Members present: Lewis W. Weatherspoon, Chairman Matt B.Nicol,Vice Chairman Barbara McKoy, Commissioner Mark B. Johnson, Commissioner W. Brooks Matthews, Commissioner Staff present: Dwight Snow, County Attorney Kimberly Honeycutt, Finance Officer Brent Trout, County Manager Melissa Capps, Clerk Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at 9:00 am. Vice Chairman Nicol led the Pledge of Allegiance and invocation. Brent Trout, County Manager, asked the Board to move Item 13 "Discuss Southeastern Development Commission"to the August 30th work session. The following agenda was before the Board of Commissioners: 1. Call to order—Chairman Lewis Weatherspoon 2. Pledge of Allegiance and Invocation— Vice Chairman Matt Nicol 3. Adjourn Barry Blevins, General Services Director, introduced Michael Barnard with Shelter Planners of America. Mr. Barnard provided information regarding the process for the Animal Shelter Needs Assessment Study. John Rouse,Health Director,provided information regarding a request for approval to increase/establish the fees that were approved at the July 21,2022 Board of Health meeting. Consensus of the Board was to place this item on the next consent agenda. Mr. Rouse also reviewed a request to accept supplemental funding in the amount of$18,043 for - the Nutrition Program to provide home-delivered meals and congregate meals to older adults. The original allocation from Mid-Carolina Council of Government Area Agency on Aging was. 58,548 allocated from June 1;2021 through September 30, 2022. These funds were previously approved July 19, 2021. The requested amount is the balance not previously spent. Consensus of the Board was to place this item on the next consent agenda. Consensus of the Board was to place this item on the next consent agenda. Coley Price, Assistant County Manager,reviewed a request to accept Streamflow Rehabilitation Assistance Program funds in the amount of$379,528 from the North Carolina Department of Agriculture and Consumer Services and adoption of a project ordinance. No matching funds are required. These funds will be used to clear vegetative debris from identified areas within Neills Creek. Consensus of the Board was to place this item on the next consent agenda. Kenneth Snipes, Facilities Maintenance Manager,reviewed a request to approve recommendations of vendors for 3-year service proposals which included Jackson Exterminating for Pest Control Services; Thyssenkrupp for Elevator Service; Omnico for Cleaning Services; Parrish Fire & Safety for Fire Extinguisher Services; PowerSecure for Generator Service; and Johnson Controls for HVAC Service. Consensus of the Board was to place this item on the next consent agenda. Mark Locklear,Development Services Director,provided information regarding an update to the Land Use Plan. Consensus of the Board was to add discussion of a policy to update the Land Use Plan to the August 30`h work session. Steve Ward,Harnett Regional Water, stated I am here to seek direction from the Board and guidance as far as future development in our Wake County Water District. Mr. Ward provided a copy of a map showing Harnett County water lines that extend into Wake County. Discussion included the possible sale of the water district, growth in Harnett County, water supply, treatment capacity and a request from a developer to develop 75 lots in the Wake County Water District. Chairman Weatherspoon asked if the development would have a detrimental effect on Harnett County. Mr. Ward stated not immediately. Consensus of the Board was to take into consideration development requests in the Wake County Water District on an individual basis,to Harnett County Board of Commissioners Work Session Minutes August 9,2022 Page 3 of 4 allow the developer to proceed with the request for the 75 lots and place a discussion item on the September 13th work session for further discussion on the Wake County Water District. Thomas Royer,Assistant Staff Attorney,reviewed a request to approve the library lease agreements between Harnett County and the Town of Angier,Town of Erwin, and Town of Coats. The three leases are part of the Library Consolidation which begin August 1, 2022. Consensus of the Board was to place this item on the next consent agenda. Christopher Appel, Senior Staff Attorney,reviewed proposed changes to the Animal Services Ordinance. Chairman Weatherspoon opened up a public input session for the proposed changes to the Animal Services Ordinance and the following people spoke: 1. Roth Kemp of 244 Chesley Lane,Lillington,NC. 2. In addition to those who spoke, emails were received from citizens and are attached to the minutes (Attachment 1). Attorney Appel addressed some of the concerns shared during the public input session. Consensus of the Board was to place this item on the September 13th work session for additional discussion. Appointments were reviewed. Consensus of the Board was to place the reappointments of Lemuel D. Black,District 2, and