REGULAR MEETING MINUTES
January 10, 2006
3:00 p.m.
Present were William Randall, Chairman, Secretary Roy Tew and Walter Massey,
Member.
Also present were Erica Gallion from Representative David Lewis's Office and
Daily Record Reporter, Tom Woerner.
Also present was Sherre Toler, Director, and Lisa Wilber, of the Harnett County
IT Department.
Mr. Randall called the meeting to order at 3:00 p.m.
New Business:
Ms. Toler presented four different purchase options for voting machines,
incorporated herein. She discussed the various proposals and the costs associated with
each. Ms. Toler recommended that the Board adopt Option 1, the Optical
Scan/Automark equipment as she believed it was preferable to the others due to cost and
ease of voters. Ms. Toler did, however, express concern regarding the weight of the
equipment and indicated some means would have to be developed to assist pollworkers in
getting the equipment to the polls.
Mr. Tew indicated that if we wanted to stay with the modem option of sending
results in from the precinct, Option 3 could not be utilized. Mr. Tew also indicated that
he believed Option 4 was too expensive and the least "politically" acceptable.
The Board asked Ms. Wilber her opinion. She indicated that Option 1 was most
closely aligned with what the County currently owns and believes it will probably be the
easiest to utilize.
The Board asked if anyone else had any comments. Ms. Gallion indicated her
personal preference was for optical scan machines.
Mr. Tew moved to adopt Option 1 and approve the resolution to the
Commissioners containing that equipment with equipment for additional one -stop sites.
Mr. Massey seconded. Approved without dissent.
Mr. Massey moved to adjourn. Mr. Tew seconded. The meeting was adjourned
at approximately 3:45 p.m.

RESOLTUION TO RECOMMEND THE PURCHASE OF VOTING EQUIPMENT
WHEREAS, the Harnett County Board of Elections has the authority and duty to
recommend a voting system of a type, make and model approved certified by the State
Board of Elections for use in some or all voting places in the county or at some or all
elections in accordance with G.S. 163-165.9; and
WHEREAS, the Harnett County Board of Elections has witnessed a
demonstration, in the county on January 5, 2006 and at a site designated by the State
Board of Elections on December 6, 2005 and December 12, 2005, of the type of voting
system being recommended and also witnessed a demonstration of at least one other type
of voting system certified by the State Board of Elections;
WHEREAS, the State Board of Elections and the Office of Information
Technology Services has a Statewide Term Contract with certified vendors;
WHEREAS, grants from the HAVA Election Fund may be used by the County
Boards of Elections for purchasing voting equipment from a certified vendor and the
County is entitled to receive up to $309,133.00 from the HAVA Election Fund based on
the formula of $12,000.00 per precinct, $12,000.00 per One -stop sites, plus $1.00 for
each voter that turned out in the 2004 presidential election but not less than.$10,000.00 or
more than $100,000.00;
THEREFORE BE IT RESOLVED, that the Harnett County Board of Elections
hereby recommends the following certified voting equipment to the Board of County
Commissioners;
