ABSENTEE MEETING MINUTES
June 15, 2010
5:00 P.M.
Present were Chairman Walter Massey and Secretary James Currin. Member Louise Taylor was
unable to attend
Also present was Sherre Toler, Director.
Chairman Massey called the meeting to order at 5:00 p.m.
Minutes:
Ms. Taylor Currin moved to approve the minutes of June 8, 2010. Mr. Currin seconded.
Approved without dissent.
Business:
The Board reviewed the mail -in absentee ballots and the absentee poll book. Ms. Taylor moved
to approve the absentee ballots. Mr. Currin seconded. Approved without dissent. The Board
signed the absentee ballot poll list which is attached hereto and incorporated herein by this
reference.
Ms. Toler presented the Board with a resolution and one -stop security plan for the November
election. After review and discussion, Ms. Taylor moved to adopt the resolution. Mr. Currin
seconded. Approved without dissent.
Ms. Toler advised the Board that she had preliminary discussions with a commissioner regarding
moving the office location prior to the Presidential Primary in 2012. The Board agreed that the
parking was insufficient to accommodate a large turnout.
Ms. Toler discussed when the Board might wish to have public hearings in order to move other
polling places, namely Angier, Coats and West Averasboro. The Board agree to wait until after
the general election so as not to cause any voter confusion.
The next meeting of the Board will be June 22, 2010 at 9:00 a.m.
Mr. Currin moved to adjourn. Ms. Taylor seconded. The meeting was adjourned at 5:30 p.m.

RESOLUTION REGARDING ONE -STOP VOTING FOR THE 2010 GENERAL
ELECTION
WHEREAS, the Harnett County Board of Elections unanimously adopted the locations
for one -stop voting for the 2010 General Election; and,
WHEREAS, the Harnett County Board of Elections unanimously voted on this date to
operate regular one -stop voting hours at the Board of Elections office of Monday —
Friday from 8:00 to 5:00 p.m. beginning October 14, 2010 through October 29, 2010 and
Saturday, October 23, 2010 from 8:00 a.m. — 3:00 p.m. and Saturday, October 30, 2010
from 8:00 a.m. — 3:00 p.m.; and,
WHEREAS, The Harnett County Board of Elections unanimously agreed to conduct one
stop voting at 2 additional locations during the 2010 General Election, i.e. Western
Harnett High School, currently used as a polling place for Barbecue Precinct, located at
10637 NC 27 West, Lillington, NC 27546 on Saturday, October 23, 2010 from 8:00 a.m.
— 3:00 p.m. and Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m. and Erwin
Community Building, currently used as a polling place for Erwin/Duke precinct, located
at 110 W. F. Street, Erwin, NC 28339, on Saturday, October 23, 2010 from 8:00 a.m. —
3:00 p.m. and Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m.
NOW THEREFORE BE IT RESOLVED by the Harnett County Board of Elections,
and requests these changes shall be effective immediately upon approval by the United
States Department of Justice and the North Carolina State Board of Elections.

FOR THE NO -EXCUSE ONE -STOP ABSENTEE VOTING
SITE PLAN
LOCATION
• The County Board of Elections unanimously agreed that one stop voting will be
conducted in the Board of Elections Office, located at 817 S. 8th Street,
Lillington, NC for all elections. Voting will take place in the conference room
located at the center of the building. In addition to regular one -stop voting hours,
one -stop voting will be available on Saturday, October 23, 2010 from 8:00 a.m. —
3:00 p.m. and Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m.
• The Harnett County Board of Elections also unanimously agreed to conduct one
stop voting at 2 additional locations during the 2010 General Election.
• Western Harnett High School, currently used as a polling place for Barbecue
Precinct, located at 10637 NC 27 West, Sanford, NC 28332 will be open for one -
stop absentee voting on Saturday, October 23, 2010 from 8:00 a.m. — 3:00 p.m.
and Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m.
• Erwin Community Building, currently used as a polling place for Erwin/Duke
precinct, located at 110 W. F. Street, Erwin, NC 28339, will be open for one -stop
•� absentee voting on Saturday, October 23, 2010 from 8:00 a.m. — 3:00 p.m. and
Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m.
• At all three locations, handicapped parking is available in front of the building,
on -street and lot parking is available within walking distance, and handicapped
accessible restrooms are available.
• Sufficient space is available to accommodate observers.
• Curbside voting will also be available. The location for curbside is directly
outside the large plate -glass window of the Board of Elections Office which can
be easily monitored by staff throughout the day. Curbside voting devices will be
utilized at the 2 additional one stop locations.
STAFFING/TRAINING
• The proposed staffing will consist of one full-time employee from the Board of
Elections at each location and a minimum of seven poll worker assistants. A full-
time Board employees will supervise the site and will do all voter history entry
and update.
• In addition to attending regular poll worker training, assistants at one -stop sites
will receive a minimum of 8 hours of training in the Board of Elections Office on
all aspects of the election process, including the following:
■ ballot security,
■ the issuing of ballots,
■ provisional ballots,
■ transfers, and
■ processing voters who desire to vote no -excuse.
Assistants will provide assistance to the voter as requested and allowed by law.
Procedures for processing same -day registration will also be followed.
