REGULAR MEETING MINUTES
March 2, 2011
11:30 A.M.
Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor.
Also present was Billy Barfield and Sherre Toler, Director.
Chairman Massey called the meeting to order at 11:30 a.m.
Minutes:
Mr. Currin moved to approve the minutes of February 2, 2011, February 15, 2011, February 16,
2011 and February 22, 2011. Ms. Taylor seconded. Approved without dissent.
Business:
Ms. Toler discussed the municipal elections for 2011. She provided the Board with a memo
from the Town of Angier regarding all seats being up for election due to several resignations.
She also provided a resolution from Wake County regarding each county conducting the Angier
city elections for its own voters. Ms. Taylor moved to adopt the resolution. Mr. Currin
seconded. Approved without dissent.
Ms. Toler provided the Board with a copy of a memo from the State Board regarding
redistricting. Ms. Toler advised that the filing dates for Coats and Lillington are from 12 noon
on Friday, July 1, 2011 to 12 noon on Friday, July 15, 2011. The filing period for Angier, Dunn
and Erwin will be from 12 noon on Monday, July 25, 2011 to 12 noon on Friday, August 12,
2011.
The Board discussed the public meetings regarding relocating the polling places. Mr. Barfield
indicated he was in favor of the moves. Mr. Currin moved to relocate the polling place in Angier
from the Municipal Building to the Elementary School, the polling place in Coats from the
Community Building to the Elementary School and West Averasboro from the Dunn Middle
School to Wayne Avenue Elementary. Ms. Taylor seconded. Approved without dissent.
Ms. Toler reviewed the proposed budget and provided the Board with several options. The first
four involved cutting the budget 13.2% as directed by the County Manager. Option 5 was a
"regular" budget request which also cut several thousand dollars from the previous year's
budget. After discussion, Option 4 was revised to allow the Administrative Assistant to keep her
health insurance if her position was moved to part-time. Ms. Taylor moved to submit Revised
Option 4 and Option 5 to the Commissioners. Ms. Toler advised that the State Board indicated it
would pay maintenance fees again, however, it was included in the budget in the event the State
did not have the monies available to pay those fees. Ms. Toler advised that the State did pay the
maintenance fees in this year's budget, as well as programming for the election. The monies
were utilized to pay for the recounts and the move of equipment to the new building.
Ms. Toler advised the public building staff were currently painting the new building and when
the flooring was put in, the move of the office could begin.
Ms. Toler advised that there is an outstanding alcohol petition for Hector's Creek Township but
no signatures have been submitted thus far. The deadline is April 6, 2011.
Ms. Toler advised that staff is in the process of consolidating the removed voter cards with the
active voter cards and removing voter cards of voters who have been removed for five years.
The next meeting of the Board will be its regular monthly meeting on April 6, 2011 at 11:30 a.m.
Mr. Currin moved to adjourn. Ms. Taylor seconded. The meeting was adjourned at 1:10 p.m.
