MEETING MINUTES
August 20, 2013
4:00 P.M.
Present were Board Members; James Currin, Tony Spears, Joseph Powell and Director Claire
Jones.
Also present were Elections Director, Claire Jones and Claudette Williams, Elections
Specialist/Deputy.
Mr. Currin called the meeting to order at 4:00 pm.
Minutes:
The Board reviewed the minutes from July 16, 2013. Mr. Powell moved to approve the minutes.
Mr. Spears seconded. Approved without dissent.
Business:
The Board Members reviewed the list of Precinct Judges. Mrs. Jones relayed to the Board that
the Democratic Chairperson did not turn in a list so she produced the recommended Democratic
Judges based on past Chief Judges and workers that are known in the office to be competent. Mr.
Spears moved to approve the list of Precinct Judges (attached hereto). Mr. Powell seconded.
Approved without dissent.
Ms. Jones then presented to the Board resolutions from the County Commissioners asking for a
County wide sales and use tax referendum and a Grove Township ABC referendum (Attached
hereto). The Board reviewed the referenda. Mrs. Jones then presented the Board with two similar
resolutions for the Board to adopt to hold the elections. Mr. Powell moved to approve the
resolution to hold the Sales and use tax election on November 5, 2013 (attached hereto). Mr.
Spears seconded. Approved without dissent. Mr. Spears moved to approve the resolution to hold
the Grove Township election on November 5, 2013 (attached hereto). Mr. Powell seconded.
Approved without dissent.
The Board discussed the hours of One -Stop voting for the October and November Elections.
Due to it being an odd year election Mrs. Jones recommended that the office not be open for any
extended hours or days. For the October 8, 2013 election one -stop will be held Monday —Friday
8:00am-5:00pm beginning September 19- October 4 and October 5 from 8:00am-1:00pm. For
the November 5, 2013 election one -stop will be held Monday —Friday 8:00am-5:00pm beginning
October 17- November 1 and November 2 from 8:00am-1:00pm. Mr. Powell moved to approve
the one -stop hours. Mr. Spears seconded. Approved without dissent.
Mrs. Jones brought to the Board's attention that 2 voters lived in Erwin Town but were also in
the Coats/Grove Precinct. Due to ballot secrecy we could not open the Coats/Grove Precinct
during the October 8, 2013 election. The Board instructed Mrs. Jones to send certified letters to
those voters instructing them of their options for voting which included allowing them to go to
the Erwin /Duke Precinct on Election Day.
Mrs. Jones informed the board of other business of importance such as:
- Poll worker training/pay
_ - 14 Laptops from Library to use on election day
- Elections training in Cary on August 21 and 22.
- Miscellaneous office activities
o 5-10-20 year plan for County Manager
o Election Testing
o Updating street database with GIS
o Auditing Campaign Finance reports
The Board then discussed when they will hold their regular meetings. Mr. Powell moved to hold
all regular meetings on the First Tuesday of each month at 4:00pm. Mr. Spears seconded.
Approved without dissent.
Mr. Powell moved to Adjourn. Mr. Spears seconded. The meeting was adjourned at 5:15pm.
The next meeting of the Board is September 3, 2013 4:00p.m.

RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
TO PLACE ARTICLE 46, a 1/4-CENT LOCAL OPTION SALES TAX VOTER
REFERENDUM, ON THE NOVEMBER 5, 2013 BALLOT
WHEREAS, the Harnett County Board of Commissioners has a record of responsiveness to the capital
needs of the public school system in providing adequate facilities; and
WHEREAS, Harnett County is facing unprecedented growth pressures as indicated by the 2010 census
and State projections indicate these trends will continue for the next two decades as the third fast growing County
in North Carolina; and
WHEREAS, the County's fiscal condition is stressed with a significant debt load, depleted fund balance
reserves, and a structural budget deficit; and
WHEREAS, the governing body is actively working to analyze its fiscal position and is taking steps to
correct the County's fiscal weaknesses; and
WHEREAS, there exists immediate need. for construction of new schools and renovation of existing
schools; and
WHEREAS, Harnett County Board of Education has approved a Capital Improvement Plan for school
construction and additions; and
WHEREAS, Southwest Harnett Elementary School, Highland High School, Western Harnett Elementary
School (Benhaven) and Harnett Central Elementary School (Buies Creek) are currently listed as the top priorities
in the Board of Education's Capital Improvement Plan; and
WHEREAS, the sum of these capital needs is in excess of $200 million dollars; and
WHEREAS, this burden should not be placed solely on the land owners, and property taxpayers of
Harnett County citizens, working families, and retirees; and
NOW, THEREFORE BE IT RESOLVED, that the Harnett County Board of Commissioners hereby
request the Harnett County Board of Elections to place Article 46, a 1/4-cent local option sales tax voter
referendum, on the November 5, 2013, ballot.

