Walter Massey, Member was unable to attend. Also present was Sherre Toler, Director, Mr. Randall called the meeting to order at 5:00 p.m. Minutes: Mr. Tew moved to approve the minutes of August 9, 2005. Mr. Randall seconded. Approved without dissent. Old Business: Ms. Toler discussed the Erwin Community Building and indicated that she had spoken with the Town Manager who worked out an arrangement to share the facility on election day with the seniors conducting the Meals on Wheels program. Mr. Tew moved to accept the Erwin Community Building as a polling place for the new Erwin/Duke precinct and for all municipal elections in the future after the 2005 election. Mr. Randall seconded. Approved without dissent. New Business: Ms. Toler provided the Board with a copy of a resolution adopting all new precincts, polling place names and new polling locations. Mr. Tew moved to adopt the resolution. Mr. Randall seconded. Adopted without dissent. Ms. Toler advised the Board that she had forwarded the proposed changes to the Legislative Services office as well as the State Board of Elections and had received a notice of approval from both of those offices. After discussion, the Board agreed to hold pollworker training on October 4, 2005 at 6:30 p.m. for the Erwin municipal election and October 25, 2005 at 6:30 p.m. for the Angier, Coats and Lillington election. Ms. Toler advised that there were no returned absentee ballots yet to approve. Ms. Toler further advised that one -stop voting for Erwin starts on Thursday. Ms. Toler advised that she and Claudette had attended a training at Pinehurst with the focus being uniformity among all 100 counties. Ms. Toler further advised that the larger counties utilized an Authorization to Vote Form in lieu of the brown poll book and requested the opportunity to "test" this format in the municipal elections. After discussion the Board agreed. Ms. Toler advised that she had sent a citizenship letter to a voter regarding possible citizenship issues but the green return receipt form had not yet been returned. The next meeting of the Board will be September 27, 2005 at 5:00 p.m. Mr. Tew moved to adjourn. Mr. Randall seconded. The meeting was adjourned at 5:50 p.m. Approved by: I . . & 91"ad- William Randall, Chairman ?oyTew, Secretary RESOLUTION REGARDING PRECINCT CONSOLIDATION, RENAMING AND RENUMBERING OF PRECINCTS WHEREAS, the Harnett County Board of Elections conducted public meetings on June 2, 2005, June 9, 2005, June 13, 2005 and June 16, 2005 for the purpose of obtaining public comment on proposed precinct changes; and, WHEREAS, after reviewing possible changes and considering public comment, the Harnett County Board of Elections at duly advertised, public meetings on August 9, 2005 and August 16, 2005, approved the following changes to precinct names and/or precinct numbers and polling place changes where applicable; and, Precinct 01 - Anderson Creek (no change) (Total Voters — 5696) Precinct 07 - Barbecue — The polling place is to be changed from the Benhaven Fire Department to Western Harnett High School. (Total Voters 5809) Precinct 08 - Black River (no change) (Total Voters 4898) Precinct 23 - Boone Trail (formerly Upper Little River 1 and Upper Little River 2) These precincts are to be merged with voting to be held at the current ULR 1 polling place - Boone Trail Fire Department. (Total Voters 3 82 1) Precinct 24 - Coats/Grove (formerly Grove 1 and Grove 2) These precincts are to be merged with voting to be held at the current Grove 2 polling place - Coats Community Building. All municipal elections beginning in 2007 for the town of Coats are also to be conducted at that location. (Total Voters 5076) Precinct 25 - East Averasboro (formerly Averasboro 1 and Averasboro 2) These precincts are to be merged with voting to be held at the current Averasboro 2 voting place - Dunn Community Building. (Total Voters 3963) Precinct 26 - Erwin/Duke (formerly Duke 1, Duke 2 and Duke 3) These precincts are to be merged with voting to be held at the Erwin Community Building (located directly next to the Erwin Town Hall which as been the polling place for Duke 2) (Total Voters 3665) Precinct 16 - Johnsonville (no change) (Total Voters 3839) Precinct 17 - Lillington (no change) (Total Voters 2147) Precinct 27 - Neills Creek (formerly Neills Creek 1 and Neills Creek 2) These precincts are to be merged with voting to be held at the current polling place for Neills Creek 2 - Buies Creek Fire Department. (Total Voters 2882) Precinct 28 - Northwest Harnett (formerly Buckhorn and Hectors Creek) These precincts are to be merged with voting to be held at the Northwest Harnett Fire Department. (This is a new fire department building located directly across from the old fire department which has been used as a polling place outside the precinct for Buckhorn) (Total Voters 3577) Precinct 20 - Stewarts Creek (no change) (Total Voters 2084) Precinct 29 - West Averasboro (formerly Averasboro 3, Averasboro 4, and Averasboro 5) These precincts are to be merged with voting to be held at the current polling place for Averasboro 5 - Dunn Middle School. (Total Voters 4600) WHEREAS, all polling locations are ADA compliant. NOW THEREFORE BE IT RESOLVED by the Harnett County Board of Elections, that these changes shall be effective January 1, 2006, contingent upon approval by the United States Department of Justice and the North Carolina State Board of Elections.
