Regular Meeting Minutes
July 5, 2022
The Harnett County Board of Commissioners met in regular session on Tuesday, July 5, 2022 at
9:00 am,in the Commissioners Meeting Room,Harnett County Resource Center and Library,455
McKinney Parkway, Lillington,North Carolina.
Members present: Lewis W. Weatherspoon, Chairman
Matt B.Nicol,Vice Chairman
W. Brooks Matthews, Commissioner
Members absent: Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner

Chairman Weatherspoon called the meeting to order at 9:00 am.
Commissioner Matthews led the Pledge of Allegiance and provided the invocation.
Chairman Weatherspoon called for any additions or deletions to the published agenda. Brent
Trout, County Manager, stated we have one deletion, we would like to move Item 7. Motion to
appoint two Commissioners to the Harnett County Economic Development Partnership to the July
18, 2022 meeting given the absences today. Commissioner Matthews made a motion to approve
the agenda as amended. Vice Chairman Nicol seconded the motion. The motion carried
unanimously.
Vice Chairman Nicol made a motion to approve the consent agenda. Commissioner Matthews
seconded the motion. The motion passed unanimously. The items on the consent agenda were as
follows:

D. Harnett County Emergency Services is seeking Board approval to donate two small
cargo trailers to the Harnett County Chiefs Association. These trailers will be utilized
by the Swift Water Rescue Team and the Honor Guard. These trailers have aged out of
our fleet and are excess items. The trailers will be registered and insured under the
Harnett County Chiefs Association.
E. Harnett County Emergency Services on behalf of Buies Creek Fire Rescue is seeking
Board approval to move forward with the demolition of an old building and
replacement of that with a metal 45x50x14 with three 12x12 bay doors on the street
side of the building with an 8x8 bay door at rear of building.The total cost of the project
will be$223,596, Demolition cost$89,810 and new construction cost$133,786.
F. The Harnett County Public Library respectfully requests to continue our membership
of the NC Cardinal consortium. As a member of this consortium, the Harnett County
Library and affiliate/branch libraries have access to a shared catalog with other
participating library systems as well as an integrated library system and shared library
material. This collaboration with the North Carolina State Library and other member
libraries leverages federal and local funds to achieve operational efficiencies and
savings for the library while providing more effective use of public library resources.
G. The Harnett County Public Library respectfully requests permission to apply for the
State Library of North Carolina's Bright Ideas Grant. The general goal for this grant
is to inspire and galvanize libraries with an opportunity that will allow for the design
and implementation of creative solutions and innovative ideas to solve unique problems
in their communities. If awarded, the Harnett County Library will use grant funds to
strengthen capacity, expand access, and engage the Harnett County community with
services and programs that improve physical and mental health as well as nutritional
education. This grant is for up to $15,000 with no matching funds nor recurring
expenses.
H. General Services / Animal Services Director requests the Board of Commissioners
approve a project ordinance for the amount of$26,750 for Professional Services. The
project ordinance will set up funding for the Needs Assessment Study & Conceptual
Design project. Shelter Planners of America(SPOA) intends to begin project as soon
as possible following Board approval. (Attachment 3)
I. DSS would like to use the$125,212.64 of ARPA Funding allocated to Harnett County
FNS(Food and Nutrition Services)to pay overtime to employees during the months of
July and August of 2022. The funding is to be used to support the counties efforts of
administering the FNS program due to the workload increases brought on by the
pandemic. These employees will not have a total of 80 hours or more during those two
months but need the extra time to work to bring their caseloads current. Since the
money has to be spent within July and August and can be spent to administer the
program, DSS is requesting a waiver of the 80 hour requirement.
J. Harnett Regional Water requests the Board approve an engineering consulting
agreement(task order no.2)with MBD Consulting Engineers PA out of Pinehurst,NC
and Conway, SC. This agreement is for the North Harnett Wastewater Treatment Plant
Capacity Upgrade Project. This is for the second engineering task order of the project
which consists of the preliminary and final design phases.

K. Harnett Regional Water requests the Board approve the acceptance of grant funding in
the amount $3,800,000 for the North Harnett Waste Water Treatment Plant Capacity
Upgrade Project and adopt a Resolution agreeing to meeting the conditions of the grant.

