SPECIAL MEETING MINUTES
February 21, 2012
11:30 a.m.
Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor.
Also present was Claire Jones, Interim Election Director, Claudette Williams, Deputy Director
and Tom Woerner, from The Daily Record
Chairman Massey called the meeting to order at 11:30 a.m.
Business:
Chairman Massey welcomed Mr. Woerner.
The Board reviewed the budget for the 2012-2013 fiscal year. Mrs. Taylor moved to accept the
budget as presented and submit it to the County Commissioners. Mr. Currin seconded.
Approved without dissent.
Mrs. Jones provided The Board with a resolution (attached hereto) for the County
Commissioners asking for an ABC election for the Buckhorn and Hectors Creek Townships.
Mrs. Jones informed the Board that the resolution was received on February 7, 2012 and The
Board has between 60 and 120 days from that date to hold the election. The possible dates would
have to be between April 7, 2012 and June 6, 2012. Mrs. Taylor moved to hold the election on
May 8, 2012. Mr. Currin seconded. Approved without dissent.
The Board then reviewed a One -stop Security Plan for the 2012 Primary. The plan includes the
satellite locations and hours and has to be submitted to the State Board of Elections. Mr. Currin
moved to approve the plan. Mrs. Taylor seconded. Approved without dissent.
Mr. Massey read out a Resolution regarding one -stop voting for the 2012 Primary (attached
hereto). Mrs. Taylor moved to approve the resolution. Mr. Currin seconded. Approved without
dissent.
Mr. Currin stated a need to change the time of the next regular meeting due to a conflict he had.
The Board discussed the matter and agreed to change the time for the next meeting from 11:30
a.m. to 3:00 p.m.
Mrs. Taylor moved to go into executive session to discuss a personnel issue. Mr. Currin
seconded. Approved without dissent.
The Board went into executive session at 12:10 p.m.
At 12:35 p.m. The Board moved to suspended the executive session until 1:45 p.m.
The Board met again at 1:45 p.m. and at 2:20 p.m. Mrs. Taylor moved to end the Executive
Session. Mr. Currin seconded. Approved without dissent.
The next meeting of the Board will be its regular monthly meeting on March 6, 2012 at 3:00 p.m.
Mr. Currin moved to adjourn. Mrs. Taylor seconded. The meeting was adjourned at 2:21 p.m.

RESOLUTION REGARDING ONE -STOP VOTING FOR THE
2012 PRIMARY ELECTION
WHEREAS, the Harnett County Board of Elections unanimously adopted the locations
for one -stop voting for the 2012 Primary Election; and,
WHEREAS, the Harnett County Board of Elections unanimously voted on this date to
operate regular one -stop voting hours at the Board of Elections office of Monday —
Friday from 8:00 to 5:00 p.m. Saturday, April 21, 2012 from 8:00 a.m. — 5:00 p.m.,
Saturday, April 28, 2012 from 8:00 a.m. — 5:00 p.m. and Saturday May 5, 2012 From
8:00 a.m. -1:00 p.m.; and,
WHEREAS, The Harnett County Board of Elections unanimously agreed to conduct
one -stop voting at 2 additional locations during the 2012 Primary Election, i.e. Western
Harnett High School, currently used as a polling place for Barbecue Precinct, located at
10637 NC 27 West, Lillington, NC 27546, on Saturday, April 21, 2012 from 8:00 a.m. —
5:00 p.m., Saturday, April 28, 2012 from 8:00 a.m. — 5:00 p.m. and Saturday May 5,
2012 From 8:00 a.m. -1:00 p.m. and Erwin Community Building, currently used as a
polling place for Erwin/Duke Precinct, located at 110 W. F. Street, Erwin, NC 28339, on
Saturday, April 21, 2012 from 8:00 a.m. — 5:00 p.m., Saturday, April 28, 2012 from 8:00
a.m. — 5:00 p.m. and Saturday May 5, 2012 From 8:00 a.m. -1:00 p.m.; and,
WHEREAS, the Harnett County Board of Elections unanimously voted on this date to
operate regular one -stop voting hours for a potential Second Primary at the Board of
Elections office Monday — Friday from 8:OOa.m. - 5:00 p.m. and the last Saturday from
8:00 a.m. — 1:OOp.m.; and,
NOW THEREFORE BE IT RESOLVED by the Harnett County Board of Elections,
and requests these changes shall be effective immediately upon approval by the United
States Department of Justice and the North Carolina State Board of Elections.
