PRIMARY ELECTION CANVAS
March 22, 2016
11:00 A.M.
Present were Chairman James Currin, Secretary Tony Spears, Member Joseph Powell, Director
Claire Jones and Deputy Director Claudette Williams.
Others present were: Jean Sivoli (Democratic Chair), Tom Woerner (Daily Record), Kim
Dickerson and Chaoya Young (NC Democracy).
Mr. Currin called the meeting to order at 11:04 a.m.
Business:
Mrs. Jones updated the board on the Mandatory Hand/Eye Recount held on March 171" that the
State Board of Elections randomly selects. The precincts selected were Anderson Creek and
West Averasboro. The results matched the Election Day totals exactly for each precinct.
Director Jones informed the board of some of the biggest challenges and complaints in the
March 15" Primary Elections. There were:
One precinct had a provisional that went in the M100 machine and another precinct had a
provisional voter who disappeared and the ballot was believed to have gone in the
machine.
• Poll Workers forgetting to cancel votes or pulling the ATV's and voters not wanting to
vote the party ballot they were registered in.
The Board reviewed the Provisional list. There were a total of 786 Provisional ballots. Mrs.
Jones recommended that 405 be approved and 381 not be approved. Of the 405 to be approved,
207 are fully approved and 198 are partially approved. 190 are partial due to party changes and 8
voted the wrong district ballot.
Director Jones commented that voters having no ID was not a big problem during this election.
15 of the Provisionals were for no ID with 5 being Reasonable Impediment and were fully
counted. The office called the remaining 10 to remind them of the deadline but they did not
supply their ID.
After some discussion Mr. Powell moved to approve the list of 381 not approved provisional
ballots. Tony Spears seconded. Approved without dissent. Mr. Spears moved to approve the list
of 405 approved and partial provisional ballots. Mr. Powell seconded. Approved without
dissent.
The board opened the ballots and Deputy Claudette Williams began inserting the ballots through
the M100 machine. During the process there was a ballot jam which cause the process to have to
be repeated. The totals matched the second time with the M100 machine.
A motion was made to go into recess at 1:04pm by Mr. Powell to give Director Jones time to
prepare the Canvass materials. Tony Spears seconded. Approved without dissent.
Mr. Powell made a motion to reconvene. Tony Spears seconded. Approved without dissent. The
board reconvened at 2:00pm.
Director Jones gave an update on the totals and presented the Canvass forms to the Board. After
reviewing the Canvass Mr. Spears moved to approve Canvass. Mr. Powell seconded. Approved
without dissent.
With no further business to discuss, Mr. Powell moved to adjourn. Tony Spears seconded. The
meeting was adjourned at 2:06 p.m.
The next meeting of the Board will be the regular meeting, April 5 at 4:00pm.