DAILY PROCEDURES
• The No -Excuse location at the Board of Elections Office will open at 8:00 a.m.
and will close at 5:00 p.m. during the workweek beginning the third Thursday
prior to the election and will be open on Saturday, October 23, 2010 from 8:00
a.m. — 3:00 p.m. and Saturday, October 30, 2010 from 8:00 a.m. --- 3:00 p.m.
• The two additional locations will be open on Saturday, October 23, 2010 from
8:00 a.m. — 3:00 p.m. and Saturday, October 30, 2010 from 8:00 a.m. — 3:00 p.m.
• Six to eight voting booths will be set up with appropriate informational signs
posted. At least one booth shall be placed in a location where the voter may mark
the ballot unobserved. Reasonable attempts will be made to ensure that the
remaining voting booths are reasonably private while accommodating as many
voters as possible.
• A handicapped accessible ballot marking device, the Automark, will be placed on
a handicapped accessible table and will be available for all voters. All poll
workers at one -stop will be trained on this machine prior to the opening of one -
stop voting.
BALLOTS AND BALLOT SECURITY — FOR M100 VOTING
MACHINE
• All ballots will have the absentee register number placed on them to identify if
necessary.
• All ballots will be stored in the room next to the Director's Office. It shall be
locked at the end of the day and shall be unlocked each morning by the Director.
A ballot reconciliation form shall be completed at the end of each day.
• At the additional one -stop sites, ballots will be transported each day by a full-time
election staff member and all reconciliation forms will be completed at the
beginning and end of each day. The voted ballots will be removed from the
voting machine, sealed and locked in ballot bag and transported to the Board of
Elections office at the end of the day.
• The M100 voting machine will be removed from the ballot box and transported to
the Board of Elections Office at the end of the voting day by a full-time staff
member from the Board of Elections. The machine will be locked and stored for
use the following Saturday.
• The SEIMS absentee register will be used for no -excuse one -stop.
• The same procedures will apply to all mail absentee ballots generated from the
Board of Elections Office.
Ballots will be inserted into the Voting Machine by the voter. There will be a
minimum of two assistants in the room at all times to monitor the voting
equipment and provide ballot security. At the beginning of each day and again at
the end of each day the Director and Deputy Director will log the number of
ballots entered into the machine and compare with the absentee register.
Each day, a Ballot Accountability Form will be completed. (See attachment 1)
VOTE TABULATOR FOR ONE -STOP VOTING
• An absentee precinct PCMCIA card shall be inserted into the machine. After
testing all ballot styles, it will be sealed in the M100 tabulator.
• On the first day of no -excuse voting the zero totals tape will be run, verified, and
signed on the M100 machine.
• Periodically, throughout each day the total number of ballots issued will be
compared to the number of ballots voted as indicated on the public display of the
M 100 tabulator.
• NO totals tape will be run during the no -excuse absentee period.
• The M100 tabulator and ballot box will be stored in the conference room during
the entire absentee period. The room shall be locked each evening by the Director
and unlocked again each morning. There are two keys to the conference room
which are in the possession of the Director of Elections and the Director of Public
Buildings (should an emergency arise after hours — the Director will be notified in
such an event).
ACT OF VOTING
• On the voter's initial entry into the one -stop location, the voter will state their
name to the poll worker. After the voter has provided name and address, the
information will be entered into SOSA and an application form will be printed.
• Voter will sign the application form.
• The voter will then be issued the appropriate ballot and will be directed to a
voting booth to vote the ballot. Once, the voter has voted the ballot, the voter will
insert it in the M100 tabulator and depart the conference room.
• Provisional Ballot procedures will be in place and used if necessary.
• Forms for name changes will be used if necessary.
• Address changes will be processed, and the voter will be allowed to vote the
correct ballot in accordance with existing election laws.
• Individuals who miss the registration deadline, if qualified, may register in person
and then vote at a one -stop voting site during the one -stop absentee voting period.
PROVISIONAL VOTING
• If a voter is not listed in the voter registration system, efforts will be made by staff
to ascertain if the voter is listed under another name, etc.
• A staff member will attempt to locate the voter's original voter registration card.
• Individuals who miss the registration deadline, if qualified, may register in person
and then vote at a one -stop voting site during the one -stop absentee voting period.
That person may cast a ballot in the same manner as any other registered voter.
• Voters may update their registration information other than party affiliation at
one -stop voting locations during a primary election.
• A voter having problems with his/her registration will be advised that he/she may
vote a provisional ballot. The Provisional Poll Book, Labels and Forms shall be
kept in the Director's Office. The Director or the Deputy shall process the
provisional voter paperwork, and the voter shall be given a numbered provisional
ballot and directed to a voting booth. The staff person handling each provisional
ballot shall remain by the ballot box in order to ensure the ballot is not placed into
the tabulator. The voter shall be directed to seal the ballot in the completed
envelope which shall then be placed in a sealed container for provisional ballots
located within the Director's Office. Provisional ballots will be processed by the
county board as prescribed by law.
CHALLENGES TO VOTERS
• In the event that a challenge is made to an absentee -by -mail voter, procedures
outlined in NCGS 163-89 shall be followed.
• In the event that a challenge is made to a one -stop voter, procedures outlined in
NCGS 163-227.2(h) shall be followed.
