HomeMy WebLinkAboutHCBOE Board Meeting Minutes - November 16, 2012 - Regular MeetingHARNETT COUNTY BOARD OF ELECTIONS MEETING MINUTES November 16, 2012 10:30 a.m. Present were Chairman Walter Massey, Secretary James Currin, and member Louise Taylor. The location of this meeting was the Harnett County Public Utilities Building Conference Room, 700 McKinney Parkway, Lillington, NC 27546. Two observers were present from the Dan Forest Lt. Governor campaign, as well as Harnett County Republican Party chair Danny Moody. Also present was Ted Halstead, Elections Director. Chairman Massey called the meeting to order at 10:30 a.m. Business: Chairman Massey, Mr. Currin and Mrs. Taylor reviewed and approved the receipt of all absentee ballots to date, including two ballots inadvertently witnessed incorrectly for each other by a husband and wife. Chairman Massey, Mr. Currin and Mrs. Taylor then reviewed 1,332 provisional ballots at canvass. Of these, 339 were approved, 110 partially approved, and not approved 883. This made the proportion of provisional ballots wholly or partially approved 34% of the total votes cast. Mr. Halstead reported on one challenged vote, which following the State Board's recommendation was provided to our Board for review. It involved a voter who had moved to Cumberland County prior to voting in Harnett County during one -stop in -person absentee voting in the 2012 General Election. The voter wrote the Board a letter acknowledging his error, stating that he had subsequently registered to vote in Cumberland County, and then voted in Cumberland County in the 2012 General Election. The Board upheld the challenge, and this voter's ballot was retrieved and his votes cast subtracted from totals at canvass. Mr. Halstead also reported on the State Board -directed hand -eye recount of ballots cast in the Presidential race in two precincts. In Erwin/Duke 4,024 votes had been registered by the M100 voting machine, and in Central Harnett 6,324 votes. The hand/eye recount carried out by poll workers including both Democratic and Republican Party members reproduced these results exactly, with no errors recorded. The meeting was relocated at 4:00 p.m. to the Board of Elections office to allow canvass results approved by the Board to be uploaded to the county and State Board websites, with observers still present. The next meeting of the Board will be on December 4, 2012, at 11:30 a.m. Chairman Massey moved to adjourn. Mrs. Taylor seconded. The motion was approved unanimously.
