REGULAR MEETING
FEBRUARY 2, 2021
r1 4:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and Jim Currin.
Also Present were; Director Claire Jones, and; see sign in sheet attached hereto.
Mr. Spears called the meeting to order at 4:10 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from November 13 and December 22, 2020 and January 5,
2021. After some discussion, Mr. Currin moved to approve the minutes. Mr. Coker seconded.
Approved without dissent.
Business:
Mrs. Jones stated that that she was going to begin working on the budget for fiscal year 21-22.
She would submit it to the Board at their March meeting.
Mrs. Jones informed the Board that filing for municipals, as well as the municipal elections, may
be off this year due to the Census. Filing for Coats and Lillington will be July 2- July 16, because
those town do not file or vote by districts. Filing for Erwin and Angier will be July 26 — August
13, because they either file or vote by district. Unfortunately, there have been many reports that
the Census data will be delayed. If the towns are unable to redistrict by the beginning of filing,
they may have to put off their municipal election until 2022. Mrs. Jones will keep the Board
updated on this item.
The Board reviewed a letter to the Commissioners submitted by Mrs. Jones concerning the need
to find a new office for the Board of Elections. The Board discussed and amended areas of the
letter, attached hereto. Mrs. McCormick moved to approve the letter as amended. Mr. Blackburn
seconded. Approved without dissent. The Board directed Mrs. Jones to contact admin and get
added to a Commissioner work session. Mrs. Jones stated that it would most likely be the
February 23 work session.
The Board reviewed a map and voter statistics of all the voting precincts in Harnett County.
After some discussion of the pros and cons of merging and/or splitting precincts, the Board felt it
was best to leave the precinct lines alone for now. No action was taken on this item.
Mrs. Jones informed the Board that there was still $10,000 in HAVA funds that were not used
during the General Election. The Board has until June 30, 2021 to use the funds. Mrs. Jones
stated that she would like to use the funds to replace damaged election supplies, get a new Unity
computer and maybe a couple generators. However, Mrs. Jones stated that the State Board of
Elections would most likely increase that amount due to having additional HAVA funds that
were not utilized. Mrs. Jones stated that she would follow up with the Board at their March
meeting before purchasing anything. Mrs. Jones also informed the Board that the CTCL
extension request was approved. So the Board also has until June 30, 2021 to use the remaining
$17,000.
With no further business to discuss, Mrs. McCormick moved to adjourn. Mr. Currin seconded.
The meeting was adjourned at 5:37 pm.
The next meeting of the Board will be a regular meeting on March 2 at 4:00 pm. The location is
to be determined and will be posted ASAP.
