CANVASS MEETING MINUTES
NOVEMBER 12, 2010
11:00 A.M.
Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor.
Also present were Harnett County Staff Attorney Jennifer Slusser, Democratic Party Chair,
Teresa Oudeh, Republican Parry Chair, Jason Lemons, legal representatives for several
candidates and various members of the media and citizenry. Staff members Sherre Toler,
Director, Claudette Williams, Deputy Director, Claire Jones and Walt Temple from the IT
Department were also present.
Business:
Mr. Massey called the meeting to order at 11:00 a.m.
Ms. Toler advised the Board that there were 463 provisional ballots. 168 fully valid, 44 valid in
some races, and 251 invalid. The provisional ballots resulted in part from 85 voters who had not
reported change in address, and 48 voters who voted outside their precinct. Ms. Toler advised
that 6 provisional ballots had been put into the machine on Election Day. Of those 6 ballots, 2
were valid, 1 was partially valid, and 3 were invalid. One provisional ballot represented a
jurisdictional dispute, resulting from a road crossing 3 different precincts. Ms. Toler requested
the Board to review the ballots carefully when opening the envelopes to ensure that the number
on the outside matched the ballot style number on the provisional ballot.
The Board examined one ballot where the birth date was different, but the social security and
driver's license numbers as well as the signature matched. The Board determined it was the
same individual.
The Republican Party counsel asked Ms. Toler to elaborate on why provisional voters were not
on the poll book. Ms. Toler explained that it could be the name spelling or an oversight by the
poll worker, or voters who refused to go to their correct precinct to receive the correct ballot.
Ms. Taylor moved to approve the 166 valid provisional ballots. Mr. Currin seconded. Approved
without dissent. The Board began opening the ballots. Two of the ballots were different from
the number recorded on the envelope. Two ballots were deducted from the original total and
added to the partial count. One ballot was accidently cut in half and had to be manually counted.
The Board recessed for lunch at 12:45 p.m. and reconvened at 1:30 p.m.
The partial provisional ballots were then opened. Ms. Toler called out the votes that needed to
be removed from the final totals due to an incorrect jurisdiction. The Board tallied the results.
The partial ballots were then inserted in the voting machine. The Board adjusted the tape totals
based upon the tallies of manually and partially counted ballots. The Board also recorded the
write in votes from the outstack ballots.
The board began examining the invalid provisional ballots. According to Ms. Toler, there were
171 not registered, 47 previously removed, 13 registered after the Oct 9, 2010 deadline, and 2
failed to provide ID. Twelve of the provisional ballots were invalid for other reasons.
Ms. Taylor made a motion to reject the invalid provisional ballots. Mr. Currin seconded.
Approved without dissent.
The Board recessed at 3:15 p.m. and reconvened at 5:00 p.m. The Board reviewed the abstract
and canvass report and each member signed the report. Ms. Toler notarized the abstract.
The next regularly scheduled meeting of the Board will be December 7, 2010 at 3:00 p.m.
Special meetings may be necessary to address potential recounts.
Ms. Taylor moved to adjourn. Mr. Currin seconded. The meeting was adjourned at 6:15 p.m.
