GENERAL ELECTION CANVASS
NOVEMBER 22, 2016
4:00 P.M.
Present were Chairman James Currin, Secretary Tony Spears, Member Joseph Powell, Director
Claire Jones and Deputy Director Claudette Williams.
Also present: list attached
Mr. Currin reconvened the Canvass meeting at 4:00 p.m.
Minutes:
The Board reviewed the minutes from November 18th 10:00 absentee meeting, November 18th
beginning Canvass meeting and November 21 St Election Protest Preliminary Consideration. Mr.
Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent.
Business:
The Board reviewed the additional Provisional list. There were a total of 22 Provisional ballots
that the State Court Order required to be counted. Eight were already counted at the Provisional
meeting on November 170' leaving 14 to be approved and 826 provisionals to be disapproved.
After some discussion Mr. Spears moved to approve the provisional list. Mr. Powell seconded.
Approved without dissent.
The Board verified the number on the M100 was 516. The Board opened the 3 partially counted
Provisional envelopes and duplicated the ballot with the correct ballot style the voter should have
voted. The original ballot was resealed in the envelope and the duplicated ballot was inserted into
the M 100 with the 11 fully approved Provisionals.
The Board verified the number on the Provisional M100 machine was 530 and closed out the
machine. Results will be released with the Canvass report.
Mr. Spears moved to recess to give Director Jones time to prepare the Canvass materials. Mr.
Powell seconded. Approved without dissent. The Board recessed at 4:36pm.
Mr. Powell moved to return to Canvass. Mr. Spears seconded. Approved without dissent. The
meeting reconvened at 5:15 pm.
Mrs. Jones updated the board on the Mandatory Hand/Eye Recount. The precincts selected were
Black River and CoatslGrove. The results matched the Election Day totals exactly for each
precinct.
Mrs. Jones confirmed that audits were performed for each precinct and all voter history matched
the ballot count for each precinct except for One -Stop Western Harnett and Election Day
^� Johnsonville. Johnsonville was off by five. Two empty Provisional envelopes that would have
fully counted were found and subtracted from the five. The Chief Judge believes 3 additional
Provisionals went into the M100 but he did not note this or any M100 issues. Staff went through
their ATV's and they all had voter history.
One -Stop Western Harnett did have the M100 jam on them a lot the second Saturday and they
were off by 20+ votes, see attached. The Board did vote to run the ballots through the M 100
again and corrected that issue. They were still off by one but they had noted issues with a laptop
that powered down on them and again staff audited and every ATV found had voter history.
Director Jones gave an update on the totals and presented the Canvass forms to the Board. After
reviewing the Canvass Mr. Spears moved to approve Canvass. Mr. Powell seconded. Approved
without dissent.
The Next Board meeting is set for December 6, but due to a schedule conflict, Mrs. Jones
recommended moving or cancelling the meeting. Mr. Powell moved to move the meeting to
December 13. Mr. Spears seconded. Approved without dissent.
With no further business to discuss, Mr. Spears moved to adjourn. Mr. Powell seconded. The
meeting adjourned at 5:29 p.m.
The next meeting of the Board will be the regular meeting, December 13 at 4:OOpm.