Carl Johnson,District 4 to the Harnett County Agricultural Advisory Board on the consent agenda and to have additional discussion on the Home and Community Block Grant Committee at the August 30th work session. Mr. Trout introduced Janice Lane, Human Resources Director. Mr. Trout also provided an update on the VIPER-Radios. Vice Chairman Nicol moved to adjourn the meeting at 11:42 am. They are left outside in extreme temperatures. They are chained up without adequate food,water, or even a decent doghouse. They aren't spayed or neutered, causing countless unwanted babies to be born. They are being fought while everyone turns a blind eye. When will something be done to improve their lives? Dear Melissa, I was instructed to write an email in reference for the upcoming meeting on Tuesday August 9th.While I'm unable to attend personally, I do want to share my concerns for animals in this county and the lack of support there is established for the animals that are in this county. I have lived in harnett county for the last 2 years and in this time have dealt with upwards of 8 abandoned animals. Mainly dogs, but there has been at least 2 cats as well.When a tenant moved out in January of this year,they left behind a pit bull and a cat.When my previous landlord called animal control, it took them several days to respond to the service call for the dog,which our landlord instructed us if we took the animal in during this time, he'd begin eviction proceedings.So I had no choice but to just keep a watchful eye on the dog as best as I could. But animal control informed me that cats were to much of an issue and if it bothers me and my neighbors we could choose to put this cat down. I was astonished at the disregard for the animal, nuisance or not. It,s to my knowledge there is no leash law in this county, and if it a dog is abandoned,you're unable to rehome it yourself without facing criminal prosecution. But these dogs that are being left to fend for themselves in all this serious hot weather we are facing,is reprehensible.Something needs to change. I firmly believe the best place to start is with a leash law and repercussions for animals who are neglected and allowed to roam neighborhoods all day long seeking water,shelter and food. I have several neighbors who see no issue in their dogs getting into trash and suffering near fatal seizures because of it. I'm unaware if dog licenses are an option in this county, but maybe that's an avenue to explore too.Then more people are accountable for their animals. To Whom It May Concern: I wanted to share with you my experience with animal rescue. I have worked in animal rescue for 17 years and it is way past due for animal welfare issues to be addressed. The laws of North Carolina definitely need to be changed along with the county ordinances amongst the countys. Animals are very neglected in this county as well as North Carolina.No one beyond a person with feelings seems to care. In this county,there is so much animal neglect going on, dog fighting rings are in this county, dogs living on chains to be someone's security system, dogs with no shelter, dogs being left in the open with no food or water tied to trees, and I could keep going on and on. We need people to hear our thoughts and cares about the animal welfare. Something definitely needs to be done. If this meeting was to be at night time, I think you would have a room full of animal loving people to voice their opinion. I think there is a lot of opportunities that can be discussed. I have talked with Larry Smith at the Harnett County Animal shelter and I think they are a great crew over there but having 3 people to do a county's job is alot of work because there is so many animal welfare issues. I think great things can be accomplished. If you put a lot of people's thoughts together we can do this. I hope this meeting creates opportunities to lets do a night evening meeting and we can speak to you in person. Thank you so much for your time! Harnett County has too many loose animals running around.Stricter leash laws are needed. Affordable Spay and Neuter would help the shelters with unwanted litters. More vouchers and mobile units needed. Animals are company for people especially when it comes to elderly and mental health. I am a public school teacher and have been a citizen of Harnett county for seven years now. I have been able to speak in person when there was adequate notice for a meeting such as this one. Or the chance to speak in an evening session was offered. Here is the broken record that you have heard over and over. With all the topics that NEED to be considered to benefit the animal welfare in Harnett Co.,would you consider going back to the one plea that has consistently been proposed? The same topic that has been hanging around the last ten(or more) years. Repair the shelter. Strengthen it, fund its growth. Support the devoted staff you currently have. Put in place financial backing to provide them with