Commons area. This improvement will be funded with
the COVID 716 and was approved at the March 7, 2022 BOC meeting. Materials could not be
obtained to complete this job prior to the end of the 2021-2022 fiscal year and will be completed
in FY 2022-2023. Consensus of the Board was to place this item on the next consent agenda.
Angela McCauley, Library Director, reviewed a request to apply for annual state aid from the
North Carolina Department of Cultural Resources, the State Library. The State Library
appropriates funds each year for local libraries intended to promote, aid, and equalize public
library services in North Carolina. The amount estimated for this fiscal year is $177,898. There is
no match required.Consensus of the Board was to place this item on the next consent agenda.
Ms. McCauley also reviewed a request for permission to amend the rate and fee schedule to
include recently acquired lendable technology equipment and accessories and to adjust the
current fees for makerspace materials. Consensus of the Board was to place this item on the next
consent agenda.
Ms. McCauley also reviewed a request for approval of the Library Consolidation Agreement.
This agreement details the terms and conditions for the consolidation of Dunn Public Library
with the Harnett County Public Library System. Library Consolidation will provide participating
libraries the resources needed to offer citizens consistently exemplary patron experiences, access
to valuable library materials and resources, and opportunities to learn, explore, and discover

through library programs and activities. This Consolidation Agreement defines the financial,
property, and operational appropriations and supervision of the Harnett County Public Library
System and will replace the 2014 Interlocal Library Agreement. Consensus of the Board was to
place this item on the next consent agenda.
Chairman Weatherspoon stated if there are no questions, we will place Items 8, 9 and 10
regarding the Library Consolidation on the consent agenda for the next meeting. The Board
agreed.
Ira Hall, Chief Information Officer,reviewed information regarding a request to upgrade/replace
the core server infrastructure. Every 4-5 years Harnett County Information Technology
Department replaces the core server infrastructure. Budget year 2023 will be the 5th year our
current system has been in place. To keep our technology services consistently available and up
to date,we need to replace the core system this budget year. This will allow us to meet the future
needs of our on-premise server based applications and increase the performance of existing
applications. Example Applications: Tyler Munis, HR W's Advanced Software, Sheriffs Tritech
record management and CAD (for 911). We have been preparing for this replacement in the
Technology fund and the budget is in place for this purchase. Total cost is $789,433. Consensus
of the Board was to place this item on the next consent agenda.
Major McNeill reviewed a request to award a Glock model 15, serial number BGYD537 service
weapon to Lt. Bobby Hallman upon his retirement. Consensus of the Board was to place this
item on the next consent agenda.
Major McNeill also reviewed a request for approval to enter into a Memorandum of
Understanding with the US Marshals Service. The purpose of the MOU is allow the US
Marshal's Service to assist the Harnett County Sheriffs Office in locating and apprehending sex
offenders who are non-compliant with the requirement that they register as a sex offender. The
MOU will provides funds of$3,779.64 to reimburse the Harnett County Sheriff's Office for the
purchase of computer tablets which will used by the Harnett County Sheriffs deputies in the Sex
Offender Division. There is no cost to the County of Harnett. Consensus of the Board was to
place this item on the next consent agenda.
Steve Ward, Harnett Regional Water Director,reviewed a request for the Board to approve the
Southwest Wastewater Pump Station &Force Main Project. This capital project consists of the
renovation of our regional sewer lift station#57 located off Hwy 87 in Spout Springs and the
construction of approximately 5 miles of20 inch sewer force main along Hwy 87 in a southerly
direction towards Spring Lake. The force main will connect with our Fort Bragg 36 inch sewer
force main along Manchester Rd in Spring Lake. This will allow HRW to transport more
wastewater from the Southwest portion of the County to our South Harnett Wastewater
Treatment Plant. This project is estimated to cost approximately$8.6 million dollars and will be
funded from HRW reserves. Consensus of the Board was to place this item on the next consent

