HARNETT COUNTY BOARD OF ELECTIONS CANVASS MEETING MINUTES MAY 13, 2014 11:00 A.M. Present were: Chairman James Currin, Secretary Tony Spears and Director Claire Jones. Also present was: Deputy Director Claudette Williams, Walt Temple, IT support, Goldie Pryor and Commissioner District 1 candidate, Barbara McKoy. Mr. Currin called the meeting to order at 11:00 am. Business: The Board reviewed the provisional poll -book, attached hereto. There were 38 total ballots. After researching the voters Mrs. Jones recommended to the Board: • Approve- 13 unreported moves and resolved party issues • Partial Count- 5 voted wrong party ballot. As a result only the NC Supreme Court race should be counted. • Not approved- 20 not registered or voted out of precinct. Mr. Spears moved to approve the 18 valid provisional votes. Mr. Currin Seconded. Approved without dissent. Mr. Spears moved to disapprove the 20 non -valid provisional votes. Mr. Currin seconded. Approved without dissent. Ms. Jones started the provisional machine. The zero tapes were signed by the Board and the ballots were run through the machine. The Board closed the machine, added the five partial counts to the tapes and signed them. The Canvass abstract was prepared. Mrs. Jones stated that using the laptops had allowed them to load and process voter history much faster than previous years. The office audited voter history and it matched with the vote count. The only exception was with five voters that went through the process to vote but in the end chose not to vote their ballot. In one case the voter tore up the ballot. The voter has voter history but the vote count was off by one in those precincts. Voter history total was 8,143 with 1,706 voted during One -Stop, 84 voted absentee by mail, 18 voted Provisional and 6,335 voted on Election Day. Mrs. Jones relayed to the Board a letter from Katherine McDonald. She was upset because she and her husband requested absentee ballots at the same time. Mr. McDonald received his but she did not. She was able to vote during one -stop but she wanted to express her concerns about her missing ballot and what would happen if someone else voted it. Mrs. Jones stated she would reply to her by letter explaining the process. Mrs. McDonald's ballot was mailed at the same time as her husband's, but it was the Post Office that delayed getting the ballot to her. While waiting on the Canvass abstract, Mrs. Jones relayed to the Board that the State mandated random hand eye count of Northwest Harnett and One -Stop Angier matched the Election Day results exactly. The Board reviewed the Canvass abstract. Mr. Spears voted to approve the abstract. Mr. Currin Seconded. Approved without dissent. The Board opened the floor for comments. Ms. McKoy made a request for voter history and election results. Ms. McKoy also asked about voters who said they never received anything from the Board of Elections about what district they are in. Mrs. Jones replied that once a change is made to any voter record a new voter card is generated. The voters would have received a new voter card as long as their mailing address on record is correct. Goldie Pryor stated she was there to be more active in the community. Ms. Pryor then asked about how the Student Assistants were selected and placed. Mrs. Jones replied that any student that will be 17 before the election can volunteer, but that a lot don't volunteer. Mr. Currin is a teacher at Triton and is able to recruit more from there. Precincts cannot have more than 2 students so they are spread out. Ms. Pryor suggested that the Board's minutes be posted on-line. Ms. McKoy stated that she felt Mrs. Jones has done an excellent job with the elections. With no other business to discuss Mr. Spears moved to adjourn. Mr. Currin seconded. The meeting adjourned at 12:13 pm. The next meeting of the Board will be a regular meeting on June 3, 2014 at 4:00 pm.