adequate and regular vet care. Your county has grown. It's growing and will continue to grow. You're indifference to the shelter at this point is almost cruel. Have you ever been in a situation to have called the shelter staff yourself for help?I'm sure you were told by a passerby not to even bother. That they are consistently at capacity. With a waiting list of animals to surrender weekly. Or that they are simply overwhelmed to help your animal problem. Or perhaps you got on social media asking for advice about a dog and it's litter of puppies dumped on your property-and were met with the disgusting social media backlash against the HCAC. Or you made a call about animal cruelty and wondered why nothing became of it? Only to read something about it a week later in The Daily Record. This is happening and this county is suffering. Your lack of empathy and care to fix this reputation is alarming. An eye opener for newcomers. And you are teaching your citizens and the youth in this county that we live in a rough and inhumane community. Lastly, a statement to the voters in this county-the animal shelter facility of Harnett Co., and it's staff receives ALL of the unfair negative backlash. In person, on the phone, and throughout social media. It is constantly ridiculed. Because the general public has no idea theres much more to blame then HCAC. And as an advocate of how to educate people to be the solution, you also need to start the solution. So in closing Commissioners,: financial support, shelter expansion(or the building of a larger adequate shelter), supporting regulations and new policies to support animal welfare will not go away.And it shouldn't. The demand is too great. The lack of your concern at this point is cruel. Please this time provide notification that there is some acknowledgment that change needs to happen and now. The more people you bring to the county,the more animals that come with them. You know there is no enforcement of their responsibilities for the problems that they create. Too many people getting themselves adorable kittens and puppies not being held accountable for fixing and the medical welfare of those animals.No one is enforcung them to be responsible. You expect people to just do the right thing. If people just did the right thing we wouldn't need a sheriffs department, or a police department. We wouldn't have to enforce the laws we already have. The people have already been irresponsible! Most of the damage is already done. The county chose not to get out in front of it.Now the county does not want to clean up. Create stricter laws to protect the animals and hold people responsible. Enforce those laws. Improve the shelter for the thousands of animals who are not at fault for their situations. You are expecting the few of the many to clean up the mess. You're expecting the rescues and the TNR groups to go out with their own funds and do all the work with their own hearts that the county won't do with the taxes and the promises they've made to the citizens. The rescues are working with Band-Aids because the county refuses to shore up the laws that will slow the bleeding. The cats and dogs aren't at fault,you are. Take responsibility. '? s Harnett County Board of Commissioners, I am a volunteer who helps to network the animals from the Harnett County Animal Shelter via the Friends of Harnett County Animal Shelter Facebook page. If it were not for the volunteers that spend countless hours networking the shelter animals,these animals would not have a chance. Due to the fact that the shelter is understaffed and the shelter budget has not been increased,well I do not recall the last time the budget was increased,nobody wants to take on this responsibility. Many volunteers spend hour upon hours, contacting rescues, sharing information regarding adoptable animals, and using social media to make sure these animals have a chance. Stronger more enforceable requirements for adequate shelter and humanely clean conditions is a high priority. Like I briefly mentioned,the budget for the shelter has not been increased in years. Recently, we have lost a great shelter manager(Holli) due to being overworked and overpaid. Many local shelters have more hands on deck,therefore the treatment animals receive at these shelters is better than what the Harnett County Shelter animals receive. Our shelter has received a bad reputation,due to the way the shelter has been managed. It's time for this negative image to change. We need a better budget that will allow for better medical care for the animals,proper renovations, and increase in salary for shelter employees. In addition to adequate shelter conditions and an increase in the shelter budget,the board needs to review and revise tethering laws and inhumane treatment/conditions violations. As an individual who contacted animal control in regards to the treatment that a neighbors dog was receiving(chained up,no shelter,no water, in 100+ temperature) and no