Mr. Ward also reviewed a request for the Board to approve an engineering consulting agreement
with MBD Consulting Engineers PA out of Pinehurst,NC and Conway, SC. This agreement is
for the Southwest Wastewater Pump Station& Force Main Project. This agreement is for all of
the necessary engineering report, design and construction management services throughout the
project. Consensus of the Board was to place this item on the next consent agenda.
Coley Price, Assistant County Manager and Lynn Lambert,Natural Resources
Director/Conservation Education Coordinator provided information regarding the Riverside
Project Request for Proposals. Planned phases for the project include:
Phase 1 —Culvert Improvements and Drainage Ditch Clean Out
Phase 2—Abandoned Tire Removal
Phase 3—Long Term Maintenance Monitoring
Phase 4—Further Study of Potential Lost Connectivity to Tertiary Drain
Christian Lockamy, Economic Development Director provided information regarding the
Southeastern Economic Development Commission.
Brent Trout, County Manager, reviewed an amendment to a capital project ordinance for the
installation of locks and cameras for Harnett County Public Schools. Kimberly Honeycutt,
Finance Officer, shared the project amendment consists of the allocation of bond principle and
bond premium from the sale of the 2021 General Obligation bonds. Most of the bond principle
of the 2021 General Obligation bonds is being utilized for the construction of the new Northwest
Harnett Elementary School project. The premium from the sale of those bonds was placed into a
separate account to be used for future remodel/renovation/upgrade projects on school facilities.
Consensus of the Board was to place this item on the next consent agenda.
Mr. Trout also reviewed a request for approval of the receipt and disbursement of Legislative
Appropriation funds totaling$1.5 million to some special interest groups,municipalities,
Chamber of Commerce, Veterans Groups,non-profits and other organizations. The contracts
detailing the expenditure of such funds between the recipients and the County will be placed on
the consent agenda upon execution by the recipients. Chairman Weatherspoon stated if you see
Senator Burgin,be sure to thank him. Chairman Weatherspoon shared this is a one-time
appropriation. Consensus of the Board was to place this item on the next consent agenda.
Christopher Appel, Senior Staff Attorney, reviewed a request for Board consideration for the sale
of real property located on Monroe Lane in Erwin,North Carolina, PIN number 0598-42-
0907.000. Upon consensus of the Board to sell this parcel, Legal would request the adoption of a
resolution to dispose of real property by upset by pursuant to General Statute 45-21.27 at an
upcoming regular meeting. Consensus of the Board was to place this item on the next agenda.
Board applications were reviewed. The appointments for Board of Adjustment and Home and
Community Care Block Grant Committee were moved to September 13th work session.

Consensus of the Board was to place the acceptance of the resignation of Mr. Ramsey from the
Planning Board and the appointment of Dr. Brandon James Washington, DDS to the Board of
Health on the next consent agenda. Commissioner McKoy shared concerns regarding the
appointment process. Applications,upcoming term expirations and vacancies should be
forwarded to the Board of Commissioners prior to coming to the Board Meeting.
Brent Trout, County Manager,reminded everyone Labor Day is Monday and offices will be
closed. He also reviewed a list of upcoming meetings and the Budget calendar. The CIP process
has begun.
The draft agenda for the September 6, 2022 Board meeting was reviewed. Consensus of the
Board was to move a request from Emergency Services on behalf of Benhaven Emergency
Services for the emergency purchase of a used Ambulance from new business to the consent
agenda.
Commissioner Matthews shared additional lottery funds are available from last year and asked
staff if there was still time to request those funds. Mr. Trout stated there is still time to work
with the school district. There is a request form that needs to be signed.
Commissioner Matthews moved to go into Closed Session to consult with the County's Legal
Counsel in order to preserve the attorney-client privilege concerning the handling of certain
litigation including the following cases:
1. Anderson Creek Partners, L.P., et al vs. Harnett County; Harnett County File No.
17CVS363;
2. PF Development Group, LLC vs. County of Harnett, Harnett County File No.
17CVS1361;
3. Kelly Waite vs. Sheriff Wayne Coats, et. al, Harnett County File No. 22CVS603.
This motion is made pursuant to N.C. General Statute Section 143-318.11 (a)(3). The motion
was seconded by Vice Chairman Nicol and carried unanimously.
Following a motion to come out of Closed Session, Chairman Weatherspoon called the meeting
back into open session.
Vice Chairman Nicol moved to adjourn the meeting at 11:37 am. Commissioner Johnson
seconded the motion that carried unanimously.
