REGULAR MEETING MINUTES
AUGUST 5, 2014
Present were: Chairman James Currin, Secretary Tony Spears, Member Joseph Powell and
Director Claire Jones.
Mr. Currin called the meeting to order at 4:00 pm.
Minutes:
The Board reviewed the minutes from July1, 2014. Mr. Powell moved to approve the minutes.
Mr. Spears seconded. Approved without dissent.
Business:
Board reviewed a Resolution from the Board of Commissioners requesting a Special Bond
Referendum be added to the November 4, 2014 General Election ballot. Mr. Powell moved to
accept the Resolution. Mr. Spears seconded. Approved without dissent.
Mrs. Jones submitted to the Board the approval letter from the State Board of Elections
approving the submitted One -Stop voting plan.
The Board reviewed billboard options from Fairway Outdoor Advertising for advertising the
General Election and One -Stop hours. The signs would be posted beginning 6 weeks prior to the
election. After some discussion the Board decided on 4 billboard locations. Mr. Powell moved
to allow Mrs. Jones to proceed with contracting with Fairway. Mr. Spears seconded. Approved
without dissent. Mr. Spears directed Mrs. Jones to check into using the Campbell Marquee to
direct people in that precinct of the voting location.
The Board received a public notice from the Secretary of State concerning the Constitutional
amendment that will be on the November ballot. Mrs. Jones informed the Board that, per SBOE
General Counsel Don Wright, the County had no requirement to post the notice and that all
questions concerning the amendment should be referred to the Secretary of State's office.
Mrs. Jones created a calendar for the Board members with all the upcoming important dates.
After some discussion Mr. Powell moved to cancel the October 7, 2014 regular meeting and
combine it with the October 14, 2014 absentee meeting. Mr. Spears seconded. Approved
without dissent. The Board directed Mrs. Jones to properly advertise that change.
The Board discussed Poll Worker training. Mrs. Jones stated, per the current and previous
discussion, that the Judges would be trained separately from the Assistants. Mrs. Jones brought
to the Boards attention that three Poll Workers admitted to working for and being paid by a
candidate. The Board directed Mrs. Jones to draft a letter letting those workers know they are
being taken off the appointment. Per GS163-39 county board members and staff are not to
openly support candidates or referenda. Poll workers are informed of this at training.
With no other business to discuss Mr. Powell moved to adjourn. Mr. Spears seconded. The
meeting was adjourned at 4:53 pm.
The next meeting of the Board is a regular meeting on September 2, 2014 at 4:00 pm.
