ABSENTEE MEETING
FEBRUARY 18, 2020
5:00 P.M.
Present were; Board Chair Tony Spears, Members: Steve Blackburn, Lin Coker and James
Currin
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Mr. Spears called the meeting to order at 5:1 Opm with a prayer and the Pledge of Allegiance.
Mr. Currin was sworn in by Clerk of Court, Marsha Johnson.
The Board's first priority was to re -organize. Mr. Blackburn moved to nominate Mr. Coker as
Secretary. Mr. Currin seconded. Approved without dissent.
Minutes:
The Board reviewed the minutes from February 11, 2020. Mr. Coker moved to approve the
minutes. Mr. Blackburn seconded. Approved without dissent.
Business:
The Board reviewed the Absentee list, attached hereto. Eighteen absentee ballots by mailed were
returned and 1,133 One -Stop ballots were cast. After some discussion, Mr. Currin moved to
approve the list. Mr. Blackburn seconded. Approved without dissent.
The Board opened 15 of the approved absentee ballots and duplicated three emailed ballots.
Afterwards, the Board opened the absentee M 100, verified the m 100 read 18 from last weeks
meeting and inserted the approved ballots. After the Board verified 36 ballots were inserted, the
M100 was turned off and secured.
Mrs. Jones reported to the Board a few notes from the County Budget meeting on February 17:
• Revenues down
• Expenditures up
• Current 20-21 budget set to 2018-2019 actual budget
• County wants to limit additions to budget
• Budget is due March 9, 2020
After the Budget is submitted County Admin will set a date to meet with each department. Mrs.
Jones will inform the Board of said date so they may attend.
The Erwin early voting site had a voter abandon a ballot at the voting place. Per state guidelines,
since the Chief Judge knew no one had tampered with the ballot, it was run through the M 100.
Mr. Spears was present during this event and stated that the February SBOE Conference exercise
he participated in was very informative and allowed him to know exactly how to handle the
situation.
With no further business to discuss, Mr. Currin moved to adjourn. Mr. Coker seconded. The
meeting was adjourned at 6:05 pm.
The next meeting of the Board will be an absentee meeting on February 25, 2020 at 5:00 pm at
the County Admin Building.
