HomeMy WebLinkAboutHCBOE Board Meeting Minutes - September 20, 2011 - Absentee MeetingHARNETT COUNTY BOARD OF ELECTIONS ABSENTEE MEETING MINUTES SEPTEMBER 20, 2011 5:00 P.M. Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor. Also present was Claire Jones, Sr. Administrative Assistant and Sherre Toler, Director. Chairman Massey called the meeting to order at 5:00 p.m. Business: The Board reviewed the minutes from August 3, 2011 and August 23, 2011. Ms. Taylor moved to approve the minutes. Mr. Currin seconded. Approved without dissent. Ms. Toler informed the Board that 15 absentee ballots were mailed but none have been received to date. One -stop voting will begin September 22, 2011. The Board discussed the proposed district maps. After the last Commissioner meeting they had a fourth alternate map prepared. It is unknown at this time if the commissioners and the school board will agree. The Board directed Ms. Toler to compose a resolution stating that they were in agreement that while they expressed no preference for any particular map, it was important to the voters, poll workers and the budget that the districts for each board be the same. The Board discussed the frozen HAVA funds that are needed to build a ramp at the Johnsonville polling place. The board directed Ms. Toler to compose a letter to the state delegation. The Board also suggested that they may try to contact individual legislators by telephone as well. Mr. Currin indicated he would try to recruit some student poll workers for the municipal election. The next meeting of the Board will be an absentee meeting on September 27, 2011 at 5:00pm. Mr. Currin moved to adjourn. Ms. Taylor seconded. The meeting was adjourned at 5:45p.m. Approved by: Walter Currin, Secretary f ise Taylor, ber e-N, Harnett C O U N T Y NORTH CAROLINA Board of Elections RESOLUTION REGARDING PROPOSED BOARD OF COMMISSIONER AND BOARD OF EDUCATION DISTRICTS WHEREAS, the Harnett County Board of Commissioners and the Harnett County Board of Education are charged with the responsibility of realigning districts in accordance with the population census data of 2010; and, WHEREAS, the Harnett County Board of Elections is charged with the responsibility of implementing those districts for all elections in the county; and, WHEREAS, the Harnett County Board of Elections has reviewed proposals offered by the consultant hired by the parties for the purposes of realigning the districts in accordance with census data and offer no support or opposition to any particular proposal in this resolution; and, WHEREAS, the Harnett County Board of Elections believes that having consistent districts between the two bodies is in the best interests of the citizens of the county because consistent districts will reduce voter confusion, i.e., a voter in District 4 for purposes of voting for a school board member will also be in District 4 for purposes of voting for a county commissioner, reduce the risk of human error at the polls by reducing the number of ballot alternatives, and control the costs of county elections and thus the burden on the taxpayers by reducing the number of different ballot styles needed. www.harnott.org PO Box 356 817 S. 8th Street Lillington, NC 27546 ph: 910-893-7553 fax: 910-893-4655 strong roots • new growth NOW THEREFORE BE IT RESOLVED by the Harnett County Board of Elections, that this Resolution be offered to the Harnett County Board of Education and the Harnett County Board of Commissioners, respectfully requesting the two governing bodies unite to accept the same proposal, whichever that might be, in order to maintain consistent election districts.
