ABSENTEE MEETING MINUTES
NOVEMBER 12, 2010
10:30 A.M.
Present were Chairman Walter Massey, Secretary James Currin and Member Louise Taylor.
Also present were Harnett County Staff Attorney Jennifer Slusser, Democratic Parry Chair,
Teresa Oudeh, Republican Parry Chair, Jason Lemons, legal representatives for several
candidates and various members of the media and citizenry. Staff members Sherre Toler,
Director, Claudette Williams, Deputy Director, Claire Jones and Walt Temple from the IT
Department were also present.
Chairman Massey called the meeting to order at 10:30 A.M.
Business:
Ms. Toler explained the new law with regard to the counting of absentee ballots received after
Election Day. The first ballot to be considered required ID. The Board opened the absentee
ballot and it was confirmed that there was a military ID inside. The Board proceeded to look at
the other ballot envelopes that were received by the deadline.
Mr. Currin made a motion to approve the absentee ballots. Ms. Taylor seconded. Approved
without dissent. The Board members opened the ballots. Ms. Jones and Mr. Temple ran the zero
tape which was reviewed by the Board and inserted the ballots into the machine. The final tape
was run and signed by the Board.
Ms. Toler showed the Board members 12 Federal Write -In ballots that had missed the Nov. 1,
2010 deadline. Mr. Currin made a motion to reject those ballots. Ms. Taylor seconded.
Approved without dissent.
Ms. Toler explained that there were duplicates that had to be removed from the Election Day
totals. These ballots were mailed in as well as emailed and as a result the votes were
inadvertently added twice. Ms. Toler called out the votes and the Board tallied those votes. The
Board adjusted the absentee ballot tape accordingly.
The next meeting of the Board will be November 12, 2010 at 11:00 a.m.
Mr. Currin moved to adjourn the absentee meeting. Ms. Taylor seconded. The meeting was
adjourned at 11:00 a.m.
