HomeMy WebLinkAboutHCBOE Board Meeting Minutes- December 1, 2015- Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS REGULAR MEETING MINUTES DECEMBER 1, 2015 4:00 P.M. Present were Board Members; James Currin, Tony Spears, Joseph Powell and Director Claire .Jones. Mr. Currin called the meeting to order at 4:00 pm. Minutes: The Board reviewed the minutes from November 10, 2015, 10:30 am absentee meeting. Mr. Powell moved to approve the minutes. Mr. Spears seconded. Approved without dissent. The Board reviewed the minutes from November 10, 2015, 11:00 am canvass meeting. Mr. Spears moved to approve the minutes. Mr. Powell seconded. Approved without dissent. Business: Candidate filing began at 12:00 noon. Six candidates have filed so far and there have been no issues. Filing will be open until 12:00 noon, December 21. The Coats Commissioner recount was held November 12, 2015 at 3:00 pm. The Board observed the process as a bi-partisan team hand counted the ballots. Write in candidate, Kelvin Gilbert and Democratic Chair, Jean Sivoli were present as well as other members of the public. Two write-in votes were found where the voter did not properly fill in the oval. One was for Chris Coats and one was for Kelvin Gilbert. Per the State Board of Elections, since the recount did not change the overall result of the Canvass, there was no need for the Board to meet and revise the Canvass. Mrs. Jones followed up on the two provisional voters in Angier that said they updated their registrations with DMV prior to the election. The DMV report Mrs. Jones ran before Canvass indicated they did not update their registration information. The State Board of Elections also researched the data with DMV and found no evidence that the voters updated their registrations and the Board decision to not approve the ballots was valid. Mrs. Jones talked with Mrs. Hively and explained this to her as well as informed her that she and her husband were now properly registered with Harnett County. The State Board of Elections Conference will be February I" and 2nd, 2015 at the Durham Convention Center. Mrs. Jones relayed to the Board that she needed to know who planned to attend before January 201n The Board discussed various options for the 2016 Primary One -Stop Plan. Harnett County has to match the hours from the 2012 primary, which is 177 hours. Options included, but were not limited to, office open 14 hour days, using additional sites on additional days and/or opening an additional site. The Board preferred to open an additional site and discussed benefits of opening the polling place at Anderson Creek or Northwest Harnett. Mrs. Jones stated she would draft the one -stop plan and the Board could vote on the. matter at the next meeting. The plan is due to the State Board by January 15, 2015. The Board directed Mrs. Jones to look into and price advertising the one -stop hours on billboards in Harnett County. Mrs. Jones informed the Board that the State Board of Elections are drafting materials for Precinct worker training and precinct guides. The SBOE wants training to be more uniform across the state. Mrs. Jones is hopeful that these documents will be an asset with training precinct workers, especially when it comes to the ID requirements. With no other business to discuss, Mr. Powell moved to adjourn. Mr. Spears seconded. The meeting was adjourned at 4:36 pm.
