HomeMy WebLinkAboutHCBOE Board Meeting Minutes - May 7, 2013 - Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS MEETING MINUTES May 7, 2013 2:00 P.M. Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor. Also present were Director Claire Jones and HR Director John Rankins. Chairman Massey called the meeting to order at 2:00 pm. Minutes: The Board reviewed the minutes from 04/09/2013. Ms. Taylor moved to approve the minutes. Mr. Currin seconded. Approved without dissent. Business: The Board reviewed the list of Election Director Duties (attached hereto) outlining the responsibilities of the new Director, Claire Jones. Mrs. Taylor moved to approve the resolution. Mr. Currin seconded. Approved without dissent. Mrs. Jones then shared with the Board the approval letter from the State Board approving the precinct split and polling place changes. Mrs. Jones also informed the Board that we were still waiting on approval from the Justice Department. Mr. Currin moved to go into closed session to discuss personnel issues. Mrs. Taylor seconded. Approved without dissent. Mr. Massey, Mr. Currin, Mrs. Taylor, Mr. Rankins and Mrs. Jones went into closed session at 2:20pm Mr. Currin moved to exit the closed session, Mrs. Taylor seconded. Approved without dissent. Closed Session ended at 2:40 pm. No action was taken as a result of closed session. The next meeting of the Board will be the regular meeting, June 4, 2013 at 2:00pm, at the Board of Elections Office. Mr. Currin moved to adjourn. Mrs. Taylor seconded. The meeting was adjourned at 2:45 pm. Receive registration applications from different county agencies and registration drives as required by the NVRA law. 4. Determine all districts of registered voters. 5. Supervise permanent and part-time employees 6. Prepare and retain all statistical records in the board office and furnish statistical information to individuals and firms requesting information. 7. Prepare and set up instructional meetings for all poll workers and mail letters on meeting dates. 8. Mail letters to those appointed Chief Judges, Judges and assistants 9. Administer oath to election poll workers in each odd year. 10. Prepare ballot layout for the State Board and County Board's approval 11. Prepare the quantity of ballots per ballot style in each election 12. Prepare and distribute election material for all elections 13. Type minutes of board meetings and record in minute book for the Board's approval at its next meeting. 14. Execute responsibilities as provided in G.S.163-227. 15. Responsible for handling correspondence as well as preparing legal advertisements and resolutions as required by the General Statues. 16. Notify Board of meetings, statutory meetings as well as special called meetings. 17. Prepare assignment of voting machines and voting booths for all precincts. 18. Supervise and supply list of registered voters as requested. 19. Make necessary provisions and furnish reports to the media, radio and television on election night and any other time. 20. Implement Article 23 (G.S 163-282) for conducting municipal elections. 23. Implementation of NC Administration Code. 24. Implementation of G.S. 163 25. Assist candidates with filing, receive filing fees and give the necessary information to run their campaigns. 26. Prepare the Budget for the Board's approval and deliver to the County Commissioners for final approval. 27. Approve all expenses incurred. Write purchase orders for supplies and other needs of the office and submit to Finance Office for approval. 28. Accept complaints and challenges and present to the Board. 29. Prepare and set up meetings for recounts and hearings and notify persons involved. 30. Notarize all legal papers and documents. 31. Implementation of the NVRA Law. 32. Test voting equipment before each election. 33. Travel to precincts to check accessibility and to test modems before each election. 34. Keep up to date on new election laws and procedures.
