Minutes of Work Session
July 12,2022
The Harnett County Board of Commissioners met in work session on Tuesday, July 12, 2022 at
9:00 am,in the Commissioners Meeting Room,Harnett County Resource Center and Library,455
McKinney Parkway, Lillington,North Carolina.
Members present: Lewis W. Weatherspoon, Chairman
Barbara McKoy, Commissioner
Mark B. Johnson, Commissioner
W. Brooks Matthews, Commissioner
Member Absent:Matt B.Nicol, Vice Chairman
Staff present: Dwight Snow, County Attorney
Kimberly Honeycutt, Finance Officer
Brent Trout, County Manager
Melissa Capps, Clerk
Chairman Weatherspoon called the Harnett County Board of Commissioners meeting to order at
9:00 am.
Commissioner Matthews led the Pledge of Allegiance and invocation.
The following agenda was before the Board of Commissioners:
1. Call to order—Chairman Lewis Weatherspoon

3. Update on Farm-City Week; Tim Mathews; Harnett County Extension Director
4. Discuss a request from the Home Builders Association of Raleigh—Wake County to
waive fees for the construction of a home at 64 Providence Creek for a wounded
veteran; Home Builders Association of Raleigh- Wake County
5. Discuss JCPC request for permission to submit county plan program agreements
for the NC Department of Public Safety,Juvenile Crime Prevention Council
programs for FY2022-2023; Kimberly Whitted, Juvenile Crime Prevention Council
6. Discuss Dunn Fire Inspections and Plan Review 3 Year Agreement; Larry Smith,
Emergency Services Director
7. Discuss Library Consolidation and budget;Angela McCauley, Library Director
8. Discuss Program Income Policy and Allowable Costs& Costs Principles Policy;

Tim Mathews, Harnett County Extension Director,provided an update on Farm-City Week to be
held November 14a'-17th.
Paul Kane with the Homebuilders Association of Raleigh-Wake County,Andy Ladner with US
Veterans Court and Dallas Poulk with Mattamy Homes shared information regarding a request to
waive fees for the construction of a home at 64 Providence Creek for a wounded veteran.
Commissioner McKoy made a motion to add this item to the next consent agenda. The motion
was seconded by Commissioner Johnson and carried unanimously.
Kimberly Whiffed, Juvenile Crime Prevention Council,provided information regarding a request
to submit county plan program agreements for the NC Department of Public Safety,Juvenile
Crime Prevention Council programs for FY2022-2023. Consensus of the Board was to place this
item on the next consent agenda.
Larry Smith,Emergency Services Director,provided information regarding a request for Board
approval for a 3 year agreement with the City of Dunn for Harnett County Fire Marshal's Office
to conduct the City's Fire Inspections/Fire Plan Review. The City will compensate the County for
this service. This agreement is for a three year period and can be renewed. Consensus of the
Board was to place this item on the next consent agenda.
Angela McCauley, Harnett County Library Director, provided information regarding Library
Consolidation budgets for Angier, Coats, Erwin and Dunn. Additional discussion included
salaries and next steps. Consensus of the Board was to place this item on the next consent
agenda.
Christopher Appel, Senior Staff Attorney, provided information on a request to adopt the
Program Income Policy and Allowable Costs& Costs Principles Policies.These two policies are
to ensure compliance with the U.S. Department of Treasury's federal regulations governing
expenditures of ARP/CSLFRF funds. The Program Income Policy provides guidance to account
for program income earned from the expenditure of funds pursuant to the ARP/CLSFRF award.
The Allowable Costs & Costs Principles Policy provides rules and procedures as to those items
of cost that are allowable or unallowable pursuant to Title 2 U.S. Code of Federal Regulations
Part 200. Consensus of the Board was to place this item on the next consent agenda.
Coley Price, Assistant County Manager,reviewed a Project Ordinance for the Riverside Flood
Project. Consensus of the Board was to place this item on the next consent agenda.

Brent Trout, County Manager, stated we did not receive the Bipartisan Infrastructure Law Grant
we had requested for the Jetport. Janice Lane has been hired as the Human Resources Director
and will be starting work on July 18t.
Commissioner Matthews made a motion to go into Closed Session to discuss certain personnel
matters. The motion is made pursuant to NC General Statute Section 143-318.11 (a)(6). The
motion was seconded by Commissioner Johnson and carried unanimously.
Following a motion to come out of Closed Session,Chairman Weatherspoon called the meeting
back into open session.
Commissioner Matthews moved to adjourn the meeting at 10:25 am. Commissioner McKoy
seconded the motion that carried unanimously.
