ABSENTEE MEETING
FEBRUARY 18, 2020
5:00 P.M.
Present were; Board Chair Tony Spears, Secretary Lin Coker, Members: Steve Blackburn,
Betsy McCormick and James Currin
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Mr. Spears called the meeting to order at 5:03 pm with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from February 18, and February 20, 2020. Mr. Currin moved to
approve the minutes. Mrs. McCormick seconded. Approved without dissent.
Business:
The Board reviewed the Absentee list, attached hereto. Thirty Seven absentee ballots by mailed
were returned and 1,656 One -Stop ballots were cast. The Board reviewed two return envelops
where the voter signature was missing on the main line, but was on the second primary request
line. After some discussion on voter intent, Mrs. McCormick moved to accept those ballots as
valid. Mr. Coker seconded. Approved without dissent. After some discussion, Mr. Blackburn
moved to approve the absentee list. Mr. Currin seconded. Approved without dissent.
The Board opened 32 of the approved absentee ballots and duplicated five emailed ballots.
Afterwards, the Board opened the absentee M100, verified the m100 read 36 from last week's
meeting and inserted the approved ballots. The Board verified 73 ballots were inserted and the
M100 was turned off and secured.
Mrs. Jones reported to the Board that a voter claimed to have been issued the wrong party ballot,
however they voted the ballot and inserted it into the m100. The voter returned the next day to
vote a provisional ballot. Since One -Stop ballots are numbered, the voter's ballot is retrievable.
After some discussion, Mr. Currin moved for the director to retrieve the ballot and verify they
voted the incorrect style. Mrs. McCormick seconded. Approved by a 4 to 1 vote, with Mr. Spears
casting the dissenting vote.
Mrs. Jones submitted a draft 2020-2021 Budget to the Board. Mrs. Jones addressed all the
concerns mentioned by the Board at their February 11 meeting with the exception of Election
Worker raises. After some discussion, Mr. Currin moved to raise the election day base pay for all
election workers by $10. Mrs. McCormick seconded. Approved without dissent.
With no further business to discuss, Mr. Blackburn moved to adjourn. Mr. Coker seconded. The
meeting was adjourned at 6:04 pm.
The next meeting of the Board will be a pre -election absentee meeting on March 2, 2020 at 5:00
pm at the County Admin Building.
