HomeMy WebLinkAboutHCBOE Board Meeting Minutes- November 10, 2015- Canvass MeetingHARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES NOVEMBER 10, 2015 11:00 A.M. Present were Board Members; James Currin, Tony Spears, Joseph Powell and Director Claire Jones. Also present were Deputy Director, Claudette Williams, Harnett County IT, Walt Temple, and Daily Record reporter, Tom Woerner, Candidates; Lew Weatherspoon, R.H. Ellington and Kelvin Gilbert, Democratic Chair Jean Sivoli and several members of the public. Mr. Currin called the meeting to order at 11:00 am. Business: State mandated sample hand -eye audit was performed on November 5. The randomly selected contests were East Averasboro, Dunn Ward 3 and CoatslGrove, Coats Mayor. Both hand counts matched the machine totals exactly. A discretionary hand count was performed on November 9 for Angier Mayor, due to a two vote difference. One -stop and Absentee matched the machine totals exactly. In the Black River precinct, Mr. Ellington gained one vote. The ballot oval was lightly checked instead of filled in correctly. The machine could not read it and counted the ballot as an under vote. The canvass r report will reflect the change. The Board reviewed the Provisional list, there were a total of 12 provisional ballots. Mrs. Jones informed the Board that she had thoroughly reviewed and researched each one, including researching the DMV reports. Mrs. Jones recommended not approving three. Two of the voters have never registered with Harnett County and one voter did not live within the city limits. After some discussion, Mr. Powell moved to not approve the three Provisionals. Mr. Spears seconded. Approved without dissent. Mrs. Jones recommended approving the remaining nine ballots. Five of which were unreported moves within Harnett County, three were previously removed due to being inactive for two federal elections and one which should have been registered in Harnett County but DMV sent the registration to Johnston County. Mrs. Jones explained to the Board and public that per GS 163- 82.14 (d) (3) any registrant removed due to list maintenance may be reinstated if the voter has not moved from the county. After some discussion, Mr. Spears moved to approve the nine provisional ballots. Mr. Powell seconded. Approved without dissent. The Board opened the provisional machine, signed the zero tapes and ran nine provisional ballots and one absentee ballot (from the 10:30 absentee meeting). The Board closed the machine, signed and read the tapes. Mr. Currin stated that the Board would recess until the Canvass reports were prepared. The meeting recessed at 11:29 am. The Canvass meeting resumed at 12:00 pm. Mrs. Jones submitted the Canvass materials to the Board. As the Board reviewed the Canvass Mrs. Jones informed them that audits were performed for each precinct and there were no issues to report. Voter history was also completed and matched the vote totals. The Board reviewed the Canvass results and Mr. Powell moved to approve the Canvass. Mr. Spears seconded. Approved without dissent. Mr. Currin opened the floor to public and Democratic Chair, Jean Sivoli, submitted a copy of the driver's licenses of the two provisional voters that were not approved. The licenses had been updated with the couple's Harnett County address. Mrs. Jones replied that the DMV report did not indicate that they updated their registrations at that time and she would follow up with the State and have them research to see if there was an error with DMV. Kelvin Gilbert, Write-in Candidate for Coats Commissioner, submitted a request for a recount. Mrs. Jones informed the Board that a recount can be held if Mr. Gilbert was within 1% of J.C. Allen. Mr. Gilbert was at 1.06%. After some discussion, Mr. Spears moved to hold a recount in the Coats Commissioner race. Mr. Powell seconded. Approved without dissent. The recount will be held at the Board of Elections office at 3:00 pm on November 12. Mrs. Jones reminded that Board that filing for the 2016 elections will begin at 12:00 noon, on December 1 until 12:00 noon on December 21. Mr. Spears moved to adjourn. Mr. Powell seconded. The Canvass meeting was adjourned at 12:26 pm. The next Board meeting will be its regular meeting on December 1, 2015 at 4:00 pm.
