After considering the diversion of flow from Main Street, west to the pump station, it was determined that
the best feasible alternative would be to pump flow from the project site south along Gregory Circle to the
Nutt Property which is currently being developed. From the Nutt property, flow would discharge to Pump
Station SLS 8.
See Appendix B for figures that depict the proposed and existing infrastructure necessary to achieve this
modified option.
2.2.1 SLS 8
The capacity of the HRW SLS 8 is a critical component of the proposed service strategy. HRW confirmed the
following data for SLS 8 to both Timmons Group (Engineer for Buies Creek Townhomes being developed on
the Nutt property) and HIGHFILL.

Timmons Group reported a measured drawdown capacity at SLS 8 of 135.7 GPM and a paper flow for the
Buies Creek Townhomes project of 30 GPM peak. Considering the flows provided by HRW, a peaking
factor calculation adapted from the 10-State Standards population based peak factor chart using 100
gallons per day per capita unit flow was used to project the peak flow from the existing service area
tributary to SLS 8. That calculation is as follows:
Peaking Factor (PF) = (18 + ((sqrt(Q))/316)) / (4 + ((sqrt(Q))/316))
o Q: Average Daily Flow in GPD = 8,000 GPD
o PF = 4.27
The available capacity at SLS 8 is calculated as follows:
Available Capacity = 97.2 – 30 – (5.6 x 4.27) = 43.3 GPM
As a result, adding the 30 GPM proposed from the Buies Creek Townhomes will leave 43.3 GPM available
at SLS 8. (Considering the drawdown capacity of 135.7 GPM measured by Timmons Group, 81.8 GPM of
available capacity potentially remains. Although this may require permitting with the NCDEQ to utilize.)
Peak hourly flow calculated for the Davidson Home development of 153,000 GPD converts to 106.3 GPM
(153,000 GPM / (24 hr/day) / (60 min/hr)). Neither SLS 8 firm capacity nor measured drawdown capacity
are sufficient to receive the 106.3 GPM peak flow.
2.2.2 SLS 8 Upgrade
An upgrade at SLS 8 is necessary to make the alternative feasible. Adding the calculated peak hourly flow
from the Davidson Homes Development to the Buies Creek Townhomes peak and the current peak
results in a targeted minimum capacity for SLS 8.
Target Capacity = 106.3 + 30 + (5.6 x 4.27) = 160.2 GPM

Capacity of the force main can limit the ultimate capacity of the lift station. The 4-inch force main
capacity at minimum, intermediate and maximum velocities.

165 GPM produces a velocity of 4.22 ft/sec in a 4-inch force main which is within the acceptable range of
2 – 8 ft/sec.
Lidar contour data, GIS force main route and the target capacity were used to generate a system curve
for SLS 8. Using 165 GPM as the future operating point, the TDH calculated reached approximately 115 ft.
The existing pumping equipment is not expected to be capable of achieving this operating condition.
Coordination with the Gorman Rupp sales representative resulted in a future pump selection that the
station could be retrofitted with to increase performance to the necessary condition.
Proposed pump data is included in Appendix C.
2.2.3 Downstream Sewer Capacity
The SLS 8 force main discharges to an 8-inch gravity sewer main on the west side of the Campbell
University campus. This main conveys flow west along Judge Taylor Road to Leslie Campbell Avenue then
south across Highway 421. On the south side of Highway 421, the 8-inch main connects to a 12-inch
gravity main that ultimately discharges into the HRW SLS 10B. A total distance of approximately 2,200
linear feet of 8-inch gravity sewer exists between the force main discharge location and the 12-inch
gravity main. Per HRW GIS records, some segments of the 8-inch gravity are installed at the minimum
allowable pipe slope of 0.40%.
HRW requires that calculated peaks flow not exceed pipe capacity at 2/3 full. For an 8-inch pipe installed
at minimum grade using Mannings friction factor of n=0.013, this is calculated to be 328,300 GPD.
A roof top survey was completed to evaluate the potential flow from existing services that are tributary to
the 8-inch gravity mains. It appears that portions of the drainage area include University buildings.
Determining paper flow for these facilities can be challenging as their capacity and uses are not always
easily determined. A preliminary tally of the structures within the drainage area results in an expected
paper flow of 166,250 GPD peak.
With the future peak flow from SLS 8 at 165 GPM, or 237,600 GPD and 166,250 GPD peak flow calculated
from the service area tributary to the existing 8-inch gravity sewer, the 2/3 pipe full capacity limitation is
exceeded by 75,550 GPD. The anticipated peak flow however, is well below the calculated full pipe
capacity of 490,000 GPD.
Appendix D includes a schematic of the service area of the 8-inch gravity sewer downstream of SLS 8
along with a table of the flows projected in the paper flow analysis.
The 8-inch gravity discharges to a 12-inch gravity main on the south side of Hwy 421. If installed at a
minimum slope of 0.22% a nominal 12-inch diameter gravity main has a capacity of 864,000 GPD flowing
2/3 full. Projected peak flow from the properties tributary to the 12-inch main, based on GIS data,
reaches approximately 166,250 GPD. Considering this along with the current (166,250 GPD) and future