intervention was taken until it was to late,these laws/violations NEED to be addressed. I am asking that the Harnett County Board of Commissioners listens closely to all of the individuals that are speaking to you today. Positive changes need to happen in regards to the welfare of the animals in Harnett County. The negative reputation of the Harnett County Animal Shelter and Animal Control does nothing for our county. I cannot tell you how many times I have heard or read on social media, "it does no good to contact the Harnett County Animal Control because they do not care about the welfare of the animals". E Hello. My name is Dina. I live in Harriett County and have been here for 16 years. I feel that the laws to protect animals in this County are not very good. I have a neighbor who neglects his dog and sometimes the dog has no food or water and is locked in a cage and never gets out of it. The dog has no room to exercise or anything. The laws for neglect should be a lot stricter when it comes to caring for our Animals. They deserve so much better. The current law says as long as the animal has 3 sides to an enclosure and has food and water, that is all that is needed. So I've been told. This should not be. I know of situations where Animal Control was called to suffering animals but didn't even respond. So,how can the abusers be charged if report isn't even investigated? She risked her life and paid$200 of her money to the criminals. The puppy is now being cared for and will now live it's best life. Why is animal cruelty being tolerated? I'll tell you why! Our elected officials.are allowing it. If someone is charged,they pay a small fine... only to leave court and do it all over again. I support strict animal ordinances which are enforced by our sworn officials. I believe in hefty fines and imprisonment for offenders. I believe with all my heart and soul that if a person neglects to water,feed, or provide medical attention to an animal, some to the point of death, most of them will treat a human the same way. I am reminded that one of our founding fathers, Thomas Jefferson, said "The measure of a society is how it treats the weakest members". How will Harnett County measure up? Poorly I'm afraid. There is absolutely no regard for the voiceless animals in our community, they run unleashed constantly at risk for any number of horrendous things happening. They are allowed to be"tied" "tethered"outside in all weather conditions without regard to their safety or comfort. If it's too cold/hot for you, it's too cold/hot for your pet! We need stronger laws against dog fighting! I live in an area renown for dog fighting in the past and the stories are horrific! What about requiring licenses for pets? Where I used to live, you had to renew the license every year at the animal shelter, show proof of rabies vaccine. Then if a stray was brought into the shelter, they could contact the owner based on the license information. That could be revenue for the county! I volunteered at the animal shelter for about a year after I first moved here. The staff is absolutely amazing and go above and beyond what they are expected to do in order to make the animals as comfortable as possible and have them feel they are loved and cared about. That shelter is SMALL! With the exploding growth in Harnett County, all the developments either proposed or under construction, if you figure 50% of those new houses will have a pet of some sort and they may get lost at some point(without leash laws, etc)they will end up at the already small shelter! Hello, I'm writing on behalf of the innocent animals in Harnett County. They need a voice and that's where funding and providing laws and ordinances that ensure proper care are so important. A little about myself. I was a military spouse, as my husband was active-duty army for 29 years. He is now retired from the active army but got a civilian DOD position at FORSCOM on Fort Bragg. This job brought us to Harnett County and North Carolina for the very first time. We have lived in a lot of places and I have to say Harnett County is one of the most neglectful on how they care or provide for animal welfare. It was shocking to myself and many others from outside this area. I myself have called animal control on two occasions because of neglect of a dog. In one case we (my son and I) actually entered the property to help care for the dog but we were met with anger, even though we had dog food and we're offering help. We sadly had to leave the dog but promptly called animal control. Thankfully they came out and spoke with this citizen. Two Weeks later this citizen was on the front page of the paper as one of many who were arrested for drug smuggling and distribution. In many instances animal neglect is a bigger symptom of criminal activity. As many know if a human being injures or abuses an animal they aren't far from doing this same behavior to humans. If the county had stricter laws regarding animal neglect