RESOLUTION REGARDING PROPOSED SALES TAX REFERENDUM
WHEREAS, the Harnett County Board of Commissioners is charged with the
responsibility of obtaining funds sufficient to carry out its obligation to provide required
services to the residents of Harnett County, and has determined that revenue from a sales
tax is needed to meet this obligation; and,
WHEREAS, approval of a majority of voters resident in Harnett County through a
referendum is required for such a sales tax to take effect; and,
WHEREAS, the Harnett County Board of Elections has determined that the cost of such
a referendum would be minimized by including the referendum on the ballot for the
November 5, 2013 Municipal Elections;
NOW THEREFORE BE IT RESOLVED by the Harnett County Board of Elections,
that a referendum shall be added to the November 5, 2013 Municipal Election on the
sales tax proposed by the Harnett County Board of Commissioners' resolution approved
on August 20, 2013 with the following wording:
County Sales and Use Tax
Local sales and use tax at the rate of one -quarter percent (.025%) in addition to all other
State and local sales and use taxes.

RESOLUTION BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS REQUESTING THAT THE HARNETT COUNTY
BOARD OF ELECTIONS HOLD ELECTIONS IN GROVE TOWNSHIPS
ON TWO PROPOSITIONS CONCERNING THE "ON -PREMISES" AND
"OFF PREMISES" SALE OF MALT BEVERAGES AND UNFORTIFIED
WINE
THAT WHEREAS, North Carolina General Statutes §18B-600(f) states:
An election may be called on any of the propositions listed in G.S. § 18B-602(a), (d) and
(h) in any township located within a county where the population of all cities in the county that
have previously approved the sale of any kind of alcoholic beverage comprises more than twenty
percent (20%) of the total county population as of the most recent federal census; and,
WHEREAS, according to the last federal census the populations of all cities in Harnett
County that have previously approved the sale of any kind of alcoholic beverage comprises
20.338% of the total county population; and,
WHEREAS, the Harnett County Township of Grove is therefore eligible, under the
provisions of North Carolina General Statutes § 18B-600(f), to hold township elections
concerning the "on -premises" and "off -premises" sale of malt beverages and unfortified wine;
and,
WHEREAS, the Harnett County Board of Commissioners at a special session on July 9,
2013, and at its regular meeting on August 19, 2013, heard citizen comments and discussed the
issue of whether the Board of Commissioners should call for an election on alcohol sales in
Grove Township; that at the August 19, 2013, Board of Commissioners regular meeting, a
motion was duly made and seconded and passed by a unanimous (5 to 0) vote by the Board
members to request that the Harnett County Board of Elections conduct an "on -premises" and
"off -premises" malt beverage election and an "on -premises" and "off -premises" unfortified wine
election in accordance with the provisions of Chapter 18B of the North Carolina General Statutes
in order to allow the citizens of Grove Township to vote on these propositions.
NOW, THEREFORE, BE IT RESOLVED, by the Harnett County Board of
Commissioners, that the Harnett County Board of Elections is hereby requested, no sooner than
60 days nor later than 120 days from the date said Board of Elections receives this Resolution
request, to conduct separate elections in Grove Township on the following propositions:

REFRENDUM
THAT WHEREAS, North Carolina General Statutes § 18B-600(f) states: An

that have previously approved the sale of any kind of alcoholic beverage comprises more

WHEREAS, the Grove Township is therefore eligible, under the provisions of
North Carolina General Statutes § 18B-600(f); and,
WHEREAS, North Carolina General Statutes § 18B-602(h) states: The election
shall be held by the Board of Elections upon request of the county Board of
Commissioners....
WHEREAS, the Harnett County Board of Commissioners at its regular meeting
on August 19, 2013, a motion was duly made and passed by the Board members to allow
the citizens of Grove Township to vote on these propositions.
NOW, THEREFORE, BE IT RESOLVED, by the Harnett County Board of
Elections, that an ABC referendum shall be added to the November 5, 2013 Municipal
Election, to be conducted in the Grove Township with the following wording:
(1) To permit the "on -premises" and "off -premises" sale of malt beverages.
