HomeMy WebLinkAboutHCBOE Board Meeting Minutes- October 6, 2020- Absentee MeetingHARNETT COUNTY BOARD OF ELECTIONS ABSENTEE BOARD MEETING OCTOBER 6, 2020 5:00 P.M. Present were; Board Chairman Tony Spears, Secretary Lin Coker, Members: Steve Blackburn, Betsy McCormick and Jim Currin. Also Present were; Director Claire Jones, Deputy Director. Claudette Williams, Board of Elections staff, Chaya Clinton, Blake Wilsey and Part Time Office Aides, Jessica Higginbotham and Lisa McNeill, State Board of Elections SST Parker Holland ; see sign in sheet attached hereto. Mr. Spears called the meeting to order at 5:00 pm with a prayer and the Pledge of Allegiance. Mrs. Jones introduced Parker Holland to the Board and public. He is the new Security and Support Technician for District 5. Mr. Holland is present to get to know the Counties and Boards. Minutes: The Board reviewed the minutes from September 29, 2020. Mr. Blackburn moved to approve the minutes. Mr. Currin seconded. Approved without dissent. Business: Mrs. McCormick requested reversing the agenda and have business/updates first and run absentee ballots last. All Board members concurred. The Board discussed: • Election site Observers and how best to inform the public of the process o Mrs. Jones stated that she would put information on the website • Election worker numbers 0 256 regular workers 0 9 students • L&A testing o Mrs. Jones and Mr. Wilsey completed with the assistance of Parker Holland from the State Board of Elections o All machines passed • Reviewed and signed the updated absentee list from September 29. Mrs. Jones stated that per numbered memo 2020-27, the Board could not consider any ballots that were issued a Cure letter. To date, 33 cure letters have been received. Mrs. Jones submitted to the Board 2 ballots that were returned by non -near family members. While the General Statute states the ballot must be returned by a near relative, Administrative Code 08 NCAC 18.0102 states that failure to comply is not evidence sufficient to establish that the voter did not lawfully vote their ballot. After some discussion Mr. Currin moved to not approve the ballot, and to reissue the voter another one. Mr. Coker seconded. Approved 4-1 with Mrs. McCormick dissenting. The Board reviewed the absentee list, attached hereto. Mr. Coker moved to approve. Mrs. McCormick seconded. Approved without dissent. The Board reviewed the Military and Overseas ballots that were duplicated per the duplication policy. The Board opened the absentee machines and verified the numbers matched from last week, 2,378. 783 ballots were run through the M100 with an ending total of 3,161. With no further business to discuss, Mr. Currin moved to adjourn. Mrs. McCormick seconded. The meeting was adjourned at 7:06pm. The next meeting of the Board will be an Absentee meeting on October 13, 2020 at 5:00 pm at the Harnett County Administration Building. Approved by: ,44.J.