and abuse it would possibly be the first line of defense in halting abuse towards humans,not to mention stopping criminal activity before it starts. The two go hand in hand. If we want a more civilized county, we must start protecting the innocents out there that can't protect themselves. So, I'm asking for more funding so that animal control can attack and educate where possibly there is ignorance. So,they can take in cases of neglect and abuse so these poor animals don't have to suffer. There need to be anti-tethering laws so innocent dogs aren't left to their own defenses with the wildlife and aren't attacked by other stray dogs.Not to mention inclement weather and how many have frozen to death or died in the heat because they weren't able to move to a safer place. This funding is so important for all levels in society. Caring for the innocent animals that can't speak for themselves is the first line of defense to helping this county grow in a healthy compassionate way. When she comes around, I feed and water the local hairless and cut up back yard breeders pit bull down the street knowing that's all I can do as she would likely die in the over crowded shelter or be put down immediately. I've never seen her not pregnant or nursing in the last 2 years I've been here. Down the other direction, someone's yard dog (tied forever to a tree) gave birth to puppies that roamed the streets until they eventually disappeared, unlikely to happy loving homes. I doubt the mother dog has been spayed since. Harnett county animal control and their facilities and staff NEED adequate funding to begin to address concerns of Harnett county residents when it comes to animal welfare. Please allow adequate staff support and vet care for these facilities as well. Finally I ask for the formation of the Animal Services Advisory Board. There needs to be the ability for Animal Control Officers to immediately take into the care of the Harnett County Animal Services any animal that is found to be in danger, due to weather, neglect or abuse. There needs to be ordinances for animal fighting of any kind for profit or entertainment. The definition needs to be revised and strengthened for animal abuse and mistreatment for Harnett County. There should be a major revision regarding the tethering ordinance to prohibit logging chains, padlocks and keeping an animal tethered in extreme weather for longer than 15 minutes. Good evening, In my opinion, Harnett county is one of the best counties to live in.Although we are growing at what appears to be a rapid rate,we're still able to maintain that sense of)being"a small town".We take pride in our roots and generally speaking,we all care for one another...but,we are far from perfect.One of the major areas in which our great county fails to meet expectations is with our Animal Services.To continue to fail to meet the needs of our overwhelmed Animal Services isn't right,and won't be tolerated.As the population of our county grows,the NEED grows.And once our new residents see the lack of concern and lack of funding allocated to Harnett County Animal services,they'll then turn to you and ask why.What will you say?" I saw them in need and just didn't care?" Honestly,that's a rhetorical question. Your response will be just as irrelevant as the current seat you hold.We aren't asking you to be a hero.Just to be decent human beings and help our animals. Help Harnett County Animal services. If we don't advocate for them,who will? ANIMAL SERVICES NEEDS : The ability to immediately impound animals that are at risk or in danger due to inhumane living conditions, heat/cold or violations of the ordinance. Laws prohibiting animal fighting Stronger more enforceable requirements for adequate shelter and humanely clean conditions • Anti-tethering restrictions(no chains, no padlocks, no dogs tethered outside during extreme weather) • Stronger language defining Abuse and Mistreatment • Spay& Neuter requirements for animals running at large,tethered, or deemed dangerous. It is abundantly clear that there needs to be major renovation and/or replacement of the existing Harnett County Animal Control facility. It is in a sad state of disrepair and is not adequate for the current needs of the county. It is also obvious that there needs to be additional staffing and veterinary care for facility intake and adoption processes. The hours of operation are very limited, and there is minimal customer support for folks who call or email to inquire about dogs and cats available for adoption. It seems that much of the work is done by volunteers,and many of them seem overwhelmed. Perhaps a good next step toward addressing many of these issues would be formation of an Animal Services Advisory Board. I am appalled at the animal welfare issues that I see in this county. The population of Harnett County continues to rapidly expand,but the animal services provided by the county are not evolving with this growth. We can surely do better!!