(237,600 GPD) flows upstream, the 12-inch gravity has ample capacity to receive flow from the Davidson
Homes project without exceeding the HRW 2/3 pipe full limitation.
Appendix D includes a table of the flows projected for the existing services tributary to the 12-inch gravity
main.
2.2.4 Gravity from SLS 8
Currently, the Buies Creek Townhomes project is planning 8-inch gravity sewer from SLS 8 to their site. Deeded
easements will be provided to give HRW access for operation and maintenance of the mains on the property.
This gravity system is proposed to receive flow from the future Davidson Homes force main. A short extension
will bring the gravity sewer from the Townhomes site to within the public right of way along Gregory Circle. As
described above, an 8-inch gravity main installed at 0.40% minimum slope can convey 340 GPM peak flow.
Nearly 110 GPM from the Davidson Homes development and 30 GPM from the Buies Creek Town Homes
leaves approximately 200 GPM available for additional development.
Although SLS 8 would require further upgrade, this new 8-inch gravity sewer from SLS to Gregory Circle would
support additional development. The table below depicts volumes of development potentially supported for
an 8-inch as currently proposed and for 10-inch and 12-inch in the event HRW desires to upsize it in preparation
for future growth opportunities.

Approximately 200 acres of undeveloped property exists that will be tributary to the new gravity sewer main.
This area could likely support additional development. Upsizing the gravity main at this time may be desired
by HRW if continued development is anticipated.
Appendix E includes a schematic of the service alternative with acreage of undeveloped properties upstream
of Gregory Circle that may be identified for future development.
Section 3 - Opinion of Probable Construction Cost (OPCC)
A OPCC has been developed for serving the proposed development via SLS 10B and the western outfall to
SLS 8. Collectively, about $1,430,000 is projected to make the minimum upgrades necessary.
Appendix F includes detailed OPCCs for each segment of the sewer service alternative.
Section 4 - Conclusion
Development of the proposed project by Davidson Homes on the north side of Buies Creek is expected to
add 153,000 GPD peak flow to the HRW wastewater collection system. Flow will be conveyed to the HRW
collection system via a new pumping station located on the site. From the pump station and new force
main will extend south along Gregory Circle and discharge into new gravity sewer being installed to serve

the Buies Creek Townhomes project located on the Nutt Property. This gravity sewer will discharge in to
the existing HRW pump station SLS #8.
SLS #8 will require an upgrade to the pumping equipment to increase pumping capacity from its current
permitted capacity of 97.2 GPM to 165 GPM. The existing 4-inch force main is not expected to require any
modifications.
The SLS #8 force main discharges to existing 8-inch gravity sewer that has a capacity in accordance with
HRW 2/3 pipe full capacity limitation of 328,300 GPD. The projected peak flow is expected to exceed this
rated capacity by 23%, however, the pipe full capacity of 490,000 GPD is sufficient to convey the additional
flows.
From the 8-inch gravity sewer, flow discharges to a 12-inch gravity main which has sufficient capacity in
accordance with HRW guidelines to convey the additional flows to HRW pump station SLS 10B.
