CANVASS MEETING
OCTOBER 14, 2019
11:00 A.M.
Present were; Board Chairman Tony Spears, Secretary Joseph Powell, Members: Steve
Blackburn, Betsy McCormick and Lin Coker
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Also Present: See sign in sheet
Mr. Spears called the meeting to order at 11:07am with a Moment of Silence and the Pledge of
Allegiance.
Business:
Mrs. Jones submitted to the Board the precinct audits. No issues affected any results from any
precinct. Voter history and ballots cast numbers matched exactly.
The mandatory random hand -eye count was performed on Thursday October 10, by a bi-partisan
team. The precincts chosen were One -stop Lobby and Erwin/Duke. All Erwin Wards and the
Dunn Mayor contest were counted. The hand count matched the machine count exactly with the
exception of one contest. The ballot was marked incorrectly with a light check, so the M100 read
it as an under vote. It did not affect the results of the election.
Mrs. Jones informed the Board that a write in candidate did receive enough votes to be listed on
the Canvass Reports. W. Tyler Fennell received a total of 7 votes for Dunn Commissioner Ward
1.
No protests or issues were pending that could delay Canvass.
The Board reviewed the Canvass reports. After some discussion Mr. Powell moved to approve
Canvass. Mr. Blackburn seconded. Approved without dissent.
Mrs. Jones explained the percentages needed for a Recount and/or a Runoff elections. No
contests were within the range to request either.
Mrs. Jones informed the Board that there were no absentee ballots to consider at the absentee
meeting on October 15. After some discussion Mr. Coker moved to cancel the absentee meeting
at 5:00pm on October 15. Mrs. McCormick seconded. Approved without dissent.
With no further business to discuss, Mr. Blackburn moved to adjourn. Mr. Powell seconded. The
meeting was adjourned at 11:24 am.
The next meeting of the Board will be an Absentee meeting on October 22 at 5:00 pm.

ABSENTEE AND PROVISIONAL MEETING
OCTOBER 14, 2019
10:00 A.M.
Present were; Board Chairman Tony Spears, Secretary Joseph Powell, Members: Steve
Blackburn, Betsy McCormick and Lin Coker
Also Present were; Director Claire Jones and Deputy Director Claudette Williams
Mr. Spears called the meeting to order at 10:03am with a prayer and the Pledge of Allegiance.
Minutes:
The Board reviewed the minutes from October 8, 2019. Mr. Powell moved to approve the
minutes. Mr. Blackburn seconded. Approved without dissent.
Business:
There were no supplemental absentee ballots to consider.
The Board reviewed the list of Provisional ballots. There were 13 total ballots. After extensive
research Mrs. Jones recommended that 5 be approved and 8 not approved. Of the 8 not approved,
4 were not in the city limits and 4 were not registered. After some discussion, Mrs. McCormick
moved to approve the provisional list. Mr. Blackburn seconded. Approved without dissent.
The Board opened the Provisional M100, verified the totals were zero and ran the ballots through
the machine. The Board then closed the M100 and signed the tapes. The results will be released
at canvass.
With no further business to discuss, Mr. Powell moved to adjourn. Mr. Coker seconded. The
meeting was adjourned at 10:28 am.
Following this meeting, the Board will be Canvass the Election at 11:00 am.
