MEETING MINUTES
April 17, 2012
5:00 p.m.
Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor.
Also present was Ted Halstead, Elections Director.
Chairman Massey called the meeting to order at 5:00 p.m.
Business:
Mr. Massey, Mr. Currin and Mrs. Taylor reviewed and approved the receipt of all absentee
ballots to date.
Mr. Massey noted the importance of ensuring oaths are administered to chief judges, and that
this is done subsequently by chief judges for poll workers. Mr. Halstead agreed to ensure that
this is done when they next come to the Board of Elections headquarters.
Mr. Massey requested confirmation that the ramp at Johnsonville Elementary School has been
completed to ensure ADA standards are met for voters. Mr. Halstead agreed to contact the
appropriate office at Harnett County Schools.
Mr. Massey suggested it would be useful for board members to visit the one -stop voting
locations, and said he planned to do so. He also noted that it would be useful for Mr. Halstead to
visit them, as well as other Harnett County polling places. Mr. Halstead agreed to do so.
Mr. Currin suggested one more training session should be organized for poll workers. Mr.
Halstead agreed.
Mr. Currin requested a list of chief judges. Mr. Massey and Mrs. Taylor also requested the
Runner's Checklist. Mr. Halstead agreed to provide them.
Mr. Currin pointed out the importance of avoiding members of the same household working at
the same polling place. Mr. Halstead agreed that this must be avoided, and promised to verify
compliance.
Mr. Currin suggested that it would be useful to arrange a meal at the Board of Election
headquarters on election night. Mr. Halstead agreed.
Mrs. Taylor noted that the lack of a representative from HR had caused confusion and delay
during poll worker training. Mr. Halstead agreed to seek a representative from HR for training
this fall.
Mrs. Taylor proposed that a reception be organized to welcome and introduce Mr. Halstead to
the public. Mr. Massey and Mr. Currin agreed, but noted it should take place following the May
8 primary.
The next meeting of the Board will be on May 1, 2012, at 5:00p.m.
Mr. Currin moved to adjourn. Mrs. Taylor seconded. The meeting was adjourned at 6:10 p.m.
