REGULAR MEETING
APRIL 6, 2021
4:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick, Jim Currin and Director Claire Jones.
Mr. Spears called the meeting to order at 4:00 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from March 2, 2021. After some discussion, Mr. Currin moved
to approve the minutes. Mrs. McCormick seconded. Approved without dissent.
Business:
Mrs. Jones informed that Board that the Assistant County Manager, Brian Haney, verbally
replied concerning the Board's request for a new building. Mr. Haney stated that the Board of
Elections office will be moved eventually, but there is no timeline or destination until the County
can complete a space/feasibility survey. However, it will not be completed before the end of this
fiscal year. With this information the Board agreed to use the HAVA funds for new voting
equipment.
The Board discussed the virtual public demonstrations of Hart and ES&S on March 10 and
March 11, respectively. The Board noted the overall quality and price of each vendor as well as
past costumer service experiences with ES&S. After some discussion, Mrs. McCormick moved
to schedule a simulated election with ES&S. Mr. Coker seconded. Approved without dissent.
Mrs. Jones stated that she would reach out to ES&S, County Admin and the State Board of
Elections to schedule the demonstration.
Mrs. Jones informed the Board of an upcoming virtual NCADE Conference. Although the Board
members are not members of the NCADE, Mrs. Jones plans to have the conference projected at
the Resource center if they wish to come and view the conference.
The dates and times are:
April 27, from 9:OOam-1:OOpm
April 28, from 1:OOpm-5:OOpm
April 29, from 9:OOam-1:OOpm
Mr. Coker moved to go into closed session to discuss personnel. Mr. Currin seconded. Approved
without dissent. The Board went into closed session at 4:45pm
Mrs. McCormick moved to return to open session. Mr. Coker seconded. Approved without
dissent. The Board returned to open session at 5:12pm
The Board informed Mrs. Jones that her evaluation will be May 4. The Board will each complete
an evaluation individually and at the next meeting, they will combine the five forms into one
final evaluation to discuss with Mrs. Jones.
With no further business to discuss, Mr. Blackburn moved to adjourn. Mr. Currin seconded. The
meeting was adjourned at 5:20 pm.
The next regular meeting of the Board is May 4 at 4:00 pm at the Harnett County Resource
Center training room.

The simulated election will be held on May 3 at 11:30am at the Harnett County Resource
Center. The Board will discuss further action at the May 4, 4:00pm regular meeting.

A RESOLUTION TO PRELIMINARILY RECOMMEND TO THE
HARNETT COUNTY BOARD OF COMMISSIONERS THE ADOPTION
AND ACQUISITION OF VOTING EQUIPMENT
WHEREAS, the Harnett County Board of Commissioners, with the approval of
the Harnett County Board of Elections, may adopt and acquire only a voting
system of a type, make, and model certified by the State Board for use in some or
all voting places in the county at some or all elections in accordance with G.S.
163-165.8;
WHEREAS, the Harnett County Board of Elections must recommend the
adoption and acquisition of any voting system by the Harnett County Board of
Commissioners after completing the requirements in G.S. 163-165.9(a);
WHEREAS, the Harnett County Board of Elections must recommend to the
Harnett County Board of Commissioners which type of voting system should be
acquired by the county, pursuant to G.S. 163-165.9(a)(1);
WHEREAS, the Harnett County Board of Elections has witnessed a
demonstration, in the county or at a site designated by the State Board of
Elections, of the type of voting system being recommended, and has also
witnessed a demonstration of at least one other type of voting system certified by
the State Board of Elections as required by G.S. 163-165.9(a)(2);
WHEREAS, the Harnett County Board of Elections has directed staff to test
during a mock election, coordinated with the State Board of Elections, that will be
open to the public, the proposed voting system, to satisfied the requirements of
G.S. 163-165.9(a)(3);

WHEREAS, the Harnett County Board of Elections will seek approval from the
State Board of Elections prior to replacing any voting system, pursuant to G.S.
163A-165.9(b)(3);
WHEREAS, the Harnett County Board of Elections plans to make a final
recommendation to the Harnett County Board of Commissioners on the adoption
and acquisition of a voting system at its first meeting following the required
testing of the equipment.
THEREFORE BE IT RESOLVED that the Harnett County Board of Elections
hereby preliminarily recommends that the Harnett County Board of
Commissioners adopt and acquire the following certified voting equipment
pursuant to G.S. 163-165.9(a)(1):
Voting Type: ES&S Voting System 5.2.4.0
Vendor: Election Systems and Software
Number of Units: 22 DS200 Precinct Scanner Tabulators with tote bins and
22 ADA Complaint ExpressVote Ballot Marking Devices with carrying cases
