PRIMARY ELECTION CANVASS
JUNE 14, 2016
11:00 A.M.
Present were; Board Chairman James Currin, Board Secretary Tony Spears, Director Claire
Jones and Deputy Director Claudette Williams.
Others Present were: Admin. Support Specialist Jeni Harris and Carolyn Brewington
Mr. Currin called the meeting to order at 11:00 am.
Business:
The Board reviewed the Provisional list. There were a total of 28 Provisional ballots. Mrs. Jones
recommended that 18 be approved and 10 not be approved. Of the 18 to be approved, 11 are
fully approved and 7 are partially approved due to voting the incorrect party. After some
discussion Mr. Spears moved to approve the Provisional list. Mr. Currin seconded. Approved
without dissent.
The Board opened the Provisional M100 and began inserting the ballots. The seven partial
ballots were hand counted and added to the tapes. The results will be released with the Canvass
materials
Mrs. Jones updated the board on the Mandatory Hand/Eye Recount held on March 17t" that the
State Board of Elections randomly selects. The precincts selected were Anderson Creek and
West Averasboro. The results matched the Election Day totals exactly for each precinct.
Director Jones informed the Board that all Election Day audits checked out and voter history
matched in all precincts except two. Stewarts Creek and Boone Trail were short one and over
one respectively due to machine jams. Moisture seemed to be the issue at Stewarts Creek and the
m100 card was weak at Boone Trail.
The Random Hand Eye count was performed on June 9, at 9:00 am. The precincts selected were
Absentee one -stop and Absentee by mail. The hand count matched the machine count exactly.
After some discussion a motion was made to go into recess by Mr. Spears to give Mrs. Jones
time to prepare the Canvass materials. Mr. Currin seconded. Approved without dissent. The
Board went into recess at 11:24 am.
Mr. Spears made a motion to reconvene. Mr. Currin seconded. Approved without dissent. The
board reconvened at 11:53 am.
Mrs. Jones gave an update on the totals and presented the Canvass forms to the Board. After
reviewing the Canvass Mr. Spears moved to approve Canvass. Mr. Currin seconded. Approved
without dissent.
Mrs. Jones informed the Board that filing for soil and water began June 13 at 12:00 noon and
will run until July 1 and 12:00 noon.
With no further business to discuss, Mr. Spears moved to adjourn. Mr. Currin seconded. The
meeting was adjourned at 12:00 pm.
The next meeting of the Board will be the regular meeting, July 5 at 4:00 pm.
