Minutes of Special Meeting (DOT)
May 18, 2006
The Harnett County Board of Commissioners met in special session on Thursday, May
18, 2006, in the conference room, Human Resources Department, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Tim McNeill
Absent: Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Guests from the Department of Transportation:
Mac Campbell, NC DOT Board Member
Terry Gibson, Division Engineer
Ray Stone, District Engineer
Ken Murphy
Chairman Byrd called the meeting to order at 2:00 p.m. and stated that the meeting was a
work session regarding road construction and improvements. The Chairman recognized
Terry Gibson for comments.
Mr. Gibson stated that the Department of Transportation lost 24-36 months progress
when the state cut funding. There was no program in 2005 because there was no funding
that year. Mr. Gibson explained that each state maintained road in the county is rated
every four years by the Department of Transportation. The priorities are based on several
characteristics including number of homes served, average daily traffic, type of traffic
and businesses served. Each road is assigned points for every category on the rating
sheet. The data from the rating sheets is fed into the DOT computer and the computer
determines the order in which roads appear on the secondary road list.
After discussion of the current status of several roads, and there being no further
business, the meeting adjourned at 3:20 p.m.