Chairman Weatherspoon opened the meeting for informal comments by the public,allowing up to
3 minutes for each presentation up to 30 minutes. The following people provided comments:
1. Alan Longman of 234 Hamilton Road,Bunnlevel,NC.
2. Elizabeth Longman of 234 Hamilton Road,Bunnlevel,NC.
3. Paul Johnson of 1002 Sander Road, Bunnlevel,NC.
No one else spoke. The public comment period was closed.
Commissioner Matthews stated based on the recommendations of the Harnett County Economic
Development Director at the June 28, 2022 work session, I make a motion to adopt a Resolution
to dissolve the Harnett County Economic Development Council and to form the Harnett County
Economic Development Partnership. The motion was seconded by Chairman Weatherspoon and
carried unanimously. (Attachment 5)
Mr. Trout provided an update on the Library Consolidation efforts.
Commissioner Matthews requested an update on the Riverside Project. Mr. Trout shared Coley
Price Assistant County Manager,has been working with the County Engineer, looking at costs
and I have been looking at the funding available in ARPA and we are likely looking an
amendment in funding. State funding and NCDOT assistance was also discussed.
Vice Chairman Nicol made a motion to adjourn at 9:15 am. The motion was seconded by
Commissioner Matthews and carried unanimously.

RESOLUTION BY HARNETT COUNTY BOARD OF COMMISSIONERS
WHEREAS, Harnett Regional Water has received an earmark for the American Rescue Plan (ARP)
funded from the State Fiscal Recovery Fund established in S.L. 2021480 to assist eligible
units of government with meeting their water/wastewater infrastructure needs,and
WHEREAS, the North Carolina Department of Environmental Quality has offered American Rescue
Plan (ARP) funding in the amount of $3,800,000 to perform work detailed in the
submitted application,and
WHEREAS, Harnett Regional Water intends to perform said project in accordance with the agreed
scope of work,
NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF
HARNETT:
That Harnett Regional Water does hereby accept the American Rescue Plan Grant offer
of$3,800,000.
That Harnett Regional Water does hereby give assurance to the North Carolina
Department of Environmental Qualitythat any Conditions or Assurances contained in the
Award Offer will be adhered to.
That Lewis W.Weatherspoon,Chairman of the Harnett County Board of Commissioners,
and successors so titled,is hereby authorized and directed to furnish such information as
the appropriate State agency may request in connection with this project; to make the
assurances as contained above;and to execute such other documents as may be required
by the Division of Water Infrastructure.

A RESOLUTION
BY THE HARNETT COUNTY BOARD OF COMMISSIONERS
TO DISSOLVE THE HARNETT COUNTY ECONOMIC
DEVELOPMENT COUNCIL
WHEREAS,a Resolution by the Harnett County Board of Commissioners authorized the creation of the
Harnett County Economic Council On March 20, 2017; and
WHEREAS, since the creation of the Harnett County Economic Development Council in 2017, economic
development in Harnett County has undergone significant changes, and as a result, the Board of Commissioners of
Harnett County have determined that it is in the best interest of the County to create a different entity to guide
economic development within the County; and
WHEREAS, the Harnett County Economic Development Council was created as provided in North Carolina
General Statue §158-8, which stipulates that a resolution creating an economic development commission may be
repealed in the same manner as it was originally adopted.
NOW,THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners as follows:
1. As provided in North Carolina General Statute Chapter 158-8,the Harnett County Board of
Commissioners hereby repeals the resolution creating the Harnett County Economic Development
Council, effective July 5, 2022; and
2. The Harnett County Economic Development Council is hereby dissolved; and
3. The Harnett County Economic Development Department Director has proposed to the Board of County
Commissioners an alternate entity,to be called the Harnett County Economic Development Partnership;
and
4. The formation,membership, and function of this alternate entity shall be approved by the Board of
County Commissioners as provided in General Statute Chapter §158-8.
BE IT FURTHER RESOLVED that the recent members of the Harnett County Economic Development
Council will be notified and recognized for their exceptional and tireless service to the residents of Harnett County.
