Minutes of Work Session
March 30, 2021
The Harnett County Board of Commissioners met in work session on Tuesday, March 30, 2021, in the
Commissioners Meeting Room, Harnett County Resource Center and Library Building, 455 McKinney
Parkway, Lillington,North Carolina. Due to COVID-19 citizens and staff were provided options to listen
to the meeting live. Only County staff necessary to conduct the meeting or to speak on scheduled agenda
items were in attendance.

Chairman Matthews called the meeting to order at 9:00 am. Vice Chairman Weatherspoon led
the Pledge of Allegiance and invocation.

observation required during the plans submittal and construction process for

Updates were given on the following non-profit organizations:
- Boys and Girls Club
- Transitions Life Care
- Veterans Legacy
- Veterans Treatment Court
Lynn Lambert with Harnett Soil and Water came before the Board to request approval to award
the bid for the Stream Debris Removal Project to J&J Environmental. Mrs. Lambert explained
that out of all the proposals submitted they felt like this entity exhibited the greatest proficiency
in related projects and they specialize in stream debris removal. Mrs. Lambert also explained that
they have the necessary skill set and proven experience to do a quality job with this project.
Senior Staff Attorney Christopher Appel approached the Board to explain and get guidance in
regards to the Lucknow Properties Lease. Mr. Appel explained that 3 years ago the Probation
and Parole Office moved from Lillington to Dunn. The lease for the building the Probation and
Parole office is housed in on 107 Broad Street in Dunn,NC is set to expire on July 31, 2021. Mr.
Appel spoke with Mr. Dal Snipes with Lucknow Properties and he was given the following
options; continue the lease under a 2 year term with the same conditions and rent of$3,900 per
month or a 4 year term with the same conditions and rent of$4,200 per month after 2 years.
Mr. Appel discussed the School Bus Stop Arm Ordinance Bylaws for the Stop Aim
Administrative Appeals Board and Proposed Resolution Authorizing the Application and
Enforcement of the School Bus Stop Ordinance within the County's municipalities. Mr. Appel
went over the logistics of the program. Questions were asked by the commissioners and
discussions were continued. It was the consensus of the Board to add the Resolution to the next
regular meeting.
Mrs. Stewart and Mrs. Honeycutt gave a detailed update on the Harnett County Schools Energy
Performance Contract. It was the consensus of the Board to go over this more at the April 13,
2021 work session meeting.
Mrs. Stewart spoke to the Board about Economic Development items that would be needed for
Public Hearing on April 5, 2021. Mrs. Stewart stated that items that need to be heard are funding
of the Economic Development Director Position for the rest of this fiscal year up to $56,076.00
and Consulting Services agreement with Rose and Associates up to $20,000 .00 for this fiscal
year.

Assistant County Manager Brian Haney came before the Board to discuss the Strategic Plan for
Harnett County. Mr. Haney explained the scope in which Harnett County would take in
implementing the Strategic Plan. The cost could be anywhere from $36,000-$69,000 depending
on the level of involvement and method selected. Mr. Haney asked the Board if they had any
questions regarding the draft scope that has been provided and asked if they would like to move
forward with the School of Government based on the draft scope provided, if so staff will work
on an agreement with the School of Government. It was the consensus of the Board to continue
on the path of working with the School of Government for Harnett County's Strategic Plan.
Mrs. Stewart read a formal statement to the Board from Harnett Regional Water Director, Steve
Ward. Mr. Ward is requesting approval of a Senior Engineering Technician to assist the
department with utility review and construction observation required during plan submittal and
construction process for new development. The position is a grade 23 on the County's pay grade
schedule with a starting salary of$45,877 and a maximum salary of$75,697,this will be funded
from the existing Harnett Regional Water budget and they are requesting approval at the
upcoming April 5,2021 meeting. Questions were asked by the commissioners and it was the
consensus of the Board to add this to the consent agenda for upcoming regular meeting.
Mrs. Stewart went over the April 5,2021 regular meeting agenda.
Vice Chairman Weatherspoon moved to go into closed session to
1.) Discuss certain personnel matters; and
2.) To instruct the County Staff concerning the position to be taken by the County in
negotiating a contract for the acquisition of real property; and
3.) Consultation with the County's legal staff in order to preserve the attorney-client
privilege concerning the handling of certain litigation including the following case: David
Johnson vs. Brandon Davies, et. al. Harnett County File No: 21 CVD 514
Commissioner Nicol seconded the motion that passed unanimously.
Vice Chairman Weatherspoon made a motion to come out of closed session. Commissioner
Nicol seconded the motion that passed unanimously.
Vice Chairman Weatherspoon moved to adjourn the meeting at 1:39 pm. Commissioner Nicol
seconded the mot' n that pass. unanimously.
