REGULAR MEETING
MARCH 5, 2019
4:00 P.M.
Present were; Board Chairman Tony Spears, Secretary Joseph Powell, Members: Steve
Blackburn, Betsy McCormick and Lin Coker
Also Present were; Director Claire Jones, Deputy Claudette Williams, Clerk of Court Marsha
Johnson

Mr. Spears called the meeting to order at 4:00pm.
Business:
Per NCGS 163A-767, The Board's first priority was to organize. Mr. Spears was appointed
Chairman by Governor Cooper. Mr. Blackburn moved to nominate Mr. Powell as Secretary.
Mrs. McCormick seconded. Approved without dissent.
The Board reviewed the regular meeting date and after some discussion Mr. Powell moved to
keep the date as the first Tuesday of the month at 4:00pm. Mr. Blackburn seconded. Approved
without dissent.
Mrs. Jones submitted to the Board a packet of Board Member and Director Job duties to review.
No action was taken/needed. The Board then reviewed the calendar of events for the year. The
Board discussed some edits such as combining the absentee and regular board meeting times and
moving the next regular meeting to April 3 due to a NCADE Conference. After the discussion
Mr. Blackburn moved to approve the calendar. Mr. Coker seconded. Approved without dissent.
Mrs. Jones reported to the Board:
• 2019-2.020 Budget
• Possible Precinct changes per session law 2016-109
• Voter ID public meetings
Homeland security review
• Open meetings
Each Board Member took a few minutes to introduce themselves. The Board then allowed time
for the public in attendance to speak and introduce themselves.
With no further business to discuss, Mr. Powell moved to adjourn. Mrs. McCormick seconded.
The meeting was adjourned at 5:17 pm.
The next meeting of the Board will be a regular meeting on April 3, 2019 at 4:00 pm.

1. Plan work day schedule
2. Maintain all records in the Board of Elections Office
3. Receive registration applications from different county agencies and registration drives as
required by the NVRA law.
4. Determine all districts of registered voters.
5. Hire and supervise permanent and part-time employees
6. Prepare and retain all statistical records in the board office and furnish statistical information to
individuals and firms requesting information.
7. Prepare and set up instructional meetings for all poll workers and mail letters on meeting dates.
8. Mail letters to those appointed Chief Judges, Judges and assistants
9. Administer oath to election poll workers in each odd year.
10. Prepare ballot layout for the State Board and County Board's approval
11. Prepare the quantity of ballots per ballot style in each election
12. Prepare and distribute election material for all elections
13. Type minutes of board meetings and record in minute book for the Board's approval at its next
meeting.
14. Execute responsibilities as provided in G.S.163-227.
15. Responsible for handling correspondence as well as preparing legal advertisements and
resolutions as required by the General Statues.
16. Notify Board of meetings, statutory meetings as well as special called meetings.
17. Prepare assignment of voting machines and voting booths for all precincts.
18. Supervise and supply list of registered voters as requested.
19. Make necessary provisions and furnish reports to the media, radio and television on election
night and any other time.
20. Recommend to the Board any changes needed in office procedure.

21. Supervise the Board of Elections' computer system.
22. Implement Article 23 (G.S 163-282) for conducting municipal elections.

25. Assist candidates with filing, receive filing fees and give the necessary information to run their
campaigns.
26. Prepare the Budget for the Board's approval and deliver to the County Commissioners for final
approval.
27. Approve all expenses incurred. Write purchase orders for supplies and other needs of the office
and submit to Finance Office for approval.
28. Accept complaints and challenges and present to the Board.
29. Prepare and set up meetings for recounts and hearings and notify persons involved.
30. Notarize all legal papers and documents.
31. Implementation of the NVRA Law.
32. Test voting equipment before each election.
33. Travel to precincts to check accessibility before each election.
34. Keep up to date on new election laws and procedures